Pennsylvania County
Venango County, Pennsylvania
Oil City and the birthplace of the American petroleum industry - from Oil City's position at the center of the world's first oil boom (the 1859 Drake Well in adjacent Crawford County triggered an oil rush that concentrated in the Oil Creek valley of Venango County - Oil City became the commercial hub of the world's first petroleum industry, with refineries, pipelines, and oil exchanges making it briefly one of the most economically significant small cities in America) to the Oil Creek State Park's preserved oil heritage landscape and Franklin's elegant Victorian county seat.

Key Assets: Venango County is genuinely and world-historically the birthplace of the modern petroleum industry; on August 27, 1859, along the banks of Oil Creek just south of Titusville, “Colonel” Edwin L. Drake – a former railroad conductor sent by the Pennsylvania Rock Oil Company (soon renamed the Seneca Oil Company) to investigate the commercial potential of the natural oil seeps that had long been known in the region – successfully struck oil at a depth of just 69.5 feet, using salt-well drilling technology adapted with the help of driller William “Uncle Billy” Smith; the well, drilled after Drake overcame more than a year of setbacks, financial hardship, and public mockery as “Drake’s Folly,” became the first commercially successful oil well drilled specifically to find petroleum, launching what is widely regarded as the modern petroleum industry; word of the strike spread instantly through the region, igniting one of the first great American resource booms – an “Oil Rush” that transformed sleepy little Titusville almost overnight, its population exploding from roughly 250 to over 10,000 as oil derricks and speculator boomtowns sprang up along Oil Creek; Pennsylvania’s total oil production leapt from about 2,000 barrels in 1859 to nearly 500,000 barrels by 1865, and the state would go on, by the late 19th century, to help propel the United States to producing over 80% of the entire world’s oil supply; despite his monumental impact, Drake never patented his innovative “drive pipe” technique and never profited significantly from his discovery – he left the oil business in 1863, and in 1873 the Commonwealth of Pennsylvania granted him a state pension in recognition of his contribution to the region’s economic development; the actual well site is preserved today as the Drake Well Museum and Park, located three miles south of Titusville in Cherrytree Township, designated a National Historic Landmark in 1966, a Historic Mechanical Engineering Landmark in 1979, and – on the discovery’s 150th anniversary in 2009 – a National Historic Chemical Landmark
Notes: The Drake Well’s genuine, world-changing status as the launching point of the global petroleum industry – an event that reshaped the entire course of modern industrial civilization – is arguably one of the single most historically consequential sites documented anywhere in this project.

About Venango County
Venango County is the heart of the world’s first oil industry – a northwestern Pennsylvania community whose Oil Creek valley was ground zero for the global petroleum age.
Oil City (population ~9,500) on the Allegheny River at the mouth of Oil Creek was the commercial center of the world’s first oil boom. After Drake’s 1859 discovery in adjacent Titusville (Crawford County), the Oil Creek valley filled with derricks, and Oil City’s refineries, oil exchanges, and pipeline infrastructure made it briefly one of the most economically significant small cities in America. The Drake Well Museum in Titusville and Oil Creek State Park’s heritage landscape tell this story.
Franklin (the county seat, population ~6,500) is an elegant Victorian river city – one of northwestern Pennsylvania’s most architecturally distinguished county seats, with a well-preserved downtown reflecting 19th-century oil wealth.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Register of Wills, Venango County Venango County Courthouse, 1168 Liberty Street, PO Box 83, Franklin, PA 16323 (814) 432-9558
Venango County is in northwestern Pennsylvania, seated in Franklin – birthplace of the U.S. oil industry.
Step 1: figure out which path applies
Pennsylvania has NOT adopted the Uniform Probate Code. Probate runs through its own statute, the Probate, Estates and Fiduciaries (PEF) Code, Title 20 of the Pennsylvania Consolidated Statutes. Probate begins at the Register of Wills – an elected county official – in the county where the decedent lived. Routine, uncontested probate happens entirely at the Register of Wills; only disputes escalate to the Orphans’ Court Division of the Court of Common Pleas.
Small Estate Petition (20 Pa.C.S. § 3102) – available when the estate’s personal property (excluding real estate) totals $50,000 or less. This lets an interested party petition the Orphans’ Court directly for approval of a proposed distribution, skipping the need to formally open a full probate estate. Real property is never covered by this simplified process.
Formal Probate – required for estates exceeding $50,000 in personal property, or for any estate involving real property that needs to pass through probate. The Register of Wills validates the will (if any) and issues Letters Testamentary or Letters of Administration.
Step 2: filing for administration
The personal representative files with the Register of Wills in Venango County, along with the original will if one exists.
The Register of Wills reviews and, if in order, issues Letters Testamentary or Letters of Administration.
The personal representative gathers assets, notifies heirs and known creditors, and begins settling the estate.
Pennsylvania has a one-year creditor period running from the date of death, not from any published notice.
A Pennsylvania Inheritance Tax Return (REV-1500) must be filed with the Register of Wills, regardless of estate size.
Once debts, taxes, and expenses are settled, remaining assets are distributed according to the will or Pennsylvania’s intestacy laws, and the estate is closed.
What it costs
Filing fees vary; check with Venango County directly for current fees.
Pennsylvania has NO separate state estate tax, but its INHERITANCE TAX applies to virtually every estate: 0% to a surviving spouse (and to a parent inheriting from a child 21 or younger), 4.5% to children and other lineal descendants, 12% to siblings, and 15% to everyone else. No dollar exemption.
A 5% early-payment discount applies if paid within 3 months of death; the return and payment are otherwise due within 9 months.
