In direct response, the city built the Galveston Seawall (constructed 1902-04 by the U.S. Army Corps of Engineers) and raised the island’s grade by up to 17 feet – infrastructure that still protects the county today. About Galveston County
Galveston County is a coastal Texas county and the 202nd most populous in the United States, covering 874 square miles including Galveston Island and the Bolivar Peninsula on the Gulf of Mexico, and inland communities along Galveston Bay.
Galveston (population ~50,000, the county seat) is one of Texas’s most historically significant cities. Founded in 1839 on an island in the Gulf of Mexico, Galveston was Texas’s largest city and the dominant commercial port of the South through the late 19th century. The Great Galveston Hurricane of September 8, 1900 – the deadliest natural disaster in US history, killing an estimated 6,000–12,000 people – devastated the city. Galveston’s response – constructing a 17-foot-tall seawall, raising the grade of the entire island, and continuing to function as a major city – is one of the most remarkable stories of urban resilience in American history. The Galveston Seawall (10 miles long) and the Strand National Historic Landmark District (Victorian commercial buildings from the pre-hurricane prosperity era) define the physical experience of Galveston today. The Moody Gardens attraction complex, the Bishop’s Palace (1893 Victorian mansion), and the Galveston Historic District draw significant tourism.
Hurricane Ike (2008) – while less deadly than 1900 – caused catastrophic damage across Galveston Island and the Bolivar Peninsula, wiping out virtually all structures on the Bolivar Peninsula and causing over $30 billion in damage regionally.
League City (population ~106,000) is the county’s largest and fastest-growing city – a rapidly expanding Houston suburb along I-45 with strong residential demand from Clear Lake NASA-area employees and Houston commuters. NASA’s Johnson Space Center is in adjacent Harris County but drives employment and residential demand throughout the Clear Lake area including League City.
Texas City (population ~47,000) is an industrial city on Galveston Bay with one of the largest petrochemical complexes in Texas – refineries, chemical plants, and port facilities define Texas City’s industrial character.
Friendswood (population ~38,000) is a residential community on the Harris-Galveston county line with consistently high school district ratings and strong property values.

The Galveston Central Appraisal District (GCAD) at 9850 Emmett F. Lowry Expressway, Texas City, TX 77591, phone 409-935-1980, appraises all property at 100% of market value.
The protest process: File by May 15 (or 30 days after notice). Coastal and bay-front properties present unique appraisal challenges – flood zone designations, elevation certificates, and post-storm depreciation all affect market value and appeal arguments.
Flood zone considerations: FEMA flood zone designations in Galveston County significantly affect insurance costs and, by extension, market value. Properties in high-risk Special Flood Hazard Areas (SFHAs) carry mandatory flood insurance requirements that add to holding costs.
Homestead exemption: Apply with GCAD. Galveston Island homesteaders qualify for the general $100,000 school tax reduction (under 2023 law), plus additional senior and disabled exemptions.
Texas has no estate tax and no inheritance tax.
OWNWELL CTA: GCAD protest deadline: May 15. Coastal and bay properties require flood zone, elevation, and post-storm market analysis. League City and Friendswood Houston metro appreciation strong. No TX estate or inheritance tax. Ownwell manages the protest with no upfront cost.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Galveston County is on the Texas Gulf Coast, part of the Houston metropolitan area, seated in Galveston. Galveston County is one of Texas’s statutory probate court counties.
Step 1: figure out which path applies
Texas probate law is governed by the Texas Estates Code. Probate jurisdiction in Texas is split between statutory probate courts (in larger metro counties, including Galveston) and county courts (in smaller counties). In Galveston County, a dedicated statutory Probate Court handles the matter.
Small Estate Affidavit (Tex. Est. Code § 205.001) – available ONLY when the decedent died WITHOUT a will (intestate), the estate (excluding homestead and exempt property) does not exceed $75,000, and assets exceed debts. At least 30 days must have passed since death. The affidavit must list every asset and debt, establish the family history showing who the heirs are, and be sworn to by the heirs and two disinterested witnesses; a judge then reviews and approves it under § 205.003.
Independent Administration – used when a will exists (or all heirs agree) and the estate has debts; minimal court supervision after the executor is appointed. This is the most common and efficient path in Texas when available.
Muniment of Title – available when a valid will exists, there are no unsecured debts (other than a mortgage), and there’s no other need for a full administration; transfers title without appointing an executor.
Dependent Administration – required for complex, contested, or disputed estates; involves ongoing court supervision and approval of most actions.
Step 2: filing for administration
The personal representative (or an interested party) files an Application for Probate of Will and Issuance of Letters Testamentary (or Letters of Administration, if intestate) with the Galveston County Clerk.
The original will (if one exists), a certified death certificate, and information about heirs and the proposed executor are included with the application.
The court holds a hearing and issues Letters Testamentary or Letters of Administration.
The personal representative publishes notice to creditors and gathers, inventories, and appraises the estate’s assets.
The personal representative pays valid debts and expenses.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed.
What it costs
Filing fees in Texas typically run $250–$400 depending on the county; confirm current Galveston County fees directly.
Texas law allows a statutory executor fee of 5% of all sums actually received and paid out in cash, with specific exceptions. The court may also approve reasonable attorney fees paid from the estate.
Small estate affidavits typically cost $600–$1,900 total when factoring in filing and related fees.
Texas does NOT impose a state estate tax or a state inheritance tax. Only the federal estate tax may apply, and only to very large estates.
