Office: Ramsey County Sheriff’s Office, based at the Law Enforcement Center just northeast of downtown Saint Paul, provides countywide public safety services and operates the Ramsey County Adult Detention Center (a 500-bed jail facility).

Services: Assists veterans, dependents, and survivors with federal, state, and local benefits, serving an estimated 23,000 veterans countywide.
Notes: Additional walk-in hours are available at the Service Center – Maplewood, Tuesdays 1–4:30 p.m. and Thursdays 10 a.m.–4:30 p.m. Local benefits include the Disabled Veterans Property Tax Exemption, Minnesotans’ Military Appreciation Fund, and Beyond the Yellow Ribbon.

LIBRARIES
System: Ramsey County has two separate library systems, both with real local heritage. Ramsey County Library (RCL) operates seven branches throughout SUBURBAN Ramsey County (outside Saint Paul) – (651) 724-6005 | rclreads.org. Saint Paul Public Library (SPPL) serves the CITY of Saint Paul with a Central Library plus twelve branch locations and a bookmobile.
Notes: RCL began in the 1920s as an extension of Saint Paul Public Library providing books to county schools, was officially established as its own county system in 1951, and today holds 600,000+ items with 1.6 million annual visits. It is a member of the Metropolitan Library Service Agency (a consortium of 8 Twin Cities library systems). The Roseville branch is a certified “green library.” SPPL’s Central Library, at 90 West 4th Street, Saint Paul, MN, was built 1914–1917 in Renaissance Revival style by architect Electus Litchfield and is listed on the National Register of Historic Places (added September 11, 1975). Three Carnegie library branches – Arlington Hills, Riverview, and Saint Anthony Park – opened the same year (1917) and remain in operation today.

Key Assets: Ramsey County maintains more than 6,500 acres of parks and recreational facilities: 15 parks (8 county parks plus 6 regional parks, per the county’s own count), 6 regional trails, four to six golf courses (sources vary between “four” and “six” facilities), and 11 ice arenas with 13 ice sheets and one sports dome.

Facility: Ramsey County Sheriff’s Office Animal Control provides domestic-animal services (strays, violations) for several communities in the county.
Notes: Animal Control does NOT remove wildlife (including bats) from private property; residents are directed to licensed pest control companies for wildlife issues. Pet licensing is handled by individual city governments, not the county – contact your city directly.

Facility: Ramsey County’s Environmental Center – part of the county’s “Enhancing Environmental Health Services” initiative and funded by the County Environmental Charge – offers FREE drop-off for household hazardous waste, scrap metal, electronics, small appliances, household recycling, and food scraps to residents of SEVEN counties: Ramsey, Anoka, Carver, Dakota, Hennepin, Scott, and Washington.
Hours: Tuesday–Friday 11 a.m.–6 p.m., Saturday 9 a.m.–4 p.m.; closed Sunday–Monday and county holidays/Christmas Eve.
Notes: The county also maintains a Collection Sites interactive map for yard waste, hazardous waste, food scraps, unwanted medicines, electronics, and scrap metal drop-off locations countywide. Contact Environmental Health directly via the county website for licensing, recycling, and waste-disposal inquiries (non-emergency).

About Ramsey County
Ramsey County is Minnesota’s smallest county by area and its second most populous, covering just 156 square miles entirely within the Twin Cities east metro. It is anchored by Saint Paul, Minnesota’s capital city, and includes 18 additional municipalities in the eastern metro.
Saint Paul (population ~311,000) is Minnesota’s capital and the cultural, governmental, and historical anchor of the Twin Cities east side. Founded as a fur trading post and river landing, Saint Paul developed in the 19th century as a railroad hub and the administrative center of Minnesota Territory. The city’s State Capitol (1905, designed by Cass Gilbert – the same architect who designed the US Supreme Court Building) anchors the Capitol Complex neighborhood and remains one of the most architecturally distinguished state capitols in the country.
Summit Avenue is one of the best-preserved Victorian residential streets in the United States – a four-mile boulevard of mansions and historic homes running from the Cathedral of Saint Paul to the Mississippi River. F. Scott Fitzgerald was born in Saint Paul and lived on Summit Avenue while writing his early work.
Grand Avenue – running parallel to Summit – is Saint Paul’s premier retail and restaurant corridor, a 25-block stretch of independent shops, restaurants, and cafes that has maintained its local character despite regional retail pressures.
Cathedral Hill (named for the Cathedral of Saint Paul, completed 1915) and Mac-Groveland are established West Side neighborhoods with Victorian architecture and strong walkability.
Lowertown is Saint Paul’s downtown arts district – an adaptive reuse of historic warehouse buildings into artist studios, loft apartments, breweries, and restaurants. CHS Field, home of the St. Paul Saints (Triple-A affiliate of the Minnesota Twins), anchors the neighborhood.
Maplewood and Roseville are Ramsey County’s largest suburban municipalities, serving as commercial and residential anchors for the east metro.
Saint Paul’s demographics reflect significant diversity – large Hmong, Somali, Latino, and East African communities have shaped the city’s east side and neighborhoods like Frogtown and the West Side (which is actually south of downtown, on the south bank of the Mississippi River’s dramatic bend).
