Lawrence County, Pennsylvania
In the Shenango and Beaver River valleys of western Pennsylvania where Pennsylvania meets Ohio, Lawrence County's New Castle built one of the most complete tin plate and steel manufacturing economies in America - and left behind the kind of built heritage and civic pride that extractive and manufacturing communities sustain long after the industry has changed.

Key Assets: New Castle, Lawrence County’s seat, holds the genuine and officially registered title of “Fireworks Capital of America,” a distinction formally recognized by the U.S. Patent and Trademark Office in 2006, following the city’s own self-declaration of the title since 1990; the designation traces back to a wave of Italian immigration to western Pennsylvania between 1890 and 1921, when an estimated 100,000 Italians arrived seeking “pane e lavoro” (bread and work); among them was Antonio Zambelli, who emigrated from Naples, Italy, in 1893 and settled in New Castle – reportedly because its four-season climate reminded him of his hometown of Caserta – where he founded what would become Zambelli Fireworks Internationale, later grown into a multi-generational family firm still billing itself as the “First Family of Fireworks”; a second pyrotechnics pioneer, Constantino Vitale, founded his own company in Pietramelara, Italy in 1889 before relocating it to New Castle by way of Ellis Island in 1922, a business that evolved into today’s Pyrotecnico under his great-grandson Stephen Vitale; the fireworks these companies staged began modestly, lighting the finales of Catholic religious festivals honoring saints and biblical figures within New Castle’s large Italian immigrant community, before expanding into a wider market covering Fourth of July celebrations, county fairs, weddings, and major public events across the country and internationally; at its peak in the early 1900s, New Castle was home to a dozen pyrotechnic companies and accounted for roughly a quarter of the entire nation’s fireworks business; though only a couple of major firms remain headquartered in the city today amid broader industrial decline, New Castle still hosts a large annual Fireworks Festival each July Fourth to celebrate its heritage
Notes: New Castle’s genuine, USPTO-recognized status as “Fireworks Capital of America” – rooted in the real story of Italian immigrant craftsmen building a lasting American industry – is a distinctive and celebrated piece of local heritage.

About Lawrence County
Lawrence County’s New Castle was, in the late nineteenth and early twentieth centuries, one of the most significant tin plate and steel manufacturing cities in the world – the American Sheet and Tin Plate Company’s operations here made New Castle the center of an industry that supplied the canning and packaging industries for a generation. The city’s fireworks manufacturing (New Castle has historical connections to the consumer fireworks industry through the Italian immigrant communities that settled here) and the Cascade Galleria-era retail history complete a picture of a western Pennsylvania industrial city with layers of economic history.
Slippery Rock University in Butler County provides higher education access for Lawrence County residents. UPMC Jameson provides regional healthcare. The county’s proximity to the Ohio state line gives it economic connections to the Youngstown metro across the border.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Register of Wills, Lawrence County Lawrence County Government Center, 430 Court Street, New Castle, PA 16101 (724) 656-1977
Lawrence County is in western Pennsylvania, seated in New Castle. The county offers a Virtual Probate Procedure and online electronic filing for the Register of Wills.
Step 1: figure out which path applies
Pennsylvania has NOT adopted the Uniform Probate Code. Probate runs through its own statute, the Probate, Estates and Fiduciaries (PEF) Code, Title 20 of the Pennsylvania Consolidated Statutes. Probate begins at the Register of Wills – an elected county official – in the county where the decedent lived. Routine, uncontested probate happens entirely at the Register of Wills; only disputes escalate to the Orphans’ Court Division of the Court of Common Pleas.
Small Estate Petition (20 Pa.C.S. § 3102) – available when the estate’s personal property (excluding real estate) totals $50,000 or less. This lets an interested party petition the Orphans’ Court directly for approval of a proposed distribution, skipping the need to formally open a full probate estate. Real property is never covered by this simplified process.
Formal Probate – required for estates exceeding $50,000 in personal property, or for any estate involving real property that needs to pass through probate. The Register of Wills validates the will (if any) and issues Letters Testamentary or Letters of Administration.
Step 2: filing for administration
The personal representative files with the Register of Wills in Lawrence County (electronic filing and a virtual probate procedure are available), along with the original will if one exists.
The Register of Wills reviews and, if in order, issues Letters Testamentary or Letters of Administration.
The personal representative gathers assets, notifies heirs and known creditors, and begins settling the estate.
Pennsylvania has a one-year creditor period running from the date of death, not from any published notice.
A Pennsylvania Inheritance Tax Return (REV-1500) must be filed with the Register of Wills, regardless of estate size – the Register of Wills serves as an agent for the PA Department of Revenue for inheritance tax collection.
Once debts, taxes, and expenses are settled, remaining assets are distributed according to the will or Pennsylvania’s intestacy laws, and the estate is closed.
What it costs
Filing fees vary; check with Lawrence County directly for current fees.
Pennsylvania has NO separate state estate tax, but its INHERITANCE TAX applies to virtually every estate: 0% to a surviving spouse (and to a parent inheriting from a child 21 or younger), 4.5% to children and other lineal descendants, 12% to siblings, and 15% to everyone else. No dollar exemption.
A 5% early-payment discount applies if paid within 3 months of death; the return and payment are otherwise due within 9 months.
