Libraries
LIBRARIES
System: Richmond County Public Library – genuinely unusual origin, born from a partnership with Rappahannock Community College’s library, which opened to the public when the college opened in Warsaw in 1974; a Friends of the Library group soon formed, and around 1980 the county and Town of Warsaw began funding part-time staff; a formal 1993 Memorandum of Understanding legally merged the public library with the college library relationship, with the State of Virginia providing a one-time establishment grant
Notes: This is a genuinely distinctive library history – the public library grew directly out of a community college’s willingness to open its doors to the public, a collaborative model not common elsewhere in the state.
Parks & Recreation
PARKS & RECREATION
Key Assets: Richmond County, established in 1692 from Old Rappahannock County, was named for Charles Lennox, 1st Duke of Richmond (illegitimate son of King Charles II); the area was first explored by Captain John Smith in 1607-1608 and settled by 1640; the county’s original seat moved several times before landing at its current location, renamed Warsaw in 1831 in sympathy with the Polish struggle for independence – Warsaw was formally incorporated as the county’s only town in 1947; the Richmond County Museum, housed in the Old Jail (built 1872) on the Courthouse Green, covers county history from prehistoric times to the present, with permanent exhibits on the Rappahannock Indian Tribe (whose descendants still live along the river today and were officially designated one of Virginia’s historic tribes in 1983), Colonel Moore Fauntleroy (an early settler, founder of Old Rappahannock County), and Declaration of Independence signer Francis Lightfoot Lee; Judge Cyrus Griffin, born in Farnham within the county in 1749, served as the last president of the Continental Congress before the Constitution took effect; the county hosts 3 U.S. Wildlife Refuges offering birdwatching and trails, plus the Rappahannock River Valley National Wildlife Refuge; the 1748 Palladian-style Richmond County Courthouse, built by Carter, remains in active use

NOTES
Richmond County, on Virginia’s Northern Neck, should not be confused with the independent City of Richmond – the state capital – a distinction the county’s own website makes explicit for visitors who land there in error. The county’s public library has a genuinely unusual origin story, growing directly out of Rappahannock Community College opening its library to the public in 1974, later formalized through a 1993 legal partnership. Warsaw, the county’s only town and seat, was renamed in 1831 in solidarity with Poland’s independence struggle. All contact information above was sourced from official county and museum pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.

New York City property taxes are among the most complex in the United States. Properties are divided into four classes with different assessment ratios and tax rates. Class 1 properties (1–3 family residential homes – the most common type in Staten Island) are assessed at 6% of market value, with annual assessment increases capped at 6% per year and 20% over five years. This cap means longtime owners often pay taxes on assessments far below current market value.
The appeal process: File with the NYC Tax Commission – the deadline is March 1 for Class 1 properties. The Tax Commission conducts informal hearings and can reduce or maintain assessments. If still dissatisfied, file a formal petition with the NYC Tax Appeals Tribunal or New York State Supreme Court. The NYC Department of Finance mails annual Notice of Property Value in January.
NY/NYC estate tax: Both New York State and New York City impose estate taxes. The combined threshold is $7.16 million (2025, indexed). NY State estate tax rates reach 16% at the high end. Unlike the federal estate tax, NY has a “cliff” – if the estate exceeds 105% of the threshold, the entire estate (not just the amount above) is taxed. Careful planning for Staten Island homeowners with appreciated real estate and other assets is essential.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Richmond County Circuit Court 101 Court Circle, PO Box 1000, Warsaw, VA 22572 (804) 333-3781
Richmond County is in the Northern Neck region (distinct from the independent City of Richmond, Virginia’s capital), county seat Warsaw. Virginia has NO separate probate court – probate (“qualification”) is handled entirely by the Circuit Court Clerk’s Office.
Step 1: figure out which path applies
Virginia calls the probate process “qualification” rather than “appointment,” and it happens administratively at the Circuit Court Clerk’s Office, not before a judge, unless a dispute arises.
Small Estate Affidavit (Va. Code § 64.2-601, the “Virginia Small Estate Act”) – available when the decedent’s entire personal probate estate (excluding real estate) does not exceed $75,000, at least 60 days have passed since death, and no personal representative has been appointed or has a pending application in any jurisdiction. If a will exists, it must first be admitted to probate (recorded with the Clerk) even though no executor is appointed. As of July 1, 2026, the affidavit must be filed on the statewide form (CC-1685).
Single Small Asset Release (Va. Code § 64.2-602) – any person or institution holding a single asset of $35,000 or less may release it directly to a successor once 60 days have passed since death and no personal representative has qualified, without any affidavit required at all.
Real Estate Affidavit (Form CC-1612) – if the decedent owned only real estate, this can be recorded directly in land records without full probate. Real estate generally cannot be transferred through the small estate affidavit process.
Full Qualification / Administration – the standard path for larger or more complex estates. The personal representative appears before the Clerk, takes an oath, files the will and death certificate, and typically posts a surety bond. The estate is then supervised by a Commissioner of Accounts throughout administration.
Step 2: filing for administration
The person seeking to qualify as executor or administrator brings the original will (if any) and a certified death certificate to the Richmond County Circuit Court Clerk’s Office.
The Clerk reviews the will’s validity and admits it to probate.
The personal representative takes an oath and qualifies, posting a bond if required; the Clerk issues Letters Testamentary or Letters of Administration.
The Commissioner of Accounts oversees the estate going forward.
The personal representative notifies creditors, pays valid debts, and manages estate assets.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed once final accounting is approved.
What it costs
Virginia imposes a PROBATE TAX on most wills admitted to probate and grants of administration: $1 state tax + $0.33 local tax for every $1,000 of estate value. No tax is imposed on estates valued at $15,000 or less.
Filing fees for qualification vary by estate size; confirm current Richmond County fees directly.
Virginia does NOT impose a state estate tax or inheritance tax – repealed for deaths on or after July 1, 2007. Only the federal estate tax may apply, and only to very large estates.
