Key Assets: Clinton County’s county seat, Lock Haven, is genuinely and historically significant as the birthplace of the legendary PIPER CUB airplane; after a fire destroyed its original Bradford, Pennsylvania factory in March 1937, the Piper Aircraft Corporation relocated to a former silk mill in Lock Haven, where founder William T. Piper Sr. – later nicknamed the “Henry Ford of Aviation” – built the company into the world’s foremost center of light aircraft manufacturing; the fabric-and-tube Piper J-3 Cub built at the Lock Haven plant became the aircraft on which the majority of American pilots trained during World War II, and the factory went on to produce a legendary lineup of aircraft bearing Native American names – the Cherokee, Comanche, Apache, Navajo, Pawnee, Aztec, and Cheyenne among them – with the company’s 100,000th aircraft produced in the 1970s; the era ended in tragedy on June 23, 1972, when torrential rains from Hurricane Agnes caused the Susquehanna River to overflow the surrounding levee, submerging the low-lying Lock Haven factory under some 10 feet of water and inflicting an estimated $23 million in company losses (roughly $55 million countywide); workers managed to save some aircraft, but a set of newly built Piper Navajos were caught in the flood, damaged beyond repair, and ultimately buried on the property near the old paint shop, where they genuinely remain to this day – an odd, still-remembered relic of the disaster; the flood permanently ended production of the popular PA-24 Comanche line and accelerated Piper’s shift toward its newer Vero Beach, Florida and Lakeland, Florida facilities, though the Lock Haven plant continued operating until finally closing for good in 1984; today, the Piper Aviation Museum, housed in the company’s original engineering building next to the historic factory site, preserves dozens of Piper aircraft models and artifacts documenting the company’s history, and Lock Haven’s airport still carries the name William T. Clinton County was founded June 21, 1839, named for DeWitt Clinton, in north-central Pennsylvania, seated in Lock Haven.
Step 1: figure out which path applies
Pennsylvania has NOT adopted the Uniform Probate Code. Probate runs through its own statute, the Probate, Estates and Fiduciaries (PEF) Code, Title 20 of the Pennsylvania Consolidated Statutes. Probate begins at the Register of Wills – an elected county official – in the county where the decedent lived. Routine, uncontested probate happens entirely at the Register of Wills; only disputes escalate to the Orphans’ Court Division of the Court of Common Pleas.
Small Estate Petition (20 Pa.C.S. § 3102) – available when the estate’s personal property (excluding real estate) totals $50,000 or less. This lets an interested party petition the Orphans’ Court directly for approval of a proposed distribution, skipping the need to formally open a full probate estate. Real property is never covered by this simplified process.
Formal Probate – required for estates exceeding $50,000 in personal property, or for any estate involving real property that needs to pass through probate. The Register of Wills validates the will (if any) and issues Letters Testamentary or Letters of Administration.
Step 2: filing for administration

Once debts, taxes, and expenses are settled, remaining assets are distributed according to the will or Pennsylvania’s intestacy laws, and the estate is closed.
