Key Assets: Onslow County is home to Marine Corps Base CAMP LEJEUNE, a roughly 156,000-acre military installation established in 1942 that today hosts six major Marine Corps commands and two U.S. Navy commands, including reconnaissance, intelligence, infantry, artillery, and amphibious training units – one of the most significant military installations in the entire United States; the base carries genuine historical significance for readers to be aware of: from 1953 to 1987, drinking water at two of the base’s residential areas, Tarawa Terrace and Hadnot Point, was contaminated with volatile organic compounds including trichloroethylene (TCE), tetrachloroethylene (PCE), vinyl chloride, and benzene, stemming from a combination of industrial waste disposal practices, leaking underground fuel storage tanks, and wastewater from a nearby off-base dry-cleaning business; the CDC’s Agency for Toxic Substances and Disease Registry (ATSDR) estimates that up to one million Marines, Navy personnel, civilian workers, and family members – including many children – were potentially exposed over more than three decades, at concentrations that in some cases reached 240 to 3,400 times levels currently permitted by regulatory standards; the most heavily contaminated wells were finally shut down in 1985, though the Marine Corps did not begin a full public notification and outreach effort until a congressional mandate in 2007; federal health authorities have since found that exposure likely increased the risk of several cancers (including kidney cancer, multiple myeloma, and leukemia), adverse birth outcomes, and other serious health conditions; the Camp Lejeune Justice Act of 2022 subsequently created a federal legal pathway allowing affected veterans, family members, and others who lived or worked at the base for at least 30 cumulative days during the exposure period to pursue compensation claims – readers with a personal connection to this history should consult the U.S. Department of Veterans Affairs (va.gov) or a qualified attorney for current, personalized guidance on eligibility and the claims process
Notes: This history is presented factually and without embellishment given its genuine seriousness and direct relevance to many veterans, service members, and families connected to Onslow County – readers personally affected are encouraged to consult official VA resources or qualified legal counsel for guidance specific to their situation.

About Onslow County
Camp Lejeune’s 156,000-acre installation is the largest Marine Corps base on the East Coast and one of the most significant military installations in the United States – home to Marine Expeditionary Units, Marine aviation, and the full combat training infrastructure that prepares Marines for global deployment. The base’s population – active duty, dependents, civilian employees, and retirees – shapes Jacksonville and surrounding communities in the comprehensive way that only a dominant military installation can.
Camp Lejeune also carries a significant historical burden: the contaminated drinking water at the base from the 1950s through the 1980s exposed military families to toxic chemicals, and the resulting health consequences – cancers, birth defects, and other conditions in veterans and their families – became the basis for a major federal compensation program (the PACT Act) that has provided some relief to affected veterans and families.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Onslow County Clerk of Superior Court – Estates and Special Proceedings Division 625 Court Street, Jacksonville, NC 28540 (910) 455-4458 (Estates Division appointments: 910-478-3604)
Onslow County was founded in 1734, named for Arthur Onslow, on North Carolina’s southeastern coast, seated in Jacksonville, home to Marine Corps Base Camp Lejeune. One of the state’s more populous counties.
Step 1: figure out which path applies
North Carolina has NOT adopted the Uniform Probate Code. Probate is handled by the Clerk of Superior Court – an elected official who serves as the ex officio judge of probate – in the county where the decedent was domiciled, under Chapter 28A of the North Carolina General Statutes. Unlike most states, North Carolina does not have a separate probate court; the Clerk’s Estates Division handles all wills, estates, and guardianship matters. In Onslow County, the Estates and Special Proceedings Division works by appointment only.
Affidavit for Collection of Personal Property of Decedent (“collection by affidavit,” N.C. Gen. Stat. § 28A-25-1 and § 28A-25-1.1) – available when the decedent’s personal property, less liens and encumbrances, does not exceed $20,000, or $30,000 if the surviving spouse is the sole heir and receives all property covered by the statute. Filed at least 30 days after death, using Form AOC-E-203B. Real property CANNOT be transferred through this process. If the decedent left a will, the will must first be admitted to probate and a certified copy attached to the affidavit.
Summary Administration – an abbreviated procedure available only when the surviving spouse is the sole heir.
Full Estate Administration – required for larger or more complex estates; the personal representative (called “executor” if named in a will, “administrator” if intestate) is appointed by the Clerk and receives Letters Testamentary or Letters of Administration.
Step 2: filing for administration
File the will (if any) and a petition with the Clerk of Superior Court, Estates Division, in the county where the decedent was domiciled. In Onslow County, call ahead for an appointment.
The Clerk appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors; North Carolina’s creditor claim period is typically at least three months from first publication.
The personal representative inventories the estate’s assets, pays debts and expenses, and distributes the remaining assets according to the will or North Carolina’s intestacy law, reporting back to the Clerk at key stages.
The estate is closed once a final accounting is filed and approved by the Clerk.
What it costs
Filing fees for full estate administration generally follow the statewide statutory schedule, which scales with the estate’s value.
North Carolina repealed its state estate tax in 2013. There is no state estate tax and no state inheritance tax – only the federal estate tax could apply, and only to very large estates.
