Ski Resort: Steamboat Resort (Mount Werner – one of Colorado’s premier ski resorts; 169 trails; “champagne powder”; hot springs après-ski tradition; Steamboat’s natural hot springs (Strawberry Park Hot Springs – rustic clothing-optional hot springs in the mountains north of town; accessible via dirt road; one of Colorado’s most beloved hot springs experiences); Old Town Hot Springs (Steamboat Springs – historic downtown hot springs facility); Howelsen Hill Ski Area (Steamboat – the oldest continuously operating ski area in the US; a small hill above downtown used since 1915; it has produced more Olympians per capita than anywhere in the US – Steamboat’s “Ski Town USA” designation is genuine)
Notable: Steamboat Springs’ Olympic heritage (the town has produced more Winter Olympic athletes – 95+ – than any community in the US; the Steamboat Ski and Resort Corporation ski museum); Fish Creek Falls (just outside Steamboat – 283-foot waterfall; excellent hiking; one of Colorado’s finest accessible waterfalls); Tread of Pioneers Museum (Steamboat – excellent local history museum documenting the ranching, mining, and ski history of the Yampa Valley); Hayden (the most authentic non-resort agricultural town in Routt County – coal mine heritage; agricultural community)
Notes: Steamboat Springs is one of Colorado’s most distinctive mountain resort communities; unlike Aspen or Vail (which were transformed by resorts), Steamboat evolved as an agricultural and ranching community first and integrated the ski resort culture around an existing authentic town; this gives Steamboat an authenticity lacking in purpose-built resorts; Howelsen Hill’s Olympic legacy (95+ Olympic athletes from a town of 12,000) is genuinely extraordinary; the “champagne powder” phenomenon (Steamboat’s snow is unusually light and dry due to its geographic position relative to Pacific storm systems) is legendary among powder skiers; the Yampa Valley’s cattle ranching heritage (the Yampa Valley is still one of Colorado’s finest hay-producing valleys) coexists with the ski resort; Strawberry Park Hot Springs (rustic, partially clothing-optional, accessible via dirt road – particularly magical in winter when you soak in 104°F water as snow falls) is one of Colorado’s most beloved experiences

Notes: Moose management in the Yampa Valley is significant – the reintroduced moose population (since 1978-79) has thrived in the willow and riparian areas of the Yampa Valley; moose in or near Steamboat Springs is not uncommon; elk management in the Routt NF and Mount Zirkel Wilderness; black bear management in resort communities; mountain lion monitoring; river otters have returned to the Yampa River as water quality has improved
Environmental & Waste
ENVIRONMENTAL / WASTE MANAGEMENT
Solid Waste: Routt County – (970) 870-5400; Steamboat Springs city collection; excellent recycling programs in the resort community
Environmental: Colorado DPHE; Yampa River Basin Watershed Group; USFS (Routt NF); Hayden Power Plant decommissioning (coal plant closures – significant impact); Colorado Department of Transportation (US-40/Rabbit Ears Pass management); Steamboat Springs utilities
Notes: The Hayden Power Plant closure (coal plant) is one of Routt County’s most significant energy transition events – the plant has provided significant county tax revenue and employment; its closure creates both economic challenges and environmental improvements; Yampa River protection has been central to Routt County’s environmental identity – the Yampa is one of the last undammed rivers in the Colorado River system; its unaltered flow regime supports a unique riverine ecosystem and provides Dinosaur National Monument with its extraordinary river environment; climate change is a significant concern for Steamboat – the champagne powder that defines the resort’s identity depends on specific atmospheric conditions that may be altered by warming temperatures; the 2020 wildfire year (multiple major fires surrounding the county simultaneously) was unprecedented and has driven significant investment in wildfire preparedness and prescribed burning; Mount Zirkel Wilderness’s beetle-killed forests present significant post-beetle wildfire risk

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Routt County Combined Court – District Court (Probate Division) 1955 Shield Drive, Unit 200, Steamboat Springs, CO 80487 (970) 879-5020 Hours: Monday–Friday, 8:00 a.m.–4:30 p.m.
Step 1: figure out which path applies
Colorado follows the Uniform Probate Code, one of the more streamlined, less court-intensive systems in the country.
Small Estate Affidavit (personal property) – for estates where personal property totals less than roughly $86,000 (twice the “exempt property” amount under C.R.S. § 15-11-403, which adjusts annually for inflation – always confirm the current year’s figure with the court). Available starting 10 days after the death. No court filing required; present the affidavit (Form JDF 999) directly to whoever holds the property.
Summary Administration for small real property – a separate, roughly parallel threshold applies to real property equity. This route does require a court filing.
Informal Probate – the standard path for most estates with a will or clear heirs and no disputes. Handled largely by the court Registrar with minimal hearings.
Formal Probate – required for contested wills, disputed appointments, or complicated estates.
If using the small estate affidavit (personal property)
Wait at least 10 days after the death.
Confirm the fair market value of the decedent’s property (less liens) doesn’t exceed the current statutory threshold, and that no probate has already been opened.
Complete Form JDF 999, Collection of Personal Property by Affidavit.
Present it, along with a certified death certificate, to the bank or institution holding the property – no court filing needed.
If filing for informal or formal probate
File the appropriate application with the Routt County District Court: Form JDF 910 (with a will) or JDF 908 (without one). For formal probate, file JDF 920 or the intestate equivalent. Filing fee is $199.
The court (or Registrar, for informal cases) appoints a personal representative and issues Letters Testamentary or Letters of Administration.
In informal probate, the personal representative then manages the estate largely independently.
Creditors have 4 months from first publication of notice to file claims.
The estate closes once debts are paid and assets are distributed.
What it costs
Small estate affidavit: no court filing fee.
Informal or formal probate filing fee: $199.
Personal representative compensation: “reasonable compensation” – no fixed statutory percentage.
No Colorado state estate tax or inheritance tax.
