Frequently Asked Questions
What makes El Paso County different from other Texas border counties?
El Paso is the only major Texas city that is geographically separated from the rest of Texas by New Mexico — driving east on I-10 to the next Texas city (San Antonio) takes 6+ hours. Its economic and cultural integration with Ciudad Juárez, Mexico is deep and daily — hundreds of thousands of cross-border crossings occur every week for work, school, shopping, and family. Fort Bliss's presence adds a large military layer on top of the predominately Hispanic urban culture.
How do I protest my El Paso County property tax assessment?
File Form 50-132 with EPCAD (5801 Trowbridge Drive, or online at epcad.org) by May 15 or 30 days after your notice arrives, whichever is later. EPCAD schedules an informal meeting first — bring comparable sales data or evidence of your property's condition. If the informal meeting doesn't resolve the dispute, proceed to the Appraisal Review Board (ARB). If still unsatisfied, appeal to District Court or SOAH arbitration.
What is the homestead exemption in El Paso County for 2025?
The Texas homestead exemption from school district taxes is $140,000 in 2025 (increased from $100,000). Homeowners 65 or older receive an additional $60,000 school district exemption, for a total of $200,000. Additionally, the school district tax is frozen for homeowners once they turn 65 — the school portion of the bill cannot increase while they remain in the home.
Does Texas have a state estate tax?
No. Texas has no state estate tax and no state inheritance tax. Estate transfers are subject only to federal estate tax, which applies above the current federal individual exemption (over $13 million). Texas is among the most estate-tax-friendly states for large estates.
