Notes: The city of Holland (split between Ottawa and Allegan Counties, with downtown in Ottawa County) is genuinely nicknamed “The Tulip City,” founded in 1847 when Dutch Reformed minister Albertus C. Van Raalte led a group of Dutch immigrant settlers to the site on Lake Macatawa. The now-famous Tulip Time Festival began in 1929 after Holland High School biology teacher Lida Rogers proposed in 1927 that the city adopt tulips as an emblem of its Dutch heritage; the city imported its first 100,000 bulbs the following year. Today Tulip Time plants roughly five million tulips citywide and is one of the country’s most celebrated spring festivals, featuring Dutch costume parades, wooden shoes, windmill and Dutch Village attractions, and street-scrubbing traditions tied to Dutch cleanliness customs.

About Ottawa County
Ottawa County is West Michigan’s economic powerhouse – a county that combines extraordinary natural beauty along the Lake Michigan shoreline with one of the most productive manufacturing and corporate economies of any county of its size in the Midwest.
Holland (the county’s largest city, population ~34,000) is the most visibly Dutch city in America – settled in 1847 by a wave of Dutch Reformed immigrants led by Reverend Albertus Van Raalte, the city has maintained its Dutch heritage through architecture, the annual Tulip Time Festival (one of the largest tulip festivals in the world, drawing 500,000 visitors each May), Dutch-language place names, and a community culture shaped by the Dutch Reformed Church tradition (now represented primarily by the Christian Reformed Church and the Reformed Church in America). Hope College (Reformed Church-affiliated, enrollment ~3,000) anchors Holland’s identity as a faith-based liberal arts community.
West Michigan’s office furniture industry – one of the most significant concentrations of design and manufacturing talent in the United States – is centered in Ottawa and neighboring Kent counties. Herman Miller (now MillerKnoll following its 2021 merger with Knoll) was founded in Zeeland in 1905 and has produced some of the most iconic office furniture designs in history – the Eames Lounge Chair, the Aeron Chair, and the Noguchi Table among them. Haworth (private, headquartered in Holland) and dozens of other furniture and design companies make West Michigan the global center of the contract furniture industry.
Gentex Corporation – a publicly traded technology company headquartered in Zeeland – manufactures auto-dimming rearview mirrors and camera-based driver assistance systems for nearly every major automobile manufacturer in the world. Gentex is one of the most consistently profitable mid-cap manufacturers in America and is the largest private employer in Zeeland.
Grand Haven (the county seat, population ~11,000) on Lake Michigan is one of West Michigan’s premier resort communities – its waterfront boardwalk, musical fountain, and Coast Guard Festival (one of the largest Coast Guard celebrations in the nation) make it a summer destination for the Grand Rapids metro area.
Holland State Park and the Saugatuck Dunes State Park on the Lake Michigan shoreline, along with Tunnel Park and Kirk Park, protect some of the finest freshwater dune landscapes in the world – Ottawa County’s Lake Michigan shoreline is among the most geologically dramatic and recreationally celebrated coastlines in the Great Lakes region.
County government is a five-member Board of Commissioners with a County Administrator. Separately elected: Clerk, Drain Commissioner, Prosecutor, Register of Deeds, Sheriff, and Treasurer.

Michigan’s Proposal A (1994) governs Ottawa County property taxation. Each property has two values:
State Equalized Value (SEV): Set at 50% of market value by the local assessor.
Taxable Value (TV): Capped at annual increases of 5% or the rate of inflation (CPI), whichever is less. TV resets to SEV when the property is sold or transferred.
The Ottawa County Equalization Department (12220 Fillmore Street, West Olive, 616-738-4826) oversees equalization. Individual assessment is conducted at the municipal level – each township and city in Ottawa County has its own assessor.
Principal Residence Exemption (PRE): Filing a PRE affidavit with your local assessor removes 18 mills of school operating taxes from your taxable value – a significant annual savings for owner-occupied primary residences. Verify your PRE is applied. If you rent your property, move, or change its use, the PRE must be rescinded.
Board of Review appeals:
– March session: the primary appeal window for residential owners – appeal your SEV or TV in writing or in person before the end of the March session
– July session: corrections of clerical errors only
If unsatisfied with the Board of Review, appeal to the Michigan Tax Tribunal within 35 days.
No Michigan estate tax (repealed 1993). No Michigan inheritance tax. Federal estate tax applies above approximately $13.9 million (2025).
OWNWELL CTA: Ottawa County’s March Board of Review is the primary appeal window. Verify your PRE (Principal Residence Exemption) is applied – missing it costs 18 mills annually. TV resets to SEV at sale. No MI estate or inheritance tax. Ownwell manages the Board of Review appeal with no upfront cost.

Courts & Legal
Courts & Legal
The Ottawa County Circuit Court at 414 Washington Avenue, Grand Haven (616-846-8315) handles all civil, criminal, and family matters. The Ottawa County Probate Court at 414 Washington Avenue (616-846-8230) handles all estate administration, guardianships, and trusts. Michigan probate: the Probate Court handles all estate administration over $25,000. Michigan allows simplified small estate procedures for qualifying estates. Michigan recognizes Lady Bird Deeds (enhanced life estate deeds). Michigan is not a community property state.
MillerKnoll and Gentex estate planning: Ottawa County’s significant population of MillerKnoll/Herman Miller and Gentex employees and executives holds substantial equity compensation – Gentex (NASDAQ: GNTX) equity vesting, MillerKnoll (NASDAQ: MLKN) RSU programs, and private company equity for Haworth-adjacent employees. Federal estate tax planning is relevant for senior executives with concentrated stock positions.
Dutch Reformed community estate planning: Ottawa County’s strong faith community – Christian Reformed Church and Reformed Church in America congregations – is a major recipient of planned gifts, charitable bequests, and endowment contributions. Calvin University, Hope College, and numerous Christian Reformed educational and mission organizations receive significant testamentary gifts from Ottawa County families.
Lake Michigan shoreline property succession: Ottawa County’s Lake Michigan waterfront properties – in Grand Haven, Holland, Spring Lake, and the unincorporated shoreline communities – have appreciated dramatically and often carry significant Proposal A taxable value lag. Succession planning for shoreline properties must address the TV reset at transfer, potential Michigan Tax Tribunal implications, and the desire to keep family cottages intact across generations (Lady Bird Deeds and LLC structures are common tools).
Senior Services: The Ottawa County Community Mental Health / Area Agency on Aging (616-396-5266) at 12251 James Street, Holland coordinates senior centers, home-delivered meals, transportation, MMAP Medicare counseling (Michigan’s SHIP), caregiver support, Adult Protective Services, and connections to Michigan Medicaid long-term care programs.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Ottawa County Probate Court 12120 Fillmore Street, West Olive, MI 49460 (616) 786-4110
Ottawa County is in western Michigan on Lake Michigan, seated in Grand Haven, with the probate court located in West Olive. Probate records for the county date back to 1857 (unofficial) and 1867 (official).
Step 1: figure out which path applies
Michigan probate is governed by the Estates and Protected Individuals Code (EPIC), MCL 700.1101 et seq.
Transfer by Affidavit (Small Estate Affidavit) – under MCL 700.3982/700.3983, available when the estate’s gross value (after funeral and burial expenses) doesn’t exceed a threshold that’s adjusted annually for inflation (roughly $50,000-$53,000 in recent years). No real estate can be involved. At least 28 days must pass after death before this affidavit can be used. The affidavit isn’t filed with the court; it’s presented directly to whoever holds the asset (a bank, for instance), along with a death certificate.
Petition and Order for Assignment (PC 556) – a small estate process for estates at or below the same statutory threshold, but this one CAN include real property. An heir or the person who paid the funeral bill files this petition with the probate court; the judge reviews and signs the order, and there’s a filing fee plus a statutory inventory fee (required under MCL 600.871) based on estate value.
Informal Probate – the standard track for most estates above the small-estate threshold. Filed using Application for Informal Probate and/or Appointment of Personal Representative (PC 558); the court issues Letters of Authority (PC 573) to the personal representative without a hearing when the application is straightforward.
Formal/Supervised Administration – required when the will is contested, there’s a dispute over who should serve as personal representative, or the estate needs ongoing court supervision.
Step 2: filing for probate
Gather the death certificate, the will (if any), and an inventory of the decedent’s assets to determine which path fits.
File the appropriate petition or application with the Probate Court in the county where the decedent lived – Ottawa County allows live-streaming of hearings and provides an online inventory fee calculator.
For informal probate, the court reviews the application and issues Letters of Authority appointing the personal representative, typically without a hearing.
The personal representative gathers and inventories assets, notifies and pays valid creditors, and – no earlier than 12 months after appointment – files a Sworn Closing Statement (PC 584) for informal probate, or a Petition for Complete Settlement (PC 585) followed by a court Order of Complete Settlement (PC 586) for formal administration.
What it costs
Michigan probate generally runs 7 to 18 months and costs roughly 3% to 7% of the estate’s value in typical cases.
Filing fees vary by petition type; a statutory inventory fee, set by MCL 600.871(1), is calculated based on the estate’s total value and applies to most probate filings as an expense of administration.
Michigan does not require an attorney for probate, though many people use one for anything beyond a very simple estate.
