File a complaint with the Board of Revision between January 1 and March 31 each year — filing is free. File online at cuyahogacounty.gov/bor, in person at 2079 E 9th Street, 2nd Floor, or by email to [email protected]. Mailed complaints must be received by March 31, or bear a USPS postmark of March 31 or earlier — FedEx or UPS postmarks are not accepted. Call the BOR at 216-443-7195. You do not need to submit evidence when you file — secure your hearing date first, then submit evidence up to 7 business days before your scheduled hearing.
Why did Cuyahoga County property values jump so sharply?
Ohio law requires full property reappraisals every six years. Cuyahoga County's 2024 reappraisal — the first since 2018 — produced average value increases of 32 percent across the county, with some Cleveland neighborhoods averaging close to 50 percent. The reappraisal reflects six years of market appreciation compressing into one update. Tax Year 2025 complaints (filed January 1 to March 31, 2026) are the primary opportunity to challenge these new values. The next full reappraisal opportunity after that will be Tax Year 2027 complaints in January 2027.
Can the school district challenge my property value?
Since 2022, Ohio law restricts school districts from filing original valuation complaints unless the proposed change in value is at least $500,000. This reform significantly reduced the risk for residential homeowners, who previously faced the possibility of school districts filing to raise their assessed value after a sale. The restriction primarily affects commercial properties now.
