Mississippi County
Warren County, Mississippi
Vicksburg - the Gibraltar of the Confederacy and Grant's greatest victory - from the Vicksburg National Military Park (the 47-day siege of Vicksburg from May to July 4, 1863 - the campaign that gave Ulysses Grant control of the Mississippi River and split the Confederacy - is preserved in one of the finest Civil War battlefield parks in America, with 1,340 monuments, markers, and tablets documenting one of the war's most consequential campaigns) to Vicksburg's Mississippi River heritage (the city perched on the bluffs above the Mississippi where the Yazoo River joins remains one of the South's most historically layered river communities, its antebellum architecture and river commerce heritage defining a city that still bears the marks of 1863).

Roads & Utilities
ROADS & TRANSPORTATION
Roads: US-61, I-20, and MS-27 serve Vicksburg, the county seat, on the east bank of the Mississippi River, roughly 230 miles north of New Orleans.
Notes: Warren County and Vicksburg are genuinely, deeply significant in Civil War history. The Siege of Vicksburg (May-July 1863), part of the Union’s broader campaign to control the Mississippi River, was a decisive Union victory; the city’s fall, alongside Gettysburg, marked a major turning point in the war. Confederate President Jefferson Davis called Vicksburg “the nailhead that holds the South’s two halves together.” Vicksburg National Military Park, established 1899, preserves roughly 1,800 acres of the battlefield. The USS Cairo, a Union ironclad sunk in the Yazoo River by a Confederate mine in 1862 – the first vessel in history sunk by an electrically detonated mine – was rediscovered in 1964 and is now displayed at the park. Separately, during Reconstruction, Peter Crosby, the first African American elected sheriff of Warren County (1873), was forcibly removed from office by an armed white militia mob in December 1874, an event known as the Vicksburg massacre, noted here factually.
Business & Permits
BUILDING & PERMITS
Office: Warren County Courthouse (Old Court House Museum) – Vicksburg, MS 39180; constructed 1858, one of the few buildings to survive the Union bombardment during the siege.
Notes: Vicksburg is genuinely the birthplace of Coca-Cola bottling – in 1894, Joseph Biedenharn first bottled Coca-Cola at his candy company, having previously sold the drink only as a soda-fountain beverage; the site is preserved as the Biedenharn Coca-Cola Museum. Vicksburg also houses a major U.S. Army Corps of Engineers research facility, the Engineer Research and Development Center (ERDC), reportedly giving the city more engineering PhDs per capita than any other U.S. city, with over 1,800 Mississippians employed there. Vicksburg served as a primary refugee gathering point during the catastrophic Great Flood of 1927.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Warren County Chancery Court P.O. Box 351, Vicksburg, MS 39181 (601) 636-4415 Warren County was founded 1809, on the Mississippi River, seated in Vicksburg.
Step 1: figure out which path applies
Mississippi has not adopted the Uniform Probate Code and instead follows its own statutory framework under Miss. Code Ann. Title 91, Chapter 7. Mississippi’s small-estate threshold, at $75,000, is one of the lowest in the country, so most estates end up needing at least some court involvement.
Small Estate Affidavit (Miss. Code Ann. § 91-7-322) – personal property only, up to $75,000 (excluding liens and encumbrances). A 30-day waiting period after death applies. The affidavit is presented directly to whoever holds the property (a bank, for instance); that party is not required to investigate the truth of the affidavit and is protected from liability once it complies.
Muniment of Title (Miss. Code Ann. § 91-5-35) – a limited proceeding to transfer real property named in a will, without full administration, when the estate’s non-real-estate assets are $75,000 or less and all debts (including taxes) have been paid. A petition is still filed with the Chancery Court to declare the will valid; the will and court order are then recorded in the land records.
Formal Administration – required for most estates with real property beyond the muniment-of-title threshold or significant liquid assets. The Chancery Judge reviews the petition, the will (if any), and supporting documents before issuing Letters Testamentary or Letters of Administration appointing the personal representative.
Step 2: filing for probate
File a petition with the Chancery Court in the county where the decedent was domiciled.
The personal representative inventories assets and notifies creditors; Mississippi’s creditor claim period runs 90 days (Miss. Code Ann. § 91-7-145).
Claims and disputes are adjudicated by the Chancery Court if contested.
Once debts are settled and the creditor period closes, the estate can be distributed and closed.
What it costs
Costs are the Chancery Clerk’s per-county filing fee (built on the statewide base under Miss. Code § 25-7-9), plus recording fees and publication costs.
Mississippi has no state estate tax or inheritance tax. Only the federal estate tax could separately apply, and only to very large estates.
