Jefferson County is Kentucky’s most populous county and the seat of Louisville – the state’s largest city and home of the Kentucky Derby, the Louisville Slugger, and one of the most concentrated bourbon distillery corridors in the world. In 2003, the City of Louisville and Jefferson County merged into Louisville Metro Government, a consolidated city-county that eliminated duplicative local governments while preserving distinct county offices. The Metro Mayor serves as head of the unified government, and the Louisville Metro Council (26 members) serves as the legislative body. County-specific offices that survived the merger include the Property Valuation Administrator (PVA), County Clerk, Sheriff (primary tax collector), County Attorney, and County Coroner.

Kentucky property assessment is administered by the Jefferson County Property Valuation Administrator (PVA) at 815 W. Market Street, Suite 400, Louisville (502-574-6380). The PVA assesses all real property at 100% of fair cash value as of January 1 each year using a computer-assisted mass appraisal (CAMA) system covering more than 250,000 parcels.
Tax bills are mailed November 1 and collected by the Jefferson County Sheriff’s Office (not a tax collector – Kentucky uses the Sheriff for this purpose, one of the few states to do so). The Sheriff collects approximately $1 billion annually for 13 different taxing jurisdictions. Pay by December 31 for on-time status; delinquent bills transfer to the Jefferson County Clerk after April 15 of the following year.

The primary appeal mechanism in Jefferson County is the PVA Online Conference system, required by Kentucky law (KRS 133.120). Jefferson County is Kentucky’s most populous county, home to Louisville. Probate filings are processed through the Office of the Jefferson Circuit Court Clerk, which also serves as clerk of the District Court.
Step 1: figure out which path applies
Kentucky has NOT adopted the Uniform Probate Code; probate is governed by KRS Chapter 395 (Administration of Estates), handled by the District Court in the county where the decedent resided (KRS 24A.120).
Dispensing with Administration – Kentucky’s simplified small-estate procedure, governed by KRS 395.450, 395.455, and 395.470. Available when the value of the personal estate, less liens and encumbrances, does not exceed $30,000, and the petitioner is a surviving spouse, adult child, or other qualifying heir/preferred creditor. The petitioner files a Petition to Dispense with Administration (Form AOC-830) with an affidavit listing assets, debts, and proposed distribution – no personal representative or full administration is required. Real estate is generally not covered by this procedure.
Regular (Full) Administration – for larger or more complex estates, the District Court appoints a personal representative (executor if named in a will, administrator if intestate), who gathers assets, pays debts, and distributes what remains under court oversight.
Step 2: filing for formal probate
File a Petition for Probate of Will and Appointment of Executor/Administrator (Form AOC-805) with the District Court in the county of residence.
If there’s a will, the court admits it to probate; it is then recorded with the county clerk (KRS 394.140).
The personal representative files an Inventory and Appraisement (Form AOC-841) of estate assets.
Notice to creditors is published; creditors generally have 6 months from appointment to file claims.
The personal representative pays valid debts, taxes, and expenses.
A Settlement of Estate (Form AOC-846) is filed, and the court closes the estate upon approval.
