South Carolina County
Saluda County, South Carolina
Saluda and central South Carolina Piedmont agriculture - from Saluda's role as the governmental hub of one of South Carolina's smaller and more rural Piedmont counties to the Saluda River corridor (the Saluda River drains the county's gently rolling Piedmont terrain, supporting peach orchards, poultry operations, and cattle farming that define the agricultural character of this quiet central South Carolina county between Columbia and Greenwood along the US 378 corridor).

Key Assets: Saluda County holds a genuinely remarkable and well-documented double distinction as the birthplace of TWO of the most legendary heroes of the Battle of the Alamo, giving rise to the local saying “Texas began here”; Lieutenant Colonel WILLIAM BARRET TRAVIS, the Texan commander who co-led the Alamo’s defense alongside frontiersman James Bowie, was born on August 9, 1809, near the Red Bank community, then part of Edgefield District and now within Saluda County – his famous 1836 letter “To the People of Texas and All Americans in the World,” written during the 13-day siege, closed with the immortal line “Victory or Death”; his second cousin, JAMES BUTLER BONHAM, born February 20, 1807, at the still-standing Flat Grove homestead (built by his maternal grandfather Jacob Smith in 1780), served as a messenger during the siege, twice slipping through Mexican lines to seek reinforcements before choosing to return to the Alamo to fight and die alongside Travis and the rest of the garrison on March 6, 1836; both men attended the same Red Bank Baptist Church as boys; Bonham’s younger brother, Milledge Luke Bonham, later served as a Confederate brigadier general and Governor of South Carolina; today, the Saluda County Museum (housed in the historic art deco Saluda Theatre, opened July 4, 1936) features a detailed hand-painted diorama of the Alamo siege, and a Travis and Bonham Memorial stands on the grounds of the Saluda County Courthouse; the Flat Grove homestead, Bonham’s actual birthplace, remains the only surviving birthplace of an Alamo hero anywhere and is individually listed on the National Register of Historic Places
Notes: Saluda County’s genuine, well-documented status as the shared birthplace of two of the Alamo’s most legendary defenders – commemorated locally with the phrase “Texas began here” – is one of the most historically striking connections found anywhere in this project.

Services: Saluda County, in partnership with the regional nonprofit Pawmetto Lifeline, offers a low-cost SPAY AND NEUTER PROGRAM for residents: $20 per cat, $30 per dog (plus $6 for rabies vaccination if not already documented); Pawmetto Lifeline provides monthly designated pickup and transport for surgery, returning animals the next morning; sign-up and info: Kristie Long, [email protected], (864) 445-4500 ext. 2351
Notes: This appears to be a genuine service gap worth flagging – Saluda County does not operate its own physical animal shelter; residents should confirm current stray/impoundment procedures directly with the Sheriff’s Office, and neighboring counties’ shelters (Lexington, Richland) may be relevant for nearby residents.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Saluda County Probate Court 100 East Church Street, Suite 6, Saluda, SC 29138 (864) 445-4500 Saluda County is in western South Carolina, seated in Saluda.
Step 1: figure out which path applies
South Carolina HAS adopted a version of the Uniform Probate Code, giving it more standardized and generally more streamlined procedures than states with older, common-law-based systems. Probate is handled by a dedicated Probate Court in each of South Carolina’s 46 counties – a separate court of limited jurisdiction, led by an elected Probate Judge (four-year term). The case is filed in the county where the decedent lived.
Small Estate Affidavit / Collection by Affidavit (S.C. Code Ann. § 62-3-1201) – available when the gross value of the entire probate estate, less liens and encumbrances, does not exceed $45,000 (raised from $25,000 for deaths after May 2025). At least 30 days must have passed since death, and no petition for appointment of a personal representative can be pending anywhere. The successor files a Form 420PC “Affidavit for Collection of Personal Property,” which the probate judge approves and countersigns.
Summary Administration (§ 62-3-1203) – a simplified probate procedure available when the value of the estate passing by will (less liens and encumbrances) is under the statutory threshold, or when the surviving spouse is the sole heir or beneficiary.
Informal Probate – the standard path for the majority of estates. No notices or hearings are required unless demanded by an interested party.
Formal Proceedings – reserved for contested matters: objections to a personal representative’s appointment, will contests, a lost or destroyed will, or declaratory judgments on intestacy.
Step 2: filing for administration
The personal representative (or an interested party) files a petition with the Saluda County Probate Court where the decedent resided; if there’s a will, the original is filed with it.
For informal probate, the Probate Judge (or a designated staff member) reviews the application administratively; formal proceedings require notice and a hearing.
The court issues Letters Testamentary or Letters of Administration, giving the personal representative authority to act.
The personal representative files an inventory and appraisement within 90 days of qualification, and provides periodic accountings as the court requires.
Creditors are notified; claims not timely presented are barred.
The estate closes with a final settlement – a verified report and proposed distribution served on interested parties and approved by the Probate Court.
What it costs
Filing fees vary; check with Saluda County directly for current fees.
A personal representative’s bond, when required, must equal one and one-half times the value of the estate’s personal property, though bond can often be waived under certain conditions.
South Carolina does NOT impose a state estate tax or a state inheritance tax. Only the federal estate tax applies, and only to very large estates.
