When is Westchester County Grievance Day?
For most Westchester towns and cities, Grievance Day is the third Tuesday in June (June 17, 2025 for the 2025 cycle). Notable exceptions: White Plains uses January (third Tuesday in January); Yonkers uses November; and several villages including Bronxville, Larchmont, New Rochelle, Sleepy Hollow, and others use the third Tuesday in February. Always confirm your specific municipality's deadline with your local assessor — missing the deadline forfeits your right to challenge that year's assessment.
Do I need to file a separate grievance for my village?
Possibly. Many Westchester residents live in incorporated villages that conduct their own assessments separate from the town. If your village assesses property independently, you must file a separate RP-524 with the village assessor by the village's deadline (often the third Tuesday in February) in addition to your town grievance. Contact your village clerk to determine if your village conducts its own assessment.
What is SCAR and how does it work in Westchester?
SCAR (Small Claims Assessment Review) is your option after the Board of Assessment Review issues its decision. If the BAR does not reduce your assessment enough, file a SCAR petition with the Westchester County Clerk (914-995-3080 or 914-995-3070 for SCAR) electronically within 30 days of the Final Assessment Roll filing on September 15 — typically by October 15. The $30 fee may be reimbursed by the municipality if successful.
Where is Westchester County Surrogate's Court?
The Westchester County Surrogate's Court is at 111 Dr. Martin Luther King Jr. Blvd, 19th Floor, White Plains, presided over by Surrogate Hon. Brandon R. Sall. Call 914-824-5656. A new Help Center for unrepresented litigants opened in July 2025 to assist with probate, small estates, and guardianship. For estates with only personal property under $50,000, New York's Voluntary Administration is available without full court proceedings.
How does the New York estate tax cliff affect Westchester residents?
New York's estate tax applies to estates above approximately $7.16 million. The cliff effect means estates between 100 and 105 percent of the exclusion — roughly $7.16M to $7.52M — pay estate tax on the entire estate, not just the amount over the threshold. In Westchester, where a single residence can be worth $2-5 million or more, accumulated estates can easily fall into this zone.
