Virginia County
Louisa County, Virginia
Lake Anna and central Virginia Piedmont - from Lake Anna (one of Virginia's largest lakes, Lake Anna straddles the Louisa-Spotsylvania-Orange county borders and draws boaters, vacation homeowners, and anglers from across the region to its warm waters - the lake was created in the 1970s as a cooling reservoir for the North Anna Nuclear Power Station and has become a major central Virginia recreation destination) to Louisa County's growing residential appeal (the county's position midway between Richmond and Charlottesville along the US 33 and I-64 corridors has attracted rural residential development from commuters serving both metro areas).

Contact: (540) 967-1234 (non-emergency EOC questions, special transportation arrangements)
Alert System: CivicReady Citizen Alert – sign up via the county website, plus the Sheriff’s Office mobile app
Notes: The Local Emergency Planning Committee (LEPC) maintains dedicated non-emergency contacts and monitors North Anna Power Station information as part of its mission. Louisa County was the epicenter of the August 23, 2011 magnitude 5.8 earthquake – the largest recorded in Virginia history and, by most measures, the most widely felt earthquake in United States history, felt from Georgia to Canada. The quake caused an estimated $200-300 million in damage across the region, with Louisa County alone receiving nearly 1,500 damage reports and two county schools damaged beyond repair. The epicenter fell within the Central Virginia Seismic Zone, a recognized regional fault cluster – worth knowing given the county is also home to a nuclear power station.

BUILDING & PERMITS
Office: Louisa County Community Development – (540) 967-3430 | Fax: (540) 967-3486
Hours: Monday–Friday, 8:30 AM onward
Services: A building permit and an Agreement in Lieu of Plan are required for a single-family home; building on Lake Anna requires a special Agreement in Lieu for shoreline residential development; disturbing more than 10,000 sq ft requires a Land Disturbing Permit with erosion and sediment control plans reviewed by the Thomas Jefferson Soil & Water Conservation District, required by both the county and the Virginia Department of Conservation and Recreation
Notes: Due to regional growth, Health Department approvals (often required alongside building permits) can currently take 60 days or more – factor this into any project timeline. A standard single-family building permit typically takes a few weeks to process; response time depends heavily on how complete and accurate the plans are when first submitted. Penalties for land disturbance without a required permit can be significant.

Notes: The library’s history traces to a 1953 traveling book van, growing into a small 440-sq-ft rented storefront branch in a former barber shop by 1972, then a converted Girl Scout house by 1979, before the current building broke ground in March 1999 and opened December 1999. The library survived the August 2011 earthquake with minimal damage and, notably, provided emergency computer access to Louisa County Schools whose own buildings sustained extreme damage – 6 school computers remain in the library today for that purpose.
Parks & Recreation
PARKS & RECREATION
Key Assets: Lake Anna, one of the largest freshwater reservoirs in Virginia at roughly 13,000 acres (17 miles long, about 200 miles of shoreline), formed in 1972 when Dominion Energy (then Virginia Electric and Power Company) dammed the North Anna River to create a cooling reservoir for the North Anna Nuclear Power Station; the lake’s public “cold side” offers marinas, parks, and fishing access, and has become a major regional destination for boating, skiing, and kayaking; Lake Anna State Park, on the former site of the 1829 Goodwin Gold Mine, opened in 1983; North Anna Nuclear Generating Station itself, operational since 1978 (Unit 1) and 1980 (Unit 2), is jointly owned by Dominion Virginia Power and Old Dominion Electric Cooperative and remains an active regional power source; the historic 1905 Louisa County Courthouse, designed by architect D. Wiley Anderson, is listed on the National Register of Historic Places

NOTES
Louisa County holds a genuinely significant place in American seismic history – the epicenter of the 2011 magnitude 5.8 earthquake, the most widely felt earthquake in US history, struck here, causing tens of millions of dollars in local damage and closing county schools for weeks. The county is also home to Lake Anna, a major recreational reservoir built to cool the North Anna Nuclear Power Station, making Louisa’s geography and infrastructure genuinely intertwined with both regional energy production and a documented, real seismic risk zone. All contact information above was sourced from official county pages and federal geological sources as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Louisa Circuit Court PO Box 160, Louisa, VA 23093 (540) 967-5312
Louisa County is in Central Virginia between Charlottesville and Richmond, county seat Louisa. Virginia has NO separate probate court – probate (“qualification”) is handled entirely by the Circuit Court Clerk’s Office.
Step 1: figure out which path applies
Virginia calls the probate process “qualification” rather than “appointment,” and it happens administratively at the Circuit Court Clerk’s Office, not before a judge, unless a dispute arises.
Small Estate Affidavit (Va. Code § 64.2-601, the “Virginia Small Estate Act”) – available when the decedent’s entire personal probate estate (excluding real estate) does not exceed $75,000, at least 60 days have passed since death, and no personal representative has been appointed or has a pending application in any jurisdiction. If a will exists, it must first be admitted to probate (recorded with the Clerk) even though no executor is appointed. As of July 1, 2026, the affidavit must be filed on the statewide form (CC-1685).
Single Small Asset Release (Va. Code § 64.2-602) – any person or institution holding a single asset of $35,000 or less may release it directly to a successor once 60 days have passed since death and no personal representative has qualified, without any affidavit required at all.
Real Estate Affidavit (Form CC-1612) – if the decedent owned only real estate, this can be recorded directly in land records without full probate. Real estate generally cannot be transferred through the small estate affidavit process.
Full Qualification / Administration – the standard path for larger or more complex estates. The personal representative appears before the Clerk, takes an oath, files the will and death certificate, and typically posts a surety bond. The estate is then supervised by a Commissioner of Accounts throughout administration.
Step 2: filing for administration
The person seeking to qualify as executor or administrator brings the original will (if any) and a certified death certificate to the Louisa Circuit Court Clerk’s Office.
The Clerk reviews the will’s validity and admits it to probate.
The personal representative takes an oath and qualifies, posting a bond if required; the Clerk issues Letters Testamentary or Letters of Administration.
The Commissioner of Accounts oversees the estate going forward.
The personal representative notifies creditors, pays valid debts, and manages estate assets.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed once final accounting is approved.
What it costs
Virginia imposes a PROBATE TAX on most wills admitted to probate and grants of administration: $1 state tax + $0.33 local tax for every $1,000 of estate value. No tax is imposed on estates valued at $15,000 or less.
Filing fees for qualification vary by estate size; confirm current Louisa County fees directly.
Virginia does NOT impose a state estate tax or inheritance tax – repealed for deaths on or after July 1, 2007. Only the federal estate tax may apply, and only to very large estates.
