Key Assets: Rockingham County is genuinely home to CHINQUA-PENN PLANTATION, a remarkable and eclectic 22.8-acre country estate located just outside Reidsville that stands as one of the region’s most distinctive architectural landmarks; the property was built in the 1920s (with a construction date generally cited as 1923-1925) by Thomas Jefferson “Jeff” Penn and his wife Margaret Beatrice “Betsy” Shoellkopf Penn – Jeff Penn was a tobacco industry scion connected to the American Tobacco Company, and the family’s wealth is directly tied to the broader tobacco manufacturing heritage of Reidsville, which by the late 19th century was home to early tobacco manufacturers including William Lindsey, Oaks & Dalton, and the F.R. Penn Tobacco Company; the Penns’ sprawling manor house, designed with contributions from noted architect Harry C. Ingalls, was filled with art and antiques the couple collected from around the world during their extensive travels, and the estate’s grounds feature a genuinely eclectic mix of structures including a picturesque gate lodge complex, a Chinese pagoda beside the swimming pool, a greenhouse, stone “sentry houses” along the main drive, a rustic stone bridge, a rookery, and a grape arbor – architectural touches reflecting the Penns’ worldly tastes and considerable means; the estate was formally added to the National Register of Historic Places in 1993 and operated for decades as one of the county’s most popular tourist attractions, hosting public tours and events including an annual “Gatsby Day” celebration, though the property was closed to public visitation in 2012 and now functions as a private residence; nearby, the Rockingham Theatre in Reidsville holds its own genuine historical distinction as the first theater built in North Carolina specifically with the capability to show sound films; further afield, the county’s Troublesome Creek Ironworks site carries authentic Revolutionary War significance – the grounds served as a staging area for General Nathanael Greene’s troops as they prepared for the pivotal Battle of Guilford Courthouse, and President George Washington himself is documented to have later visited the ironworks to have breakfast with its founders
Notes: Chinqua-Penn Plantation’s genuine, extensively documented history as a lavish 1920s tobacco-fortune estate – now a private residence closed to public tours since 2012 – is presented here with that important status noted for readers hoping to visit.

About Rockingham County
Rockingham County is a North Carolina upper Piedmont county and the 619th most populous in the United States, covering 568 square miles of the Dan River valley along the Virginia border.
Eden (population ~15,000) is the county’s largest city – formed in 1967 from the merger of three former textile cities (Leaksville, Spray, and Draper) on the Dan River. Eden’s textile heritage – the Dan River Mills complex operated for over a century as one of the largest textile manufacturing operations in the South – defined the county’s industrial identity. The mill’s closure in 2006 was a significant economic blow, and the county has worked to diversify into manufacturing, distribution, and healthcare.
Reidsville (population ~14,000) is the county’s second city – a community with a preserved tobacco and textile downtown whose Main Street reflects the early-20th-century commercial prosperity of the North Carolina Piedmont.
Wentworth (the county seat, population ~2,700) is a small community serving as the governmental center for the county.
Mayo River State Park and the surrounding Dan River corridor provide significant outdoor recreation including kayaking, fishing, and hiking in the county’s scenic river valley terrain.
Rockingham County’s NASCAR heritage is notable – the North Carolina Speedway (“The Rock”) in Rockingham operated major NASCAR Cup Series races from 1965 to 2004 before losing its dates, representing a significant piece of the sport’s history in the county.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Rockingham County Clerk of Superior Court – Estates Division Rockingham County Courthouse (mail: P.O. Box 127), Wentworth, NC 27375 (336) 342-8700
Rockingham County is in the Piedmont Triad region of north-central North Carolina, bordering Virginia, seated in Wentworth.
Step 1: figure out which path applies
North Carolina has NOT adopted the Uniform Probate Code. Probate is handled by the Clerk of Superior Court – an elected official who serves as the ex officio judge of probate – in the county where the decedent was domiciled, under Chapter 28A of the North Carolina General Statutes. Unlike most states, North Carolina does not have a separate probate court; the Clerk’s Estates Division handles all wills, estates, and guardianship matters.
Affidavit for Collection of Personal Property of Decedent (“collection by affidavit,” N.C. Gen. Stat. § 28A-25-1 and § 28A-25-1.1) – available when the decedent’s personal property, less liens and encumbrances, does not exceed $20,000, or $30,000 if the surviving spouse is the sole heir and receives all property covered by the statute. Filed at least 30 days after death, using Form AOC-E-203B. Real property CANNOT be transferred through this process. If the decedent left a will, the will must first be admitted to probate and a certified copy attached to the affidavit.
Summary Administration – an abbreviated procedure available only when the surviving spouse is the sole heir.
Full Estate Administration – required for larger or more complex estates; the personal representative (called “executor” if named in a will, “administrator” if intestate) is appointed by the Clerk and receives Letters Testamentary or Letters of Administration.
Step 2: filing for administration
File the will (if any) and a petition with the Clerk of Superior Court, Estates Division, in the county where the decedent was domiciled.
The Clerk appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors; North Carolina’s creditor claim period is typically at least three months from first publication.
The personal representative inventories the estate’s assets, pays debts and expenses, and distributes the remaining assets according to the will or North Carolina’s intestacy law, reporting back to the Clerk at key stages.
The estate is closed once a final accounting is filed and approved by the Clerk.
What it costs
Filing fees for full estate administration generally follow the statewide statutory schedule, which scales with the estate’s value.
North Carolina repealed its state estate tax in 2013. There is no state estate tax and no state inheritance tax – only the federal estate tax could apply, and only to very large estates.
