Missouri County
Randolph County, Missouri
Moberly's Little Dixie heritage and the Chicago and Alton Railroad - from Moberly's historic significance as a major Chicago and Alton Railroad division point (the railroad's presence transformed Moberly from a small settlement into one of north-central Missouri's most significant cities, with roundhouses, repair shops, and division headquarters employing thousands) to Randolph County's position in Missouri's "Little Dixie" region (the corridor of north-central Missouri counties settled by Southern migrants who brought slave-holding culture, horse breeding traditions, and a distinctive Southern cultural identity to the Missouri prairie) and Moberly Area Community College's regional education role.

Roads & Utilities
ROADS & TRANSPORTATION
Roads: US-63 serves Moberly, the county’s largest city; Huntsville, the county seat, sits along MO-3.
Notes: Randolph County, organized January 22, 1829, is named for U.S. Representative and Senator John Randolph of Roanoke, Virginia. Roughly 24,500-24,700 residents across 488 square miles. A long-running local rivalry exists between Huntsville (the administrative/judicial/cultural seat) and Moberly (the county’s industrial and business hub) – after the original Randolph County courthouse in Austin burned in 1882, a vote on relocating the county seat to Moberly narrowly failed, and Huntsville has remained the seat ever since.

Notes: Moberly, nicknamed the “Magic City” for its rapid 19th-century growth, was platted in 1866 by the North Missouri Railroad (later the Wabash) and grew into a major railroad division point after 1867, home to one of the earliest railroad repair shop complexes west of the Mississippi River (opened 1872). General Omar Bradley, the five-star U.S. Army general, is a native of Randolph County and is honored at the Randolph County Museum. IMPORTANT: Randolph County is home to the Moberly Correctional Center, a Missouri Department of Corrections facility (opened 1963, capacity 1,800) at 5201 South Morley Street – directly relevant for InmateAid content; the facility notably partners with the Moberly Animal Shelter’s HOUNDS Program (Puppies for Parole), in which shelter dogs receive 8 weeks of obedience training from inmates before adoption.

About Randolph County
Randolph County is north-central Missouri’s Little Dixie railroad county – a community whose Southern cultural heritage and railroad history shaped a distinctive Missouri identity.
Moberly (population ~13,000) grew as a Chicago and Alton Railroad division point – the railroad’s facilities made Moberly one of north-central Missouri’s most economically active cities in the late 19th and early 20th centuries. Moberly Area Community College provides regional higher education.
Huntsville (the county seat, population ~1,700) is a small agricultural courthouse community on the rolling prairie characteristic of north-central Missouri’s Little Dixie region.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Randolph County Circuit Court, Probate Division 372 Highway JJ, Suite 1A, Huntsville, MO 65259 (844) 277-6555
Randolph County is in north-central Missouri, seated in Huntsville (though Moberly is the county’s largest city).
Step 1: figure out which path applies
Missouri probate is governed by Title XXXI of the Missouri Revised Statutes (Chapters 470-475), the Probate Code.
Small Estate Affidavit (RSMo § 473.097) – available when the entire estate, less liens and encumbrances, does not exceed $40,000. A 30-day waiting period after death applies, and only if no application for letters is pending. If the property listed is worth more than $15,000, the clerk must publish a notice to creditors in a newspaper of general circulation in the county. A bond may be required. Once the court issues a certified small estate certificate, the affiant presents it directly to whoever holds the property to collect and distribute assets – avoiding full probate. Typical timeline: about two months to close, versus six months to a year or more for full probate.
Formal Administration – required for larger or more complex estates. A petition for Letters Testamentary (with a will) or Letters of Administration (without one) is filed with the probate division. After review, the court appoints the personal representative and issues the letters. Missouri offers both supervised and independent administration. Missouri requires an attorney to represent the personal representative in both types of administration.
Step 2: filing for formal probate
File a petition with the Probate Division of the Circuit Court in the county where the decedent was domiciled.
The court appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes a notice to creditors in a newspaper of general circulation in the county, and gives direct notice to known creditors. Creditors have 6 months from the date of first publication to file claims.
Within 30 days of appointment (unless the court extends the deadline), the personal representative files an inventory and appraisement of all estate assets.
After debts are paid and the creditor claim period expires, the personal representative distributes the remaining assets and files a final settlement with the court to close the estate.
What it costs
Missouri sets statutory minimum fees for attorneys and personal representatives based on a percentage of the estate’s value, though additional fees may be allowed for extraordinary services.
Missouri has no state estate tax and no state inheritance tax. Only the federal estate tax could apply, and only to very large estates.
