Richmond's Earlham College and the National Road heritage - from Earlham College (the Quaker liberal arts college in Richmond - one of the finest small colleges in the Midwest, consistently ranked among the top liberal arts institutions in the United States, whose commitment to Quaker values of integrity, community, and service has shaped a distinctive academic culture since 1847) to the National Road's Wayne County heritage (the first federally funded interstate highway in American history - US-40, the National Road - passed through Richmond and Wayne County, and the county's position as an early gateway to the West shaped its commercial and cultural development) and Richmond's rose-growing heritage.

ROADS & TRANSPORTATION
Roads: I-70 and US-40 (the historic National Road) and US-27/35 serve Richmond, the county seat, along the East Fork of the Whitewater River.
Notes: Richmond was settled in 1806 by North Carolina Quaker families, including first permanent settlers John Smith and Jeremiah Cox, who called the area “The Land of Promise” for its freedom from slavery. By 1809, nearly 300 Quaker Friends had settled in the area, forming the Whitewater Monthly Meeting of Friends, the oldest Quaker congregation in Indiana. Quakers also founded the towns of Economy, Dublin, Milton, and Fountain City. Richmond became the county seat in 1873.

Notes: Wayne County holds genuinely profound Underground Railroad significance: the Levi and Catharine Coffin House in Fountain City, sometimes called the “Grand Central Station of the Underground Railroad,” is documented to have sheltered more than 2,000 escaped slaves on their journey to freedom via hidden passages; one such traveler, known as “Eliza,” inspired a character in “Uncle Tom’s Cabin.” Quakers also founded Earlham College in 1847 and one of the nation’s first public libraries in 1864. Solomon Meredith, a Quaker who became a Union Army general in the Civil War, was a notable local figure. Late 19th-century Richmond, a city of about 20,000, was remarkably home to no fewer than 47 millionaires. Two Egyptian mummies are on permanent display in Indiana, both in Richmond – one at the Wayne County Historical Museum (housed in a former 1864 Hicksite Friends Meeting House) and one at the Joseph Moore Museum of Natural History.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Wayne County Circuit Court 301 East Main Street, Richmond, IN 47374 (765) 973-9224 / (765) 973-9266
Wayne County is on the Ohio border in east-central Indiana. Its seat, Richmond, has deep Quaker roots and is historically significant to early jazz recording (Gennett Records).
Step 1: figure out which path applies
Indiana has NOT adopted the Uniform Probate Code – probate is governed by Indiana Code Title 29. Indiana offers several tracks depending on estate size and complexity:
Small Estate Affidavit – for estates where the gross probate estate (less liens, encumbrances, and funeral expenses) is $100,000 or less. Available 45 days after death. The affidavit must be signed and recorded with the county recorder’s office before a personal representative is appointed. No court filing is required.
Devolution of Real Estate Affidavit – a separate affidavit specifically for transferring real property, available 7 months after death, with no value limit on the real estate, recorded with the county recorder.
Unsupervised Administration – a simplified probate track available when the estate is solvent and all inheritors agree; fewer court appearances and filings than supervised administration.
Supervised Administration – full court oversight, used for contested, complex, or insolvent estates.
Step 2: filing for formal probate
File a Petition for Probate of Will and for Issuance of Letters (if there’s a will) or a Petition for Appointment of Personal Representative (if intestate) with the Wayne County Circuit Court.
The court reviews the will for compliance with Indiana Code § 29-1-5-3 (in writing, signed by the testator, witnessed by at least 2 credible witnesses).
The court issues Letters Testamentary (with a will) or Letters of Administration (intestate) appointing the personal representative.
Publish notice to creditors; creditors generally have a limited window (commonly 3 months from first publication) to file claims.
The personal representative marshals assets, pays valid debts and expenses, and distributes the estate.
File a closing statement or final accounting to formally close the estate.
What it costs
Indiana does not have a state estate or inheritance tax.
Filing fees vary by county – confirm current amounts with the Wayne County Circuit Court.
Indiana has no statutory fee schedule for attorneys or personal representatives – fees must be “reasonable” and are subject to court approval.
Typical timelines: Small Estate Affidavit – a minimum 45-day wait; Unsupervised Administration – roughly 6-9 months if uncontested; Supervised Administration – 9-12+ months.
