Transit: No dedicated county-wide public transit system was found in this search – confirm directly with the county or City of Lufkin whether any current transit option serves the area
Notes: Angelina County borders Lake Sam Rayburn and the Angelina National Forest, making some rural roads seasonal/recreational-traffic-heavy.
Business & Permits
BUILDING & PERMITS
Office: Angelina County’s own permitting authority centers on floodplain development – applications go through the county’s Floodplain Administrator, P.O. Box 908, Lufkin, TX 75902 (same office as Emergency Management)
Within the City of Lufkin: Lufkin City Planning and Zoning Department, 300 East Shepherd Avenue, Lufkin, TX 75901 | (936) 633-0247; Lufkin Building Inspector/Code Enforcement, same address, (936) 633-0298
Notes: As in most Texas counties, general building permitting outside city limits is limited – Angelina County’s direct role is mainly floodplain development permitting under the Commissioners Court’s Flood Damage Prevention Order. Confirm with the Floodplain Administrator whether a specific unincorporated-area parcel is in a mapped flood zone before starting a project; for anything inside Lufkin city limits, go through the city’s Planning and Zoning office instead.

Notes: Founded in 1924 by a Lufkin women’s civic group; the current building was funded by a bequest from lumberman Joseph H. Kurth in the 1920s. The library is a City of Lufkin institution serving both city and county residents – there is no separate county library system found in this search.
Parks & Recreation
PARKS & RECREATION
Key Assets: Cassels-Boykin Park, a county-operated park in the mid-lake area of Lake Sam Rayburn, widely regarded as one of the better fishing and boating access points in the region, bordered by the Angelina National Forest; the Angelina National Forest itself covers a substantial portion of the county’s southern area
Notes: Angelina County is the only county in Texas named for a woman – for a Hasinai (Caddo) woman known as Angelina (“Little Angel”) who assisted early Spanish missionaries – a genuinely distinctive, verifiable piece of county history rather than filler. Confirm current park hours and any boat-ramp fees directly, as lake-recreation facilities can change seasonally.
GIS & Maps
GIS & MAPS
Appraisal/Parcel Search: Angelina County Appraisal District (Angelina CAD) – angelinacad.org | (936) 634-8456
Notes: Angelina CAD administers property tax exemptions relevant in a real situation, including disabled-veteran homestead exemptions and a tax-deferral option for qualified disabled veterans, surviving spouses, and surviving minor children of service members killed on active duty.
Animal Services
ANIMAL SERVICES
Facility/Enforcement: Angelina County Animal Control (under the Sheriff’s Office) – Chad Harris, (936) 639-8707; county government directory also lists a general Animal Control line at (936) 634-3332
Notes: Two different animal control contact numbers turned up in this search (Sheriff’s Office roster vs. county general contact page) – call either to confirm which is currently staffed for stray or nuisance calls, since the discrepancy could not be resolved from public sources alone.
Environmental & Waste
ENVIRONMENTAL / WASTE MANAGEMENT
Facility: Angelina County Waste Management Center (Type 1 Municipal Solid Waste Facility) – 7521 FM 58, Lufkin, TX 75901 | (936) 632-7168

Notes: Demolition debris requires prior approval before hauling to the landfill – call ahead. Mattresses and box springs are accepted only Tuesday–Thursday mornings before 10:00 AM. The county periodically runs a free landfill day for residents (organized with the nonprofit Angelina Beautiful Clean) – check the county’s current news page for the next scheduled date rather than assuming one is imminent. To report illegal dumping, contact (936) 639-8748.
NOTES: Angelina County is the third county completed in the Texas Round 3 redo. Two points worth a reader’s attention: animal control has two different published phone numbers that could not be reconciled in this search, so try both if one doesn’t connect; and health-district and several county office hours appear to run a compressed Monday–Thursday week rather than a standard five-day schedule – call ahead for a Friday visit. All contact information above was sourced via web search as of early August 2026 and should be reconfirmed directly with the relevant office before a visit, deadline-sensitive filing, or emergency-adjacent decision.
About Angelina County
Angelina County is East Texas’s Pineywoods hub county and the 633rd most populous in the United States, covering 802 square miles of longleaf and loblolly pine forest in the heart of the Texas timber region.
Lufkin (the county seat, population ~36,000) is East Texas’s largest city between Tyler and Beaumont – a regional commercial and healthcare hub for the Piney Woods. Lufkin’s economy has historically centered on the forestry and paper industry – Temple-Inland (now International Paper) has operated one of the nation’s largest paper mills in Lufkin since the early 20th century, and the surrounding Pineywoods provide the raw material. The Museum of East Texas and the Texas Forestry Museum document this heritage. Lufkin Industries (oil field equipment manufacturer) and Christus Dubuis Health System provide additional major employment.
Lake Sam Rayburn – formed by the Sam Rayburn Dam on the Angelina River (completed 1965) – is the largest reservoir entirely within Texas at 114,500 acres, named for the legendary Texas congressman and Speaker of the US House of Representatives who secured federal funding for the project. The lake provides extraordinary bass fishing, boating, and water recreation across Angelina and surrounding counties.
Diboll (population ~5,000) is a company town created by the Temple Lumber Company in the early 20th century – the History Center in Diboll preserves the story of the company timber towns that shaped East Texas.
The Angelina National Forest – surrounding much of Lake Sam Rayburn – provides significant recreational lands including the Ratcliff Lake Recreation Area and the Four C National Recreation Trail.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
County Clerk, Angelina County PO Box 908, Lufkin, TX 75902 (936) 634-8339 Angelina County is in East Texas, seated in Lufkin.
Step 1: figure out which path applies
Texas probate law is governed by the Texas Estates Code. Probate jurisdiction in Texas is split between statutory probate courts (in larger metro counties) and county courts (in smaller counties like Angelina, sometimes assisted by district courts). In Angelina County, the County Court handles probate matters.
Small Estate Affidavit (Tex. Est. Code § 205.001) – available ONLY when the decedent died WITHOUT a will (intestate), the estate (excluding homestead and exempt property) does not exceed $75,000, and assets exceed debts. At least 30 days must have passed since death. The affidavit must list every asset and debt, establish the family history showing who the heirs are, and be sworn to by the heirs and two disinterested witnesses; a judge then reviews and approves it under § 205.003.
Independent Administration – used when a will exists (or all heirs agree) and the estate has debts; minimal court supervision after the executor is appointed. This is the most common and efficient path in Texas when available.
Muniment of Title – available when a valid will exists, there are no unsecured debts (other than a mortgage), and there’s no other need for a full administration; transfers title without appointing an executor.
Dependent Administration – required for complex, contested, or disputed estates; involves ongoing court supervision and approval of most actions.
Step 2: filing for administration
The personal representative (or an interested party) files an Application for Probate of Will and Issuance of Letters Testamentary (or Letters of Administration, if intestate) with the Angelina County Clerk.
The original will (if one exists), a certified death certificate, and information about heirs and the proposed executor are included with the application.
The court holds a hearing and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors and gathers, inventories, and appraises the estate’s assets.
The personal representative pays valid debts and expenses.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed.
What it costs
Filing fees in Texas typically run $250–$400 depending on the county; confirm current Angelina County fees directly.
Texas law allows a statutory executor fee of 5% of all sums actually received and paid out in cash, with specific exceptions. The court may also approve reasonable attorney fees paid from the estate.
Small estate affidavits typically cost $600–$1,900 total when factoring in filing and related fees.
Texas does NOT impose a state estate tax or a state inheritance tax. Only the federal estate tax may apply, and only to very large estates.
