Missouri County
Vernon County, Missouri
Lamar's Harry S Truman birthplace and the Bushwhacker capital - from Lamar's distinction as the birthplace of Harry S Truman (the 33rd President of the United States was born in a small frame house in Lamar on May 8, 1884 - the Harry S Truman Birthplace State Historic Site preserves the modest house where America's Cold War president began his life) to Nevada's "Bushwhacker" Civil War heritage (Nevada was burned three times during the Civil War by both Union and Confederate forces in the guerrilla warfare that devastated western Missouri, earning it the nickname "the Bushwhacker Capital") and a southwestern Missouri county with extraordinary presidential and Civil War significance.

Notes: Nevada, Missouri is genuinely nicknamed the “Bushwhacker Capital” for its Civil War-era guerrilla warfare history along the volatile Missouri-Kansas border. Federal militia burned the town to the ground in 1863, sparing only the Vernon County Jail (built 1871, sandstone, NRHP-listed 1977) – famously described as a “dungeon of medieval malevolence” – and one other public building. The jail served continuously from 1860 to 1960 and, along with the Bushwhacker Museum (housed since 1997-98 in the lower level of the renovated 1920s Moss Building/Ford agency, now also home to the Nevada Public Library), preserves over 150 years of Vernon County history through the Vernon County Historical Society (founded 1938). Exhibits cover Osage Native American history, the Civil War border conflict, railroads, the former state hospital, the Weltmer Institute of Magnetic Healing, and WWII-era POWs held at nearby Camp Clark.

About Vernon County
Vernon County is southwestern Missouri’s presidential birthplace and Civil War guerrilla warfare county – a community whose Truman birthplace and brutal wartime history give it an outsized historical footprint.
Lamar (population ~4,500) is where Harry S Truman was born on May 8, 1884. The Harry S Truman Birthplace State Historic Site preserves the modest 1884 frame house where the future president entered the world, providing a counterpoint to the grandeur of the Truman Library in Independence.
Nevada (the county seat, population ~8,000) earned the “Bushwhacker Capital” nickname from the vicious guerrilla warfare that repeatedly destroyed the town during the Civil War. The Bushwhacker Museum documents this brutal chapter of western Missouri history.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Vernon County Circuit Court, Probate Division 100 W. Cherry Street, Suite 15, Nevada, MO 64772 (417) 448-2525
Vernon County was founded February 27, 1855, named for Colonel Miles Vernon, state senator and War of 1812 veteran, in western Missouri on the Kansas border, seated in Nevada. The 1906-08 Vernon County Courthouse, Romanesque Revival in style, is listed on the National Register of Historic Places.
Step 1: figure out which path applies
Missouri probate is governed by Title XXXI of the Missouri Revised Statutes (Chapters 470-475), the Probate Code.
Small Estate Affidavit (RSMo § 473.097) – available when the entire estate, less liens and encumbrances, does not exceed $40,000. A 30-day waiting period after death applies, and only if no application for letters is pending. If the property listed is worth more than $15,000, the clerk must publish a notice to creditors in a newspaper of general circulation in the county. A bond may be required. Once the court issues a certified small estate certificate, the affiant presents it directly to whoever holds the property to collect and distribute assets – avoiding full probate. Typical timeline: about two months to close, versus six months to a year or more for full probate.
Formal Administration – required for larger or more complex estates. A petition for Letters Testamentary (with a will) or Letters of Administration (without one) is filed with the probate division. After review, the court appoints the personal representative and issues the letters. Missouri offers both supervised and independent administration. Missouri requires an attorney to represent the personal representative in both types of administration.
Step 2: filing for formal probate
File a petition with the Probate Division of the Circuit Court in the county where the decedent was domiciled.
The court appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes a notice to creditors in a newspaper of general circulation in the county, and gives direct notice to known creditors. Creditors have 6 months from the date of first publication to file claims.
Within 30 days of appointment (unless the court extends the deadline), the personal representative files an inventory and appraisement of all estate assets.
After debts are paid and the creditor claim period expires, the personal representative distributes the remaining assets and files a final settlement with the court to close the estate.
What it costs
Missouri sets statutory minimum fees for attorneys and personal representatives based on a percentage of the estate’s value, though additional fees may be allowed for extraordinary services.
Missouri has no state estate tax and no state inheritance tax. Only the federal estate tax could apply, and only to very large estates.
