Riverside County's assessment ratio means effective tax rates are low — but incorrect appraisals still cost money. Ownwell manages the appeal with no upfront cost.
How do I appeal my Riverside County property tax assessment?
The formal appeal window runs July 2 through November 30 each year. File with the Assessment Appeals Division of the Clerk of the Board at 4080 Lemon St, Riverside, or file online through the county's portal. Before filing formally, contact the Assessor's Office at 800-746-1544 to attempt an informal resolution. Ownwell can manage the entire process on your behalf and only charges if you save.
Does Riverside County have offices outside of Riverside city?
Yes. The combined Assessor-County Clerk-Recorder office has branch locations in Temecula (40935 County Center Dr) serving Southwest County residents, and in Palm Desert (38686 El Cerrito Rd) serving Coachella Valley residents. Multiple courthouse locations in Murrieta, Palm Springs, Indio, and Banning also serve different regions of the county.
Where do I go for probate in Riverside County?
Riverside County has probate hearing locations at the main Riverside courthouse (4050 Main St), the Palm Springs courthouse (3255 E Tahquitz Canyon Way), and the Southwest Justice Center in Murrieta (30755-D Auld Rd). The correct location depends on where the deceased resided. Contact the probate clerk at 951-777-3147 for Riverside and Murrieta, or 760-393-2617 for Palm Springs.
What senior services does Riverside County offer?
The Office on Aging (800-510-2020) serves residents 60 and older with home-delivered meals, transportation, in-home care coordination, caregiver support, HICAP Medicare counseling, and the Long-Term Care Ombudsman program. Coachella Valley retirees and Inland Empire seniors are served by the same agency, though the care market and options differ significantly between the two regions.
How does Riverside County's geography affect which courthouse I use?
The county covers 7,208 square miles with distinct regions — the Inland Empire around Riverside and Corona, the wine country and growing suburbs around Temecula and Murrieta, the resort communities of the Coachella Valley, and the eastern desert communities around Indio and Palm Springs. Each region has a courthouse serving local residents. Using the wrong courthouse can result in your matter being transferred, delaying your case. When in doubt, call the court clerk at 951-777-3147 to confirm the correct location.

Notes: The Salton Sea is a critical environmental issue for Riverside County (the sea’s southern shore is in Imperial County; much of the northwest shore is in Riverside County at the Salton Sea State Recreation Area); as the sea shrinks, exposed playa dust from the Riverside County shore contributes to air quality problems in Coachella Valley communities; solar energy development in the Riverside County desert is one of the largest renewable energy build-outs in the US – thousands of acres of solar arrays in the desert around Blythe and Desert Center; the Joshua Tree NP is surrounded by solar development proposals that conservation groups argue would fragment habitat and impair the park’s dark skies; March ARB has documented PFAS groundwater contamination from historical firefighting foam use – active Navy/Air Force remediation; the Coachella Valley’s groundwater basin faces long-term depletion as Colorado River allocations shrink due to the ongoing Colorado River shortage; the Joshua tree species itself is threatened by climate change – altered fire regimes and rising temperatures are reducing the Joshua tree’s range, which could fundamentally alter the character of Joshua Tree National Park within decades
About Riverside County
Riverside County is California’s fourth largest county by population and the tenth most populous in the United States, stretching across 7,208 square miles from the Inland Empire communities of Riverside, Corona, and Moreno Valley through the Coachella Valley resort communities of Palm Springs and Palm Desert and into the high desert. The county has been one of the fastest-growing in California for decades, driven largely by residents priced out of Los Angeles and Orange Counties seeking more affordable housing while remaining in the Southern California region. County government is structured around a five-member Board of Supervisors, with a combined Assessor-County Clerk-Recorder office that serves the county’s broad geographic spread through a main office in Riverside and branch locations in Temecula and Palm Desert.

Riverside County property taxes operate under California’s Proposition 13, which limits assessed value increases to 2 percent per year unless a property changes ownership or undergoes new construction. The county has seen dramatic property value increases as population growth has pushed up demand, making the gap between longtime owners and recent buyers particularly significant in rapidly growing communities like Murrieta, Temecula, Menifee, and Jurupa Valley.
The Assessor’s regional offices make assessment information available beginning July 1 each year. The formal appeal window runs July 2 through November 30. Appeals are filed with the Assessment Appeals Division of the Clerk of the Board. Before filing a formal appeal, property owners are encouraged to contact the Assessor’s Office directly to discuss the valuation and attempt an informal resolution. The Assessor’s Office provides video resources on its website explaining the appeal process, Proposition 8 decline-in-value claims, and supplemental assessments.
For supplemental assessments – which follow a property purchase or new construction – the appeal window is 60 days from the mailing of the supplemental assessment notice. Paying tax installments on time during the appeal period is important: penalties accrue regardless of whether an appeal is pending.
Riverside County’s geographic diversity means property values and tax rates vary significantly across the county. Properties in Coachella Valley resort areas, Temecula wine country, and Inland Empire suburban communities each carry different market dynamics that affect whether an appeal is worth pursuing.

The Superior Court Clerk maintains civil, criminal, family, and probate court records accessible through the court’s online case management system. Arrest records are maintained by the Riverside County Sheriff for county jurisdiction areas and by city police departments within incorporated cities.

Senior Services
Riverside County’s Office on Aging serves as the Area Agency on Aging for the county, administering federally funded programs under the Older Americans Act for residents 60 and older. Services include home-delivered meals, congregate dining, transportation, in-home care, caregiver support, the Long-Term Care Ombudsman program, and the HICAP Medicare counseling program. The Office on Aging main number is 800-510-2020. The Riverside office is at 6296 River Crest Drive, Suite K, Riverside.
Riverside County’s large and growing senior population includes both year-round Inland Empire residents and seasonal and permanent Coachella Valley retirees. The Palm Springs and Palm Desert area has one of the highest concentrations of retirees in California, with a corresponding demand for assisted living, memory care, and in-home care services that reflects the area’s affluent retirement community character. Families seeking care placement in the Coachella Valley face a different market than those looking in the Inland Empire.
California’s Medi-Cal program funds long-term care for eligible seniors. Riverside County’s Health and Human Services Agency coordinates Medi-Cal enrollment and In-Home Supportive Services (IHSS) connections, allowing many seniors to remain in their homes with funded care assistance.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Riverside County Superior Court handles probate at three locations – file in whichever is more convenient.
Riverside Historic Courthouse – 4050 Main Street, Riverside, CA 92501. (951) 777-3147. Palm Springs Courthouse – 3255 E. Tahquitz Canyon Way, Palm Springs, CA 92262. (760) 393-2617. Southwest Justice Center – 30755-D Auld Road, Murrieta, CA 92563. (951) 777-3147. Hours (all): Monday–Friday, 7:30 a.m.–2:00 p.m.
Step 1: figure out which path applies
California recently increased its small-estate thresholds substantially, so check this first – more estates now qualify to skip full probate than in past years.
Small Estate Affidavit (personal property) – for estates with personal property valued at $208,850 or less (for deaths on or after April 1, 2025; holds through March 31, 2028). No court filing needed – present the signed affidavit directly to the bank or institution holding the property. Must wait at least 40 days after the death, and no probate proceeding can already be pending.
Petition to Determine Succession to Real Property, Primary Residence – for a decedent’s primary California residence valued at $750,000 or less (Judicial Council Form DE-310). Requires a 40-day wait, notice to heirs, and a probate referee appraisal.
Affidavit for Real Property of Small Value – for other (non-primary-residence) California real property valued at $69,625 or less (Form DE-305). Requires a 6-month wait.
Formal Probate – required when the estate exceeds these thresholds. California typically uses the Independent Administration of Estates Act (IAEA), letting the personal representative handle most matters without a court hearing for each step.
California is a community property state – a surviving spouse already owns their half of community property, and can often use a simplified Spousal Property Petition (Form DE-221) instead.
If using the small estate affidavit (personal property)
Wait at least 40 days after the death.
Confirm total qualifying California personal property (excluding trust assets, joint tenancy, POD/TOD accounts, and beneficiary-designated accounts) is $208,850 or less, using date-of-death values.
Complete the affidavit under Probate Code § 13100.
Present it with a certified death certificate directly to the bank or institution – no court filing required. Collecting property this way makes you personally liable for the decedent’s unsecured debts up to the value received (Prob. Code § 13109).
IF USING THE PRIMARY RESIDENCE PETITION OR SMALL REAL PROPERTY AFFIDAVIT
Confirm the property qualifies and the applicable waiting period has passed (40 days for the primary-residence petition; 6 months for the small real property affidavit).
File the petition (Form DE-310) or affidavit (Form DE-305) with the Riverside County Superior Court, at whichever location is closest.
A probate referee appraises the property; heirs receive notice.
Once approved, the property transfers without full probate administration.
If formal probate is required
Deliver the original will (if any) to the court clerk within 30 days of learning of the death (Prob. Code § 8200).
File a Petition for Probate (Form DE-111) to admit the will and request appointment as personal representative.
The court issues Letters Testamentary (Form DE-150) or Letters of Administration.
If Independent Administration authority is granted, the personal representative can act on most matters without separate court hearings.
Notice to creditors and an inventory/appraisal (with a probate referee) follow, along with payment of debts and taxes. Note: as of May 19, 2025, Riverside County discontinued email-based probate web assistance – contact the probate clerk’s office by phone or the court’s website chat instead.
The estate closes with a final petition for distribution.
What it costs
Small estate affidavit / real property affidavits: no court filing fee for the personal-property affidavit; filing fees apply to the DE-310 primary-residence petition and DE-305 small real property affidavit.
Formal probate filing fee: several hundred dollars, varying somewhat by county.
Personal representative and attorney compensation: statutory fee schedule based on estate size (Prob. Code §§ 10800–10810) – a percentage that declines as the estate grows.
No California state estate tax or inheritance tax.
