Key Assets: Sullivan County is genuinely home to the remarkable ghost town of CELESTIA, one of the most unusual religious utopian experiments in American history; in 1850, Philadelphia paper maker Peter Armstrong – a former follower of preacher William Miller, whose prediction that Christ would return to earth by October 22, 1844 (“the Great Disappointment”) had failed to come true – led a small band of fellow Adventists deep into Sullivan County’s Endless Mountains, purchasing 181 acres a mile and a half west of present-day Laporte; Armstrong believed Christ had already spiritually “cleansed the heavenly sanctuary” in 1844 and was simply awaiting a spiritually prepared community to witness his physical return, and he named his settlement Celestia in honor of that anticipated event; within three years, Armstrong had sold over 300 lots to followers, and by 1860 the self-sustaining Christian utopian community – complete with a machine shop, meeting house, sawmill, and communally owned store – had grown to encompass roughly 600 acres; to make Celestia’s sacred purpose unmistakable, in June 1864 Armstrong and his wife Hannah visited the Sullivan County prothonotary and legally deeded the entire settlement – four square miles – to “Almighty God, who inhabiteth Eternity, and to His heirs in Jesus Messiah, for their proper use and behoof forever,” presuming that land belonging to God himself would be exempt from property taxation; when the Civil War draft threatened the community’s pacifist male residents, Armstrong successfully petitioned President Abraham Lincoln directly, and Celestia’s men were granted an early form of conscientious-objector exemption – a decision that, ironically, also drew an influx of new arrivals whose primary motivation was avoiding the draft rather than genuine religious devotion, diluting the community’s original spiritual character; Sullivan County officials, unconvinced by Armstrong’s divine tax-exemption argument, demanded payment of back property taxes beginning around 1876, and when the community could not or would not pay, the county forced a sheriff’s tax sale of the land; one of Armstrong’s own sons purchased the property to keep it in the family, but the community’s spirit and faith had already begun to fade, and by the time Peter Armstrong died in 1887, Celestia had been largely abandoned; over the following decades, homes collapsed, fields reverted to forest, and the mountain gradually reclaimed nearly all physical trace of the settlement, leaving behind today what is often described as less a ghost town than “a ghost idea” – the site is marked today by a Pennsylvania state historical marker documenting its remarkable story

Step 1: figure out which path applies
Pennsylvania has NOT adopted the Uniform Probate Code. Probate runs through its own statute, the Probate, Estates and Fiduciaries (PEF) Code, Title 20 of the Pennsylvania Consolidated Statutes. Probate begins at the Register of Wills – an elected county official – in the county where the decedent lived. Routine, uncontested probate happens entirely at the Register of Wills; only disputes escalate to the Orphans’ Court Division of the Court of Common Pleas.
Small Estate Petition (20 Pa.C.S. § 3102) – available when the estate’s personal property (excluding real estate) totals $50,000 or less. This lets an interested party petition the Orphans’ Court directly for approval of a proposed distribution, skipping the need to formally open a full probate estate. Real property is never covered by this simplified process.
Formal Probate – required for estates exceeding $50,000 in personal property, or for any estate involving real property that needs to pass through probate. The Register of Wills validates the will (if any) and issues Letters Testamentary or Letters of Administration.
