Northumberland County is central Pennsylvania’s Susquehanna River county and the 622nd most populous in the United States, covering 459 square miles at the confluence of the West Branch and North Branch of the Susquehanna River.
Sunbury (the county seat, population ~9,000) is one of central Pennsylvania’s most historically significant communities. Fort Augusta – a major British colonial fort built in 1756 at the Susquehanna confluence – was one of the most important fortifications in colonial Pennsylvania and is commemorated by a museum and replica blockhouse. The Joseph Priestley House in Northumberland (adjacent to Sunbury) preserves the home of Joseph Priestley – the British chemist who discovered oxygen in 1774 and later emigrated to Pennsylvania, where he spent his final years. Priestley’s home is a National Historic Landmark.
Sunbury also claims the distinction of being the site of the first three-wire Edison electrical system demonstration (1883), when Thomas Edison powered the downtown with his new electrical distribution system – an early milestone in the electrification of America.
Shamokin (population ~7,000) in the county’s eastern section reflects the anthracite coal heritage – a former coal mining city whose economy has struggled since the industry’s decline, with a coal waste “burning mountain” (underground coal fire) that has smoldered since 1962 visible in smoke above the city.

Step 1: figure out which path applies
Pennsylvania has NOT adopted the Uniform Probate Code. Probate runs through its own statute, the Probate, Estates and Fiduciaries (PEF) Code, Title 20 of the Pennsylvania Consolidated Statutes. Probate begins at the Register of Wills – an elected county official – in the county where the decedent lived. Routine, uncontested probate happens entirely at the Register of Wills; only disputes escalate to the Orphans’ Court Division of the Court of Common Pleas.
Small Estate Petition (20 Pa.C.S. § 3102) – available when the estate’s personal property (excluding real estate) totals $50,000 or less. This lets an interested party petition the Orphans’ Court directly for approval of a proposed distribution, skipping the need to formally open a full probate estate. Real property is never covered by this simplified process.
Formal Probate – required for estates exceeding $50,000 in personal property, or for any estate involving real property that needs to pass through probate. The Register of Wills validates the will (if any) and issues Letters Testamentary or Letters of Administration.
