Fremont County Government Offices
In the Arkansas River canyon where the Royal Gorge drops 1,000 feet to the river below, Fremont County has built a corrections economy around a concentration of state and federal prisons - and a tourism economy around one of the most dramatic natural landmarks in Colorado - in a county that holds both with the pragmatism of a place that knows what it has.

Notes: The Royal Gorge is one of Colorado’s most extraordinary geological features – the Arkansas River has cut 1,053 feet into the Precambrian granite over millions of years; the Royal Gorge Route Railroad’s ride through the gorge is legitimately breathtaking – the perspective from the river level looking up at the towering walls and the suspension bridge far above is overwhelming; Shelf Road’s limestone climbing is nationally recognized – the BLM area has hundreds of sport routes in excellent rock with a scenic canyon environment; the Royal Gorge Railroad War of 1878-1879 is one of the most dramatic episodes in Colorado history – armed gangs hired by competing railroads physically fought for control of the canyon; the courts eventually settled it in the D&RG’s favor

Notes: The 2013 Royal Gorge Fire created significant post-fire erosion and debris flow risk into the Arkansas River; the canyon’s steep walls and burned vegetation produced sediment and debris that affected the river and the railroad corridor; ongoing watershed restoration in the burn area; the Arkansas River through the Royal Gorge is heavily managed for both water rights (the river is fully appropriated) and recreational access; the prison complex generates significant wastewater that is treated through municipal systems; coal mining legacy in Fremont County (Coal Creek, Rockvale area historical coal mines) creates some land reclamation considerations; Shelf Road limestone area water quality management in the Oil Creek drainage; Arkansas River compact obligations for downstream Kansas water rights
About Fremont County
Fremont County’s economy rests on two pillars that don’t obviously go together. The Royal Gorge – a 1,000-foot-deep canyon cut by the Arkansas River through Precambrian granite – is one of Colorado’s most visited natural attractions, with the Royal Gorge Bridge (the world’s highest suspension bridge when built in 1929), a zip line, and aerial gondola drawing hundreds of thousands of visitors annually. The Royal Gorge Route Railroad runs through the canyon bottom in summer. This is genuine drama – the canyon walls are sheer and the river is audible from the rim.
The corrections economy is equally real: Fremont County hosts the highest concentration of state and federal prisons per capita of any Colorado county, including Colorado State Penitentiary, Colorado Territorial Correctional Facility, and Centennial Correctional Facility, among others. Corrections employment provides stable government jobs that have made Fremont County’s unemployment rate more resilient than comparable rural Colorado counties. The county also has a warm Arkansas River valley climate that has attracted retirees – Cañon City sits at relatively low elevation for Colorado (5,300 feet) and has mild winters that Front Range residents notice with some envy.
Fremont County is known for two things: the Royal Gorge and prisons. The Royal Gorge of the Arkansas River — a dramatic 1,000-foot-deep canyon — is one of Colorado’s most spectacular natural features, spanned by a suspension bridge and served by a scenic heritage railroad. The county hosts more than nine correctional facilities (state and federal), making it one of the highest concentrations of prisons per capita in the country. Garden Park, on the county’s eastern edge, is a significant dinosaur fossil bed.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Fremont Combined Court – District Court (Probate Division) 136 Justice Center Road, Canon City, CO 81212 (719) 269-0100 Hours: Monday–Friday, 8:00 a.m.–4:30 p.m.
Step 1: figure out which path applies
Colorado follows the Uniform Probate Code, one of the more streamlined, less court-intensive systems in the country.
Small Estate Affidavit (personal property) – for estates where personal property totals less than roughly $86,000 (twice the “exempt property” amount under C.R.S. § 15-11-403, which adjusts annually for inflation – always confirm the current year’s figure with the court). Available starting 10 days after the death. No court filing required; present the affidavit (Form JDF 999) directly to whoever holds the property.
Summary Administration for small real property – a separate, roughly parallel threshold applies to real property equity. This route does require a court filing.
Informal Probate – the standard path for most estates with a will or clear heirs and no disputes. Handled largely by the court Registrar with minimal hearings.
Formal Probate – required for contested wills, disputed appointments, or complicated estates.
If using the small estate affidavit (personal property)
Wait at least 10 days after the death.
Confirm the fair market value of the decedent’s property (less liens) doesn’t exceed the current statutory threshold, and that no probate has already been opened.
Complete Form JDF 999, Collection of Personal Property by Affidavit.
Present it, along with a certified death certificate, to the bank or institution holding the property – no court filing needed.
If filing for informal or formal probate
File the appropriate application with the Fremont County District Court: Form JDF 910 (with a will) or JDF 908 (without one). For formal probate, file JDF 920 or the intestate equivalent. Filing fee is $199.
The court (or Registrar, for informal cases) appoints a personal representative and issues Letters Testamentary or Letters of Administration.
In informal probate, the personal representative then manages the estate largely independently.
Creditors have 4 months from first publication of notice to file claims.
The estate closes once debts are paid and assets are distributed.
What it costs
Small estate affidavit: no court filing fee.
Informal or formal probate filing fee: $199.
Personal representative compensation: “reasonable compensation” – no fixed statutory percentage.
No Colorado state estate tax or inheritance tax.
