About Lake County
Lake County is Indiana’s northwesternmost county – geographically, culturally, and economically part of the Chicago metropolitan area rather than the Indiana heartland. The county’s northern border runs along the southern shoreline of Lake Michigan, which also forms its northern boundary. Lake County’s identity was forged in steel: Gary – incorporated in 1906 and named for U.S. Steel chairman Elbert Gary – was built almost overnight as one of the largest planned industrial cities in American history, and at its mid-century peak was one of the most productive steel-producing cities in the world. The collapse of the American steel industry from the 1970s through the 1990s hit Gary harder than almost any other city, triggering decades of depopulation, deindustrialization, and fiscal stress that have made Gary’s trajectory one of the most-studied examples of post-industrial urban decline in the United States. The Indiana appeal process – Form 130:
If you disagree with your property’s assessed value, file Form 130 – Taxpayer’s Notice to Initiate an Appeal with your local assessing official. The appeal deadline is within 45 days of the date the tax bill (Form 11) is mailed – typically resulting in a June 15 deadline for most Lake County properties (if Form 11 is mailed before May 1; if mailed after April 30, the deadline shifts to 45 days from mailing).
The appeal proceeds through three levels:

You receive at least 30 days’ notice of the hearing date. Bring comparable sales data, an independent appraisal, or evidence of property condition issues. The PTABOA issues a Form 115 Assessment of Determination.
Level 3 – Indiana Board of Tax Review (IBTR): If unsatisfied with the PTABOA, file Form 131 with the IBTR within 45 days of the PTABOA notice of determination. A copy must also be filed with the County Assessor. After the IBTR, appeal to the Indiana Tax Court is available.
Senior deductions: Indiana offers several property tax deductions for qualifying senior homeowners – including the Over 65 Deduction (age 65+, income and assessed value limits) and the Blind or Disabled deduction. Apply through the Lake County Auditor’s office. Indiana also offers a Homestead Deduction for owner-occupied primary residences.

Step 2: filing for formal probate
File a Petition for Probate of Will and for Issuance of Letters (if there’s a will) or a Petition for Appointment of Personal Representative (if intestate) with the Lake County Circuit Court’s Probate division.
The court reviews the will for compliance with Indiana Code § 29-1-5-3 (in writing, signed by the testator, witnessed by at least 2 credible witnesses).
The court issues Letters Testamentary (with a will) or Letters of Administration (intestate) appointing the personal representative.
Publish notice to creditors; creditors generally have a limited window (commonly 3 months from first publication) to file claims.
The personal representative marshals assets, pays valid debts and expenses, and distributes the estate.
File a closing statement or final accounting to formally close the estate.
