Texas County
Andrews County, Texas
Andrews's Permian Basin oil wealth and the West Texas Waste Isolation Pilot Plant - from Andrews County's extraordinary Permian Basin oil production (Andrews County sits atop some of the most prolific Permian Basin oil formations in the world - the county's oil fields have produced billions of barrels over nearly a century of production, and modern horizontal drilling has dramatically increased output from the same formations) to the Waste Isolation Pilot Plant (WIPP) near Carlsbad, NM (though just across the border, WIPP - the nation's only permanent deep geological nuclear waste repository - has connections to the Andrews region and represents a significant aspect of the far west Texas/southeast New Mexico energy-nuclear landscape).

Office: Andrews County Fire Marshal / Emergency Management – 201 N. Main, Andrews, TX 79714 | EMC Michael Cook, (432) 523-5545
911/Dispatch: Andrews County uses a central-dispatch system; all 911 and emergency calls, including within the City of Andrews, are routed through the Andrews County Sheriff’s Department and dispatched to the appropriate responder
Notes: By state law, the County Judge is the county’s designated Emergency Management Director, with the EMC serving as assistant for day-to-day coordination; the City of Andrews separately designates its Mayor as municipal Emergency Management Director. The County Fire Marshal’s office also handles fire investigation, fire code enforcement, and environmental code enforcement in unincorporated areas under Texas Local Government Code Chapter 352.
Roads & Utilities
ROADS & TRANSPORTATION
Roads: SH-115 and SH-176 are primary state highways through the county, connecting Andrews to Midland/Odessa and to Seminole
Transit: No dedicated county-wide public transit system was found in this search – confirm directly with the county or city whether any on-demand or regional transit option currently serves residents
Notes: A rural West Texas county (pop. approximately 18,700), heavily tied to Permian Basin oil and gas activity; most residents rely on personal vehicles.
Business & Permits
BUILDING & PERMITS
Office: Andrews County has adopted county-wide Subdivision Regulations, giving the Commissioners Court authority over roads, drainage, and related development, and the county serves as the authorized agent under FEMA for floodplain development permitting and as TCEQ’s agent for licensing on-site sewerage (septic) facilities countywide
Within the City of Andrews: the city handles its own building permits, inspections, and code enforcement separately from the county, through City Hall – confirm current contact directly, as this search did not turn up a direct city permitting phone line
Notes: Because Andrews County has adopted formal subdivision regulations (unusual among small Texas counties, many of which have very limited unincorporated-area authority), a rural building or land-development project here may be subject to more county-level review than in a neighboring county – confirm current requirements and any recent ordinance updates directly with the County Judge’s office before starting a project outside city limits.
Veterans Services
VETERANS SERVICES
Office: Andrews County Veterans Service Office – listed at co.andrews.tx.us/310; a direct phone number for the Veterans Service Officer could not be confirmed in this search – call the county’s general line, (432) 524-1401, to be connected
State VSO: Texas Veterans Commission – tvc.texas.gov
Notes: The Veterans Service Officer works with the Texas Veterans Commission on disability claims, discharge paperwork, and general benefits advocacy. The Andrews County Veterans Memorial, dedicated in 2006 in downtown Andrews, lists roughly 2,600 county veterans’ names on granite tablets and is a notable community landmark.
Hours: Monday–Friday 9 AM–6 PM, Saturday 10 AM–2 PM, Sunday closed (some listings show extended weekday evening hours – confirm current hours directly, as sources found in this search were not fully consistent)
Services: Books and audiovisual materials, research assistance, computer and Wi-Fi access, copying/printing/scanning, children’s and literacy programs, online study-guide databases
Parks & Recreation
PARKS & RECREATION
Key Assets: The Andrews Lake Sites, a National Register of Historic Places–listed archaeological site (address restricted to protect the resource) associated with early human occupation in the region; a County Parks Department that manages county-owned facilities available for rental
Notes: This is a sparsely populated, oil-and-gas-economy county without major state parks or tourist draws – a clean, honest listing rather than padded content. Confirm current facility rental availability directly with the County Parks Department.

Appraisal/Parcel Search: Andrews County Appraisal District (ACAD) – 600 N. Main St, Andrews, TX 79714 | (432) 523-9111 | Chief Appraiser: Susan Brewer; online parcel search at esearch.andrewscad.org
Notes: ACAD appraises for the county, Andrews ISD, the City of Andrews, and the Andrews County Hospital District.
Animal Services
ANIMAL SERVICES
Facility/Enforcement: Within the City of Andrews, Animal Control operates through the Police Department – Animal Warden Rudy Madrilez, (432) 523-5675; fowl and wild animals are prohibited within city limits
County/rural areas: No dedicated county-wide animal control department was found in this search for unincorporated Andrews County – for a stray or nuisance animal outside city limits, contact the Andrews County Sheriff’s Office non-emergency line to confirm current response options
Rescue: Andrews Rescue and Foster Care, Inc., an independent local nonprofit rescue organization, also assists with animals in the area
Notes: This is a genuine gap worth flagging plainly rather than smoothing over – confirm directly with the Sheriff’s Office what animal-related response is currently available for county (non-city) addresses.
Environmental & Waste
ENVIRONMENTAL / WASTE MANAGEMENT
Household waste: City of Andrews municipal landfill/collection – (432) 523-4820; the City is the sole provider of residential waste collection within city limits, with twice-weekly shared-dumpster pickup in alleys
Notes: Andrews County is also home to a large privately operated commercial and low-level radioactive/hazardous waste disposal facility, run by Waste Control Specialists (WCS), located in far west Andrews County near the Texas–New Mexico line. This is a genuinely notable feature of the county’s economy and geology (very low rainfall, deep clay beds) – but it is a private industrial/regulated-waste facility, NOT a household drop-off site, and residents should not confuse it with the city landfill for ordinary trash or bulky-item disposal.
NOTES: Andrews County is the second county completed in the Texas Round 3 redo (in the new “Texas v2” Drive folder). The most useful things a reader should take from this file: unincorporated-county building/floodplain authority is more developed here than in many small Texas counties because Andrews has adopted formal subdivision regulations; animal control outside city limits is an open question this search could not fully resolve and should be confirmed directly with the Sheriff’s Office; and the WCS radioactive-waste facility, while a real and notable part of the county, is not a resource for household trash. All contact information above was sourced via web search as of early August 2026 and should be reconfirmed directly with the relevant office before a visit, deadline-sensitive filing, or emergency-adjacent decision.
About Andrews County
Andrews County is far west Texas’s Permian Basin oil capital – among the most productive oil counties in the United States per capita, Andrews County’s flat, treeless Permian Basin landscape conceals extraordinary petroleum wealth beneath the surface.
Andrews (the county seat, population ~13,000) is an oil town through and through – the pump jacks, storage tanks, and service company facilities visible from every approach reflect a county whose economy has been petroleum-driven for nearly a century.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
County Clerk, Andrews County PO Box 727, Andrews, TX 79714 (432) 524-1426 Andrews County is in West Texas in the Permian Basin, seated in Andrews.
Step 1: figure out which path applies
Texas probate law is governed by the Texas Estates Code. Probate jurisdiction in Texas is split between statutory probate courts (in larger metro counties) and county courts (in smaller counties like Andrews, sometimes assisted by district courts). In Andrews County, the County Court handles probate matters.
Small Estate Affidavit (Tex. Est. Code § 205.001) – available ONLY when the decedent died WITHOUT a will (intestate), the estate (excluding homestead and exempt property) does not exceed $75,000, and assets exceed debts. At least 30 days must have passed since death. The affidavit must list every asset and debt, establish the family history showing who the heirs are, and be sworn to by the heirs and two disinterested witnesses; a judge then reviews and approves it under § 205.003.
Independent Administration – used when a will exists (or all heirs agree) and the estate has debts; minimal court supervision after the executor is appointed. This is the most common and efficient path in Texas when available.
Muniment of Title – available when a valid will exists, there are no unsecured debts (other than a mortgage), and there’s no other need for a full administration; transfers title without appointing an executor.
Dependent Administration – required for complex, contested, or disputed estates; involves ongoing court supervision and approval of most actions.
Step 2: filing for administration
The personal representative (or an interested party) files an Application for Probate of Will and Issuance of Letters Testamentary (or Letters of Administration, if intestate) with the Andrews County Clerk.
The original will (if one exists), a certified death certificate, and information about heirs and the proposed executor are included with the application.
The court holds a hearing and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors and gathers, inventories, and appraises the estate’s assets.
The personal representative pays valid debts and expenses.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed.
What it costs
Filing fees in Texas typically run $250–$400 depending on the county; confirm current Andrews County fees directly.
Texas law allows a statutory executor fee of 5% of all sums actually received and paid out in cash, with specific exceptions. The court may also approve reasonable attorney fees paid from the estate.
Small estate affidavits typically cost $600–$1,900 total when factoring in filing and related fees.
Texas does NOT impose a state estate tax or a state inheritance tax. Only the federal estate tax may apply, and only to very large estates.
