Lee County, South Carolina
Bishopville's South Carolina Cotton Museum and the Button King - from the South Carolina Cotton Museum (Bishopville's museum celebrating the crop that defined the state's agricultural economy for two centuries - the exhibits document cotton's cultivation, the labor of enslaved people who built the industry, the mechanical revolution of the cotton gin, and the crop's legacy in South Carolina's cultural identity) to the Button King (Dalton Stevens - Bishopville's Button King - covered every inch of his house, car, and personal effects with buttons, creating one of South Carolina's most eccentric folk art environments and drawing visitors to Bishopville for decades).

Key Assets: Lee County is genuinely home to the PEARL FRYAR TOPIARY GARDEN in Bishopville, an internationally recognized folk-art landscape created entirely by self-taught artist Pearl Fryar (1939-2026); Fryar and his wife moved to Bishopville in the late 1970s and, according to his own account, initially faced racial discrimination from white residents concerned that a Black couple wouldn’t maintain their yard – determined to prove otherwise, Fryar set out to become the first Black resident of Bishopville to win the local garden club’s “Yard of the Month” award, a goal he achieved by 1985 after years of effort; with no horticultural training, Fryar taught himself topiary by rescuing discarded plants from a nearby nursery’s compost pile and shaping them, often with an ordinary hedge trimmer and later a chainsaw, into whimsical abstract forms; over nearly four decades he transformed his three-acre property – originally a barren former cornfield – into a landscape of more than 400 individual topiaries integrated with hand-made “junk art” sculptures, drawing an estimated 5,000 visitors annually from around the world; the garden’s driving message, spelled out in four-foot letters cut into the lawn, reads “PEACE LOVE + GOODWILL”; the nonprofit Pearl Fryar Topiary Garden, Inc. now works to preserve and continue his legacy, and the garden has partnered with the Garden Conservancy and the University of South Carolina’s McKissick Museum on restoration efforts; Lee County is also home to LEE STATE PARK, a 2,839-acre park along the Lynches River developed in the 1930s by the Civilian Conservation Corps as part of the New Deal, with archaeological evidence of Native American occupation dating back to 6000 BC
Notes: Pearl Fryar’s genuine, extensively documented life story – a self-taught artist who turned discarded plants into an internationally celebrated garden after facing racial discrimination – is one of the most inspiring and well-sourced heritage stories found in this project.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Lee County Probate Court 123 South Main Street, Bishopville, SC 29010 (803) 484-5341, ext. 339 Lee County is in central South Carolina, seated in Bishopville.
Step 1: figure out which path applies
South Carolina HAS adopted a version of the Uniform Probate Code, giving it more standardized and generally more streamlined procedures than states with older, common-law-based systems. Probate is handled by a dedicated Probate Court in each of South Carolina’s 46 counties – a separate court of limited jurisdiction, led by an elected Probate Judge (four-year term). The case is filed in the county where the decedent lived.
Small Estate Affidavit / Collection by Affidavit (S.C. Code Ann. § 62-3-1201) – available when the gross value of the entire probate estate, less liens and encumbrances, does not exceed $45,000 (raised from $25,000 for deaths after May 2025). At least 30 days must have passed since death, and no petition for appointment of a personal representative can be pending anywhere. The successor files a Form 420PC “Affidavit for Collection of Personal Property,” which the probate judge approves and countersigns.
Summary Administration (§ 62-3-1203) – a simplified probate procedure available when the value of the estate passing by will (less liens and encumbrances) is under the statutory threshold, or when the surviving spouse is the sole heir or beneficiary.
Informal Probate – the standard path for the majority of estates. No notices or hearings are required unless demanded by an interested party.
Formal Proceedings – reserved for contested matters: objections to a personal representative’s appointment, will contests, a lost or destroyed will, or declaratory judgments on intestacy.
Step 2: filing for administration
The personal representative (or an interested party) files a petition with the Lee County Probate Court where the decedent resided; if there’s a will, the original is filed with it.
For informal probate, the Probate Judge (or a designated staff member) reviews the application administratively; formal proceedings require notice and a hearing.
The court issues Letters Testamentary or Letters of Administration, giving the personal representative authority to act.
The personal representative files an inventory and appraisement within 90 days of qualification, and provides periodic accountings as the court requires.
Creditors are notified; claims not timely presented are barred.
The estate closes with a final settlement – a verified report and proposed distribution served on interested parties and approved by the Probate Court.
What it costs
Filing fees vary; check with Lee County directly for current fees.
A personal representative’s bond, when required, must equal one and one-half times the value of the estate’s personal property, though bond can often be waived under certain conditions.
South Carolina does NOT impose a state estate tax or a state inheritance tax. Only the federal estate tax applies, and only to very large estates.
