Does New York County have its own county government?
No. Like all five NYC boroughs, New York County's traditional government was abolished in 1898 when the city consolidated. The Borough President (Mark Levine) and District Attorney (Alvin Bragg) are the only county-level elected officials. Property taxes, courts, public health, parks, and most government services are handled by NYC agencies serving all five boroughs.
How does property tax work for Manhattan co-op owners?
Co-op shareholders do not own their units directly — they own shares in a corporation that owns the building. The co-op corporation pays property taxes on the entire building. Individual shareholders receive a portion of the building's tax bill allocated by their share of ownership. To challenge the assessment, the co-op board must file a Tax Commission grievance on behalf of the entire building. Individual shareholders cannot file independently. Check with your building management or board to learn how your building handles assessment challenges.
What is the Manhattan property tax grievance deadline?
For Class 2 properties (co-ops, condos, rental buildings) and Class 4 commercial properties, the deadline is March 1. File at One Centre Street, Room 2400, Manhattan, or at the Department of Finance business center at 66 John Street. An unsuccessful grievance cannot increase your taxes. The New York County Surrogate's Court is at 31 Chambers Street in lower Manhattan. Call 646-386-5000. Bring the original will and certified death certificate. What makes co-op apartments different in estate planning?
Co-op shares are personal property, not real estate, so they pass through personal property distribution rather than real property transfer procedures. However, co-op boards retain approval rights over any transferee — meaning an heir who inherits co-op shares must still be approved by the board. A board can reject an heir even if the will is valid. This is one of Manhattan's most distinctive estate complications and requires an attorney familiar with both estate law and co-op procedures.
