How to do it
Confirm eligibility: Must be a U.S. citizen, West Virginia resident, at least 18 years old on or before Election Day (may pre-register at 17 if will be 18 by next general election), NOT currently under conviction, probation, or parole for a felony, treason, or election bribery (see State Notes), and not declared mentally incompetent by court
Choose your registration method:
ONLINE: vote.wv.gov or sos.wv.gov/elections - West Virginia's online voter registration portal; requires WV driver's license or state ID number; deadline: 21 days before Election Day (online)
BY MAIL: Download WV voter registration application from sos.wv.gov; complete, sign; must be received by County Clerk by specified deadline (typically 21 days before election; mail is received, not postmark, deadline)
IN PERSON: County Clerk's office; WV DMV (motor voter - when applying for/renewing license); many public assistance agencies (DHHR, vocational rehabilitation, WIC, etc.); deadline: 21 days before Election Day (received)
NOTE: West Virginia does NOT offer same-day voter registration

- Will be absent from county during entire early voting period AND Election Day due to travel, business, education, or training
- Employment making in-person voting impossible
- Confined to a specific location due to illness, injury, medical reason, physical disability, or advanced age
- Incarcerated or home detention (NOT under felony conviction, treason, or election bribery)
- Age 65+ (can vote absentee for any reason)
- Military or overseas voter
Absentee application deadline: 6 days before the election (received by county Clerk)
Mailed ballot must be postmarked by Election Day and received by county Clerk within 5 days after election (excluding Sundays); hand-delivered ballots must arrive by day before Election Day

Each of WV's 55 counties has its own County Clerk who administers elections and voter registration. Kanawha County (Charleston), Berkeley County (Martinsburg), Cabell County (Huntington), Wood County (Parkersburg), Monongalia County (Morgantown), and Jefferson County (Charles Town) are the most active. Early voting satellite locations vary by county; contact your specific county Clerk.

Important state-specific details
NO SAME-DAY REGISTRATION - 21-day advance deadline.
EARLY VOTING: No excuse required; 13 days before election through 3 days before; popular option.
EXCUSE-REQUIRED ABSENTEE MAIL BALLOT: West Virginia has one of the more restrictive absentee systems; age 65+ qualifies for any reason (most common exception); early in-person voting is the no-excuse alternative for most voters.
CLOSED PRIMARY: West Virginia has closed primary elections; only registered Democrats can vote in the Democratic primary; only registered Republicans in the Republican primary; Independents/No Party Affiliation can vote in municipal primaries but not partisan state primaries.
FELONY VOTING RIGHTS: Cannot vote while serving sentence INCLUDING probation or parole for felony, treason, or election bribery; once "off papers" (sentence fully served, probation and parole complete), may re-register and vote; pretrial detention: can vote; misdemeanor convictions: do not restrict voting rights (unless election-related)
PHOTO ID REQUIRED to vote in person (including early voting): WV driver's license, WV or other state ID, U.S. passport, employee photo ID from WV/US government, student photo ID from WV institution of higher education or WV high school, U.S. Armed Forces ID, or other government-issued photo ID; voters without ID may vote a provisional ballot
