Virginia County
Northumberland County, Virginia
Heathsville and Northern Neck Chesapeake Bay watermen - from Northumberland County's centuries of Chesapeake Bay watermen heritage (the county's extensive shoreline along the Potomac River, Chesapeake Bay, and Coan and Wicomico rivers has supported generations of commercial watermen harvesting blue crabs, oysters, and striped bass in one of the Bay's most productive fishing grounds) to the Rice's Hotel/Hughlett's Tavern restoration (the restored 18th-century tavern complex in Heathsville is one of Virginia's most authentically preserved colonial hostelries, anchoring a small cultural arts campus that has become an unlikely destination for history and arts visitors on Virginia's Northern Neck).

Parks & Recreation
PARKS & RECREATION
Key Assets: Reedville, at the eastern end of US-360 on Cockrell’s Creek, is a genuinely remarkable maritime history site – Captain Elijah W. Reed established the first menhaden (a small oily fish) processing factory here in 1875, and by 1885 the town had 15 menhaden factories; the resulting wealth reportedly made Reedville, at times, the wealthiest town per capita in the entire United States, visible today in the Victorian-era mansions of “Millionaire’s Row” within the Reedville Historic District (78 properties, 64 contributing buildings, NRHP-listed 1984); Omega Protein continues significant menhaden fishing operations from Reedville today, one of the largest fisheries by volume on the East Coast; the Reedville Fishermen’s Museum preserves this heritage and includes two NRHP-listed historic vessels, the skipjack Claude W. Somers and deck boat Elva C.; Heathsville, the county seat, sits in the Northern Neck region – birthplace of three of the nation’s first five presidents (Washington, Madison, Monroe) – and has housed four county courthouses since the first was built in 1663; Hughlett Point Natural Area Preserve and the Northern Neck Farm Museum round out the county’s natural and rural-history attractions
Notes: Reedville remains a working fishing town, not purely a tourist destination – the menhaden fleet is a genuine, active regional industry, though recent ecological debates (osprey population impacts, bycatch concerns) have prompted public calls for stricter Bay-wide harvest caps, worth noting as a live regional policy conversation.

NOTES
Northumberland County’s Reedville is a genuinely remarkable piece of American economic history – a small fishing village that, through the 19th-century menhaden fish-oil industry, reportedly became the wealthiest town per capita in the entire United States, a legacy still visible in its preserved Victorian “Millionaire’s Row” mansions. Heathsville, the county seat, sits in the Northern Neck region that produced three of America’s first five presidents. The county’s own decision to exempt residents from uninsured ambulance bill balances is a genuinely resident-friendly local policy worth knowing about. All contact information above was sourced from official county and historical-registry pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Northumberland Circuit Court 220 Judicial Place, PO Box 217, Heathsville, VA 22473 (804) 580-3700
Northumberland County is in the Northern Neck region, one of the original 1645 Northern Neck counties, county seat Heathsville. Virginia has NO separate probate court – probate (“qualification”) is handled entirely by the Circuit Court Clerk’s Office.
Step 1: figure out which path applies
Virginia calls the probate process “qualification” rather than “appointment,” and it happens administratively at the Circuit Court Clerk’s Office, not before a judge, unless a dispute arises.
Small Estate Affidavit (Va. Code § 64.2-601, the “Virginia Small Estate Act”) – available when the decedent’s entire personal probate estate (excluding real estate) does not exceed $75,000, at least 60 days have passed since death, and no personal representative has been appointed or has a pending application in any jurisdiction. If a will exists, it must first be admitted to probate (recorded with the Clerk) even though no executor is appointed. As of July 1, 2026, the affidavit must be filed on the statewide form (CC-1685).
Single Small Asset Release (Va. Code § 64.2-602) – any person or institution holding a single asset of $35,000 or less may release it directly to a successor once 60 days have passed since death and no personal representative has qualified, without any affidavit required at all.
Real Estate Affidavit (Form CC-1612) – if the decedent owned only real estate, this can be recorded directly in land records without full probate. Real estate generally cannot be transferred through the small estate affidavit process.
Full Qualification / Administration – the standard path for larger or more complex estates. The personal representative appears before the Clerk, takes an oath, files the will and death certificate, and typically posts a surety bond. The estate is then supervised by a Commissioner of Accounts throughout administration.
Step 2: filing for administration
The person seeking to qualify as executor or administrator brings the original will (if any) and a certified death certificate to the Northumberland Circuit Court Clerk’s Office.
The Clerk reviews the will’s validity and admits it to probate.
The personal representative takes an oath and qualifies, posting a bond if required; the Clerk issues Letters Testamentary or Letters of Administration.
The Commissioner of Accounts oversees the estate going forward.
The personal representative notifies creditors, pays valid debts, and manages estate assets.
Remaining assets are distributed to beneficiaries or heirs, and the estate is closed once final accounting is approved.
What it costs
Virginia imposes a PROBATE TAX on most wills admitted to probate and grants of administration: $1 state tax + $0.33 local tax for every $1,000 of estate value. No tax is imposed on estates valued at $15,000 or less.
Filing fees for qualification vary by estate size; confirm current Northumberland County fees directly.
Virginia does NOT impose a state estate tax or inheritance tax – repealed for deaths on or after July 1, 2007. Only the federal estate tax may apply, and only to very large estates.
