New York County
Chenango County, New York
Norwich and Chenango River valley dairy heritage - from Norwich's unexpected corporate distinction as headquarters of NBT Bancorp (the regional bank headquartered in Norwich serves communities across New York, Pennsylvania, and Vermont from this small upstate city, reflecting the economic anchoring role that financial institutions have played in rural upstate New York communities) to Chenango County's pastoral Chenango River valley dairy farming landscape (the county's rolling hills and river valleys support dairy farms that have defined central New York's agricultural character for generations, with the Chenango River and its tributaries draining a scenic landscape of small farms, woodlots, and rural communities between Binghamton and Oneida).

Key Assets: Norwich, Chenango County’s seat, is genuinely the birthplace of one of the most recognizable over-the-counter medicines in American history – Pepto-Bismol was developed in 1901 by the Norwich Pharmacal Company, founded in Norwich in 1885 by Reverend Lafayette Moore; the product was originally formulated as “Mixture Cholera Infantum” to treat severe infant diarrhea before being renamed Pepto-Bismol in 1919 to broaden its appeal to adults; the same company also introduced Unguentine, the first widely used antiseptic surgical dressing, in 1893, and Norwich Aspirin in 1907; the company’s original Gelatin Pill Coater, used by founder Lafayette Moore, is preserved today at the Smithsonian Institution in Washington, D.C.; Norwich was also once home to the Maydole Hammer Factory, which became the largest hammer manufacturer in the United States after inventor David Maydole patented a secure “adze eye” head-attachment design in 1845, and to the Norwich Knitting Mill, genuinely the first company in the world to produce licensed Mickey Mouse undergarments, copyrighted in 1933; in more recent times, Norwich has become the corporate headquarters of Chobani, the strained-yogurt company
Notes: Norwich’s genuine status as the birthplace of Pepto-Bismol – still one of the most recognizable over-the-counter medicines in America – makes Chenango County one of the more surprising and memorable pharmaceutical-heritage counties found anywhere in this project.

About Chenango County
Chenango County is south-central New York’s Chenango River valley dairy and rural heritage county – the pastoral river valley landscape of dairy farms and small communities defines a county whose quiet agricultural character and proximity to the Southern Tier’s larger cities anchor a traditional upstate New York rural community between Binghamton and Oneida.
Norwich (the county seat, population ~7,000) is Chenango County’s governmental and commercial hub, an upstate New York river city whose NBT Bank headquarters and traditional county seat character anchor the Chenango valley economy.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Chenango County Surrogate’s Court 13 Eaton Avenue, Norwich, NY 13815 (607) 337-1822
Chenango County was founded March 15, 1798, in south-central New York, seated in Norwich. The Chenango County Courthouse District, including the 1837 courthouse, is listed on the National Register of Historic Places.
Step 1: figure out which path applies
New York probate and estate administration is governed by the Surrogate’s Court Procedure Act (SCPA) and handled by the Surrogate’s Court in the county where the decedent was domiciled. New York has 62 counties, each with its own Surrogate’s Court.
Voluntary Administration / Small Estate Affidavit (SCPA Article 13) – available when the decedent’s PERSONAL property (not real property) has a gross value of $50,000 or less, excluding certain property automatically set aside for a surviving spouse or children under 21 (EPTL 5-3.1). Owning real property does NOT disqualify an estate from this process – only the personal property counts toward the $50,000 cap. The filing fee is just $1.00.
Probate – required when there’s a valid will and the estate exceeds the small-estate threshold or involves real property.
Administration – required when the decedent died intestate (no will); the Surrogate’s Court appoints an administrator following the statutory priority order under SCPA 1001.
Step 2: filing for probate or administration
File the will (if any) with the Surrogate’s Court in the county where the decedent was domiciled, along with a probate or administration petition.
The court issues Letters Testamentary (with a will) or Letters of Administration (without a will) to the appointed fiduciary.
The fiduciary notifies creditors and beneficiaries and inventories the estate’s assets.
Debts, expenses, and any required New York State Estate Tax are paid.
The fiduciary distributes the remaining assets according to the will or New York’s intestacy law and files a final accounting to close the estate.
What it costs
Voluntary Administration filing fee: $1.00.
Full probate/administration filing fees vary and generally scale with estate value. Chenango County holds estate proceedings dating back to 1806; a Surrogate’s Court records search costs $30 for under 25 years, $90 for over 25 years.
UNIQUE TO NEW YORK: New York imposes its own separate state ESTATE TAX. For 2026, the New York basic exclusion amount is $7,350,000 – estates at or below that owe no state estate tax. New York has an unusual “cliff”: if the estate’s value exceeds the exclusion by more than 5% (over $7,717,500 in 2026), the ENTIRE estate becomes taxable from the first dollar. No portability between spouses. Rates range from about 3.06% to 16%.
New York has no separate state inheritance tax.
