About St. Charles County
St. Charles County is the fastest-growing large county in Missouri and one of the fastest-growing in the Midwest – a suburban powerhouse that has absorbed enormous migration from St. Louis City and St. Louis County for four decades. The county sits immediately west of St. Louis County, separated by the Missouri River and connected by I-70, I-64, and a network of bridges that funnel tens of thousands of daily commuters.
O’Fallon (population ~95,000) is the county’s largest city and consistently ranks among Missouri’s most livable communities – its rapid growth from a small town in the 1980s to the state’s fourth-largest city reflects the broader St. Charles migration story. St. Peters and Wentzville have similarly transformed from small communities to substantial suburban cities. Lake Saint Louis is a planned lake community with one of the more distinctive residential environments in the region.
St. Charles (the county seat, population ~72,000) is the oldest American settlement west of the Mississippi River – founded as Les Petites Côtes (The Little Hills) by French Canadian fur traders in 1769 – and served as Missouri’s first state capital from 1821 to 1826. The Historic Main Street district in St. Charles preserves the 19th-century commercial architecture of that early capital city and is a significant heritage tourism destination.
Lewis and Clark launched their Corps of Discovery Expedition from Camp Dubois (across the river in Illinois) and stopped at St. Charles in May 1804 before heading west up the Missouri – the Lewis and Clark Boathouse and Nature Center in St. Charles commemorates this history.
St. Charles County’s economy is anchored by the technology, financial services, and healthcare sectors – World Wide Technology (one of the largest private companies in Missouri), Mastercard’s technology operations, and numerous defense and aerospace contractors have facilities in the county.
County government is a three-member County Commission (one presiding, two associate commissioners) with separately elected offices for the Assessor, Clerk, Collector, Coroner, Prosecuting Attorney, Recorder of Deeds, Sheriff, and Treasurer.

Missouri’s fractional assessment system applies throughout St. Charles County:
– Residential property: assessed at 19% of true market value
– Commercial property: assessed at 32% of true value
– Agricultural land: assessed at 12% of productive value
The St. Charles County Assessor (201 N. Second Street, Suite 134, St. Charles, 636-949-7425) determines all real and personal property values. Missouri reassesses in odd-numbered years – 2025 is a reassessment year.
Personal property tax: Missouri taxes personal property annually – motor vehicles, boats, recreational vehicles, trailers, and business equipment. File a personal property declaration with the Assessor by March 1 each year. St. Charles County residents who move to the county from another state or another Missouri county must file a declaration in their first year.
The appeal process:
Appeal real property assessments to the St. Charles County Board of Equalization (636-949-7560) – typically by July 1 of the reassessment year (verify current year deadline). File in writing with your estimated market value and supporting evidence. The Board holds informal and formal hearings. Further appeal goes to the State Tax Commission of Missouri within 30 days of the Board’s decision, then to Missouri Circuit Court.
Senior Circuit Breaker: Missouri’s Property Tax Credit provides up to $1,100 for homeowners age 65+ with income below $30,000 (single) / $34,000 (married). Apply on Missouri Form MO-PTC.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
St. Charles County Circuit Court, Probate Division 300 North Second Street, Room 517, St. Charles, MO 63301 (636) 949-3080
St. Charles County is in eastern Missouri, part of the greater St. Louis metro area, seated in St. Charles. It is Missouri’s third-largest and fastest-growing county, and forms its own single-county 11th Judicial Circuit.
Step 1: figure out which path applies
Missouri probate is governed by Title XXXI of the Missouri Revised Statutes (Chapters 470-475), the Probate Code.
Small Estate Affidavit (RSMo § 473.097) – available when the entire estate, less liens and encumbrances, does not exceed $40,000. A 30-day waiting period after death applies, and only if no application for letters is pending. If the property listed is worth more than $15,000, the clerk must publish a notice to creditors in a newspaper of general circulation in the county. A bond may be required. Once the court issues a certified small estate certificate, the affiant presents it directly to whoever holds the property to collect and distribute assets – avoiding full probate. Typical timeline: about two months to close, versus six months to a year or more for full probate.
Formal Administration – required for larger or more complex estates. A petition for Letters Testamentary (with a will) or Letters of Administration (without one) is filed with the probate division. After review, the court appoints the personal representative and issues the letters. Missouri offers both supervised and independent administration. Missouri requires an attorney to represent the personal representative in both types of administration. Most Missouri estates take 12 to 18 months to move through formal administration, with the 6-month creditor claim window being the largest fixed piece of that timeline.
Step 2: filing for formal probate
File a petition with the Probate Division of the Circuit Court in the county where the decedent was domiciled.
The court appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes a notice to creditors in a newspaper of general circulation in the county, and gives direct notice to known creditors. Creditors have 6 months from the date of first publication to file claims.
Within 30 days of appointment (unless the court extends the deadline), the personal representative files an inventory and appraisement of all estate assets.
After debts are paid and the creditor claim period expires, the personal representative distributes the remaining assets and files a final settlement with the court to close the estate.
What it costs
Missouri sets statutory minimum fees for attorneys and personal representatives based on a percentage of the estate’s value, though additional fees may be allowed for extraordinary services.
Missouri has no state estate tax and no state inheritance tax. Only the federal estate tax could apply, and only to very large estates.
