Parks & Recreation
PARKS & RECREATION
Key Assets: Durango and Silverton Narrow Gauge Railroad (D&SNG – one of the most extraordinary train experiences in the United States; the historic narrow-gauge steam railroad runs 45 miles through the Animas Canyon from Durango to Silverton through some of the most spectacular mountain scenery in Colorado; the train is the same train that has been running since 1882; the canyon is not accessible by road; the experience of riding through sheer cliff walls and over dramatic bridges on a steam train is genuinely breathtaking; winter snowcat tours also available); Purgatory Resort (US-550 north of Durango – major ski resort with excellent terrain variety); Million Dollar Highway (US-550 from Silverton to Ouray – the most dramatic stretch of highway in Colorado; the road clings to cliff faces 2,000 feet above the Uncompahgre Gorge; there are no guardrails in many sections; the views of the San Juan Mountains are extraordinary; the highway earned its name either from the gold in the tailings used for road construction or from the cost of construction or from the value of the views; all three explanations may be true); Animas River (fishing; kayaking; the Animas River Town Park in Durango has a world-class whitewater park; the river runs through downtown Durango creating a beautiful recreational corridor); Mesa Verde National Park (Montezuma County – accessible via US-160; one of the finest NPS units in the Southwest); Chimney Rock National Monument (Archuleta County – accessible); San Juan National Forest; Weminuche Wilderness (the largest wilderness in Colorado – 500,000+ acres; accessible from Durango via the D&SNG to Needleton or Elk Park)
Notes: Durango is one of Colorado’s finest outdoor recreation communities; the D&SNG Railroad is a national treasure and one of the finest travel experiences in the American West – the combination of Victorian steam locomotive, spectacular canyon scenery, and the ride to the completely car-free mining town of Silverton is extraordinary; the Weminuche Wilderness is Colorado’s largest wilderness and one of the finest backcountry areas in the US – the Chicago Basin section (with multiple 14ers including Windom, Sunlight, and Eolus) is accessed primarily by train from Durango, making it one of the most unique wilderness access situations in the US; Durango’s mountain biking (Colorado Trail; Hermosa Creek; Horse Gulch) is nationally recognized; the combination of mountain biking, rafting, skiing, hiking, and the railroad makes Durango one of the most activity-rich small cities in Colorado

ENVIRONMENTAL / WASTE MANAGEMENT
Solid Waste: La Plata County Solid Waste Management – (970) 382-6367; Durango city collection
Recycling: Active programs in Durango; La Plata County recycling events; ColoradoRecycles compliance; Southern Ute tribal recycling programs
Environmental: Colorado DPHE; Animas-La Plata Water Conservancy District; USFS (San Juan NF); NPS (Mesa Verde); Southern Ute Tribal Environmental Department; EPA (Gold King Mine – 2015 spill)
Notes: The 2015 Gold King Mine spill is the defining environmental event in La Plata County’s recent history; on August 5, 2015, EPA contractors accidentally breached a wastewater plug in an abandoned gold mine near Silverton, releasing approximately 3 million gallons of acid mine drainage laden with arsenic, lead, cadmium, and other heavy metals into Cement Creek, which flowed into the Animas River and then downstream through Durango, New Mexico, Utah, and into the Colorado River; the river turned bright orange and was closed to all use for weeks; the Navajo Nation (which depends on the San Juan River, into which the Animas flows) was severely affected; EPA faced harsh criticism for the spill and the slow cleanup response; the Animas River fishery and recreational use have largely recovered; the Gold King Mine itself is on EPA’s Superfund list for permanent remediation; the experience dramatically highlighted the legacy mine drainage problem throughout the San Juan Mountains (hundreds of abandoned mines drain heavy metals into the watershed continuously, not just during accidents); Colorado’s abandoned mine land cleanup program is severely underfunded relative to the scale of the problem
About La Plata County
La Plata County’s Durango has earned a reputation as one of Colorado’s most livable mountain cities – and the claim holds up under scrutiny. Fort Lewis College, a public liberal arts college with a particularly strong Native American student population and free tuition for enrolled tribal members, anchors the educational economy. Mercy Regional Medical Center provides regional healthcare. The Durango & Silverton Narrow Gauge Railroad – a coal-fired steam train that has operated continuously since 1882 through the Animas River gorge – is one of the most authentic heritage railways in America and a genuinely remarkable engineering and operational achievement.
Mesa Verde National Park, 35 miles west of Durango, contains the most significant ancient Ancestral Puebloan cliff dwellings in the United States – the Cliff Palace and Balcony House are architectural achievements of the twelfth century that continue to astonish archaeologists and visitors. The Southern Ute Indian Tribe, headquartered in Ignacio south of Durango, operates a substantial economic enterprise including Red Willow Energy (oil and gas), the Sky Ute Casino, and tribal government that is one of the most financially successful tribal operations in the Southwest. La Plata County’s combination of heritage, outdoor recreation, a functioning small city, and proximity to both the Navajo Nation and the Southern Ute territory gives it a Four Corners depth that distinguishes it from resort-only mountain communities.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
La Plata County Courthouse – District Court (Probate Division) 1060 East Second Avenue, Suite 106, Durango, CO 81301 (970) 247-2304 Hours: Monday–Friday, 8:00 a.m.–4:30 p.m.
Step 1: figure out which path applies
Colorado follows the Uniform Probate Code, one of the more streamlined, less court-intensive systems in the country.
Small Estate Affidavit (personal property) – for estates where personal property totals less than roughly $86,000 (twice the “exempt property” amount under C.R.S. § 15-11-403, which adjusts annually for inflation – always confirm the current year’s figure with the court). Available starting 10 days after the death. No court filing required; present the affidavit (Form JDF 999) directly to whoever holds the property.
Summary Administration for small real property – a separate, roughly parallel threshold applies to real property equity. This route does require a court filing.
Informal Probate – the standard path for most estates with a will or clear heirs and no disputes. Handled largely by the court Registrar with minimal hearings.
Formal Probate – required for contested wills, disputed appointments, or complicated estates.
If using the small estate affidavit (personal property)
Wait at least 10 days after the death.
Confirm the fair market value of the decedent’s property (less liens) doesn’t exceed the current statutory threshold, and that no probate has already been opened.
Complete Form JDF 999, Collection of Personal Property by Affidavit.
Present it, along with a certified death certificate, to the bank or institution holding the property – no court filing needed.
If filing for informal or formal probate
File the appropriate application with the La Plata County District Court: Form JDF 910 (with a will) or JDF 908 (without one). For formal probate, file JDF 920 or the intestate equivalent. Filing fee is $199.
The court (or Registrar, for informal cases) appoints a personal representative and issues Letters Testamentary or Letters of Administration.
In informal probate, the personal representative then manages the estate largely independently.
Creditors have 4 months from first publication of notice to file claims.
The estate closes once debts are paid and assets are distributed.
What it costs
Small estate affidavit: no court filing fee.
Informal or formal probate filing fee: $199.
Personal representative compensation: “reasonable compensation” – no fixed statutory percentage.
No Colorado state estate tax or inheritance tax.
