Parks & Recreation
PARKS & RECREATION
Key Assets: Hyde County is genuinely home to LAKE MATTAMUSKEET, North Carolina’s largest natural lake, an ancient and ecologically remarkable body of water stretching some 18 miles long and up to 7 miles wide across roughly 40,000 shallow acres, with an average depth of only 2 to 3 feet; the lake’s Algonquian name, bestowed by the Mattamuskeet tribe who once inhabited its shores, is generally translated as meaning “near marsh or bog” (though some interpretations suggest “dry dust” or “shallow lake”); the lake’s true origin remains genuinely debated among historians and scientists – Native American oral tradition long held that the basin was carved out by an ancient peat fire that burned deep into the soil and later filled with rainwater, while other historical accounts describe the lake, along with several smaller nearby lakes, as having been scoured out by an ancient shower of meteors striking the Carolina coastal plain; modern scientists now generally favor the peat-fire theory, though the lake’s precise geological origins are still not conclusively settled; English colonists under Sir Walter Raleigh’s sponsorship first documented the lake in 1585, and in 1715, following the Tuscarora War, a reservation was formally established at the lake for the Core, Cotechny, and Mattamuskeet tribes; throughout the 19th and early 20th centuries, the shallow lake was repeatedly targeted for drainage in hopes of exposing its rich, fertile lakebed sediment for farmland – in 1837 the State Literary Board drained the lake to nearly half its original size via a seven-mile canal to Wysocking Bay, and between 1909 and 1916 the Southern Land Reclamation Company built an enormous pumping station featuring a 125-foot smokestack at the lake’s western end in a further attempt to reclaim the land; despite these repeated interventions, the shallow lake basin refilled naturally each time, and in 1934 the lake and its surrounding wetlands were formally protected as the Mattamuskeet National Wildlife Refuge, spanning more than 50,000 acres today and administered by the U.S. Fish and Wildlife Service; the refuge has become one of the most important stopover points on the Atlantic Flyway for migratory waterfowl, drawing tens of thousands of tundra swans, snow geese, and ducks each winter, along with resident bald eagles and other wildlife
Notes: Lake Mattamuskeet’s genuine, extensively documented status as North Carolina’s largest natural lake – with a still-debated origin story spanning both Native American oral tradition and modern geology – is one of the most distinctive natural landmarks found anywhere in this project.

Readers should contact Hyde County directly (via the general county line) to confirm current animal control procedures, as this is a genuine service gap worth flagging honestly rather than smoothing over.

NOTES
Hyde County is genuinely home to Lake Mattamuskeet, North Carolina’s largest natural lake, whose mysterious origins (peat fire vs. ancient meteor shower) remain debated to this day. It is also home to Ocracoke Island’s community library, once famously the smallest public library in the United States. No dedicated county animal shelter was confirmed during sourcing – please contact the county directly for current animal control information. All contact information above was sourced from official county, city, library, and shelter pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Hyde County County
Hyde County is North Carolina’s tundra swan capital and Ocracoke Island county – the largest concentration of tundra swans in North America wintering at Mattamuskeet and the ferry-only barrier island where Blackbeard was killed in 1718 define a county of extraordinary wildlife spectacle and maritime heritage.
Swan Quarter (the county seat, population ~300) is Hyde County’s governmental hub on US 264, a remote inner banks community whose Mattamuskeet Refuge ferry terminal and Swan Quarter wildlife character anchor its identity while Ocracoke serves as the county’s outer banks community.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Hyde County Clerk of Superior Court – Estates Division 40 Oyster Creek Road (mail: P.O. Box 337), Swan Quarter, NC 27885 (252) 926-4700 Hyde County is on North Carolina’s coastal Pamlico Sound, seated in Swan Quarter.
Step 1: figure out which path applies
North Carolina has NOT adopted the Uniform Probate Code. Probate is handled by the Clerk of Superior Court – an elected official who serves as the ex officio judge of probate – in the county where the decedent was domiciled, under Chapter 28A of the North Carolina General Statutes. Unlike most states, North Carolina does not have a separate probate court; the Clerk’s Estates Division handles all wills, estates, and guardianship matters.
Affidavit for Collection of Personal Property of Decedent (“collection by affidavit,” N.C. Gen. Stat. § 28A-25-1 and § 28A-25-1.1) – available when the decedent’s personal property, less liens and encumbrances, does not exceed $20,000, or $30,000 if the surviving spouse is the sole heir and receives all property covered by the statute. Filed at least 30 days after death, using Form AOC-E-203B. Real property CANNOT be transferred through this process. If the decedent left a will, the will must first be admitted to probate and a certified copy attached to the affidavit.
Summary Administration – an abbreviated procedure available only when the surviving spouse is the sole heir.
Full Estate Administration – required for larger or more complex estates; the personal representative (called “executor” if named in a will, “administrator” if intestate) is appointed by the Clerk and receives Letters Testamentary or Letters of Administration.
Step 2: filing for administration
File the will (if any) and a petition with the Clerk of Superior Court, Estates Division, in the county where the decedent was domiciled.
The Clerk appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors; North Carolina’s creditor claim period is typically at least three months from first publication.
The personal representative inventories the estate’s assets, pays debts and expenses, and distributes the remaining assets according to the will or North Carolina’s intestacy law, reporting back to the Clerk at key stages.
The estate is closed once a final accounting is filed and approved by the Clerk.
What it costs
Filing fees for full estate administration generally follow the statewide statutory schedule, which scales with the estate’s value.
North Carolina repealed its state estate tax in 2013. There is no state estate tax and no state inheritance tax – only the federal estate tax could apply, and only to very large estates.
