Notes: Whiteside County was organized in 1836 from parts of Jo Daviess County, named for Samuel Whiteside, an Illinois pioneer, farmer, and militia general who led forces during the Black Hawk War. Whiteside County is genuinely the birthplace of U.S. President Ronald Reagan, born in 1911 in the county community of Tampico.
Business & Permits
BUILDING & PERMITS
Office: Whiteside County Courthouse – 200 E. Knox Street, Morrison, IL (completed 1987, the fourth courthouse in the third community to serve as county seat).
Notes: Whiteside County’s seat genuinely moved multiple times through a series of contested local elections. The first courthouse was a simple building on the Lyndon public square starting in 1840, but the seat moved to Sterling just a year later, where a two-story brick courthouse briefly hosted local church congregations before their own buildings were completed. County offices later moved to Morrison; after Sterling’s courthouse stood unused for years, it was demolished and the site redeveloped residentially. In 1857, Morrison residents pushed for and won another election, permanently moving the seat there in 1858.

About Whiteside County
Whiteside County is northwestern Illinois’s steel and Rock River agricultural county – a community whose wire manufacturing heritage and river valley farmland define a balanced industrial-agricultural economy.
Sterling (population ~15,000) grew around Northwestern Steel and Wire – one of the largest producers of wire and nails in the United States, whose manufacturing operations made Sterling a significant industrial city in otherwise agricultural northwestern Illinois.
Rock Falls (population ~9,000) across the Rock River from Sterling forms the Sterling-Rock Falls metropolitan area – the twin cities share a commercial and industrial economy anchored by manufacturing.
Morrison (the county seat, population ~4,000) serves the county’s governmental needs and the surrounding agricultural community.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Whiteside County Circuit Clerk (14th Judicial Circuit) 200 East Knox Street, Morrison, IL 61270 (815) 772-5188
Whiteside County was founded in 1836, named for Samuel Whiteside. It’s bounded on the west by the Mississippi River. A satellite office is also maintained in Sterling. The current 1987 Whiteside County Courthouse is the fourth to serve the county.
Step 1: figure out which path applies
Illinois has NOT adopted the Uniform Probate Code and is not a community property state – it follows common law property principles. Illinois probate is governed by the Probate Act of 1975 (755 ILCS 5/). Two main paths:
Small Estate Affidavit – for estates where personal property (excluding real estate) is valued at $150,000 or less (raised from $100,000 effective August 15, 2025), with no unresolved debts or claims and no real estate involved. No formal court probate is required.
Formal Probate (Independent or Supervised Administration) – required when the estate doesn’t qualify for the small estate affidavit. Most Illinois probate cases proceed under Independent Administration, letting the estate representative act without prior court approval for most routine actions.
Step 2: filing for formal probate
File the decedent’s original will (if one exists) with the Whiteside County Circuit Clerk, where the decedent resided at death.
Petition the court to open the estate and appoint an executor (if there’s a will) or an administrator (if intestate).
The court issues Letters of Office (Letters Testamentary or Letters of Administration) appointing the representative.
Publish notice to creditors and unknown heirs as required by Illinois law.
Under Independent Administration, the representative marshals assets, pays valid debts and taxes, and distributes the remaining estate without needing court approval for each step.
File a final accounting or closing documents to formally close the estate.
What it costs
Illinois imposes its own state estate tax on estates valued above $4 million, with rates up to 16%. There is no Illinois inheritance tax.
Filing fees vary by county – confirm current amounts with the Whiteside County Circuit Clerk.
Most uncontested probate proceedings in Illinois can be completed within about a year.
