The office’s most recent full Emergency Operations Center activation was for a 2023 Hanford tunnel collapse – a real, specific incident illustrating the office’s scope. Residents can sign up for emergency alerts via CodeRED or by texting FCREADY to 888777.

Parks & Recreation
PARKS & RECREATION
Key Assets: Franklin County holds genuine Lewis and Clark Expedition history – the expedition camped at the confluence of the Snake and Columbia Rivers in the Pasco area on October 16, 1805, a site now preserved as the 267-acre Sacajawea State Park & Interpretive Center; the Sacajawea Heritage Trail, a recreational and educational hiking loop, encircles the Tri-Cities Metropolitan Area; the Franklin County Historical Society & Museum, housed in a 1911 Carnegie library building (one of roughly 2,500 Carnegie libraries built worldwide) in Pasco, documents everything from paleontology to Native American history to the growth of rail, river, and aviation industries in the region; in 1884, the Northern Pacific Railroad completed a bridge across the Snake River at Ainsworth (the Columbia-Snake confluence), directly connecting the transcontinental railroad to Portland, Oregon and ultimately Tacoma; Pasco briefly and unsuccessfully bid to become Washington State’s capital in 1889; McNary National Wildlife Refuge, over 15,000 acres on the Columbia’s east bank, protects more than 200 bird species; the county’s economy grew rapidly during World War II due to the neighboring Hanford Nuclear Reservation’s Manhattan Project activity
Notes: The Lewis and Clark campsite at Sacajawea State Park is a genuinely precise, historically documented location – the expedition’s exact 1805 camp date and site are well established, not tourism approximation.

Services: Facility designed with capacity to house up to 60 dogs and 90 cats
Notes: IMPORTANT – this is a genuinely recent operational transition worth confirming directly: the Benton-Franklin Humane Society stepped in temporarily to care for animals after a previous operator’s abrupt departure, then transitioned the role to the City of Pasco as the sole operator (as of August 2023). The city has since worked to improve operations, including partnering with veterinary hospitals and ensuring animals are spayed/neutered before adoption. For rural, unincorporated Franklin County areas outside Pasco, confirm current animal control arrangements directly, as coverage may differ from the city facility.

NOTES
Franklin County holds genuine, precisely documented Lewis and Clark Expedition history at Sacajawea State Park, where the expedition camped on October 16, 1805 at the confluence of the Snake and Columbia Rivers. The county’s animal shelter situation has undergone real, recent change – the City of Pasco became the sole shelter operator in August 2023 after a prior operator’s abrupt departure – worth confirming directly given how recently this settled. All contact information above was sourced from official county, library, and news pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Franklin County
Franklin County has been one of Washington’s fastest-growing counties for most of the past two decades, and the growth driver is agriculture – specifically the conversion of Columbia Basin desert land to irrigated agriculture through the Columbia Basin Project, one of the largest federal irrigation projects in American history. The project’s water delivery system, built from the 1940s through the 1980s, transformed Franklin County’s landscape from sagebrush steppe to one of the most productive agricultural regions in the Pacific Northwest, growing potatoes, onions, wheat, corn, hops, grapes, and specialty crops.
The agricultural workforce that operates and harvests these crops is predominantly Latino – Franklin County has one of the highest percentages of Hispanic residents of any Washington county, a community whose contributions to the Columbia Basin economy are foundational. Pasco has grown from a Hanford-era railroad town into a significant city in its own right, and the Pasco Processing Center and numerous food processing and cold storage operations connect the agricultural economy to national distribution chains. The Columbia Basin Wine Trail includes Franklin County vineyards producing Merlot and Cabernet under the Columbia Valley AVA. Franklin County’s economic growth story is essentially the immigration-driven labor story of American agriculture told in a Pacific Northwest basin.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Franklin County Superior Court 1016 North 4th Avenue, Pasco, WA 99301
Franklin County is in South Central Washington’s Tri-Cities region, county seat Pasco. Washington has NO separate probate court and has NOT adopted the Uniform Probate Code – probate is handled through the Superior Court in each county, under Title 11 RCW.
Step 1: figure out which path applies
Washington probate is entirely discretionary – the law does not require a probate proceeding to be filed after a death, regardless of whether there was a will. Probate is typically pursued only when the decedent owned real property titled solely in their name, or personal property exceeding the small estate threshold.
Small Estate Affidavit (RCW 11.62.010) – available when the decedent’s entire probate estate does not exceed $100,000 (personal property only, not counting the surviving spouse’s community property interest), and at least 40 days have passed since death. No court filing is required – the successor presents the sworn affidavit directly to whoever holds the asset. All debts must be paid or provided for first.
Nonintervention Powers (RCW 11.68) – Washington’s signature alternative to full court-supervised probate. If the estate is solvent, the Superior Court MUST grant the personal representative nonintervention powers upon request (unless the will specifically forbids it). Once granted, the representative can sell, mortgage, and distribute estate property, and ultimately close the estate by filing a Declaration of Completion – all without further court orders, notice to beneficiaries, or hearings.
Full/Supervised Administration – required only when nonintervention powers are denied or not sought, typically in contested or insolvent estates.
TEDRA (Trust and Estate Dispute Resolution Act, RCW 11.96A) – Washington’s framework for resolving probate, trust, and estate disputes.
Step 2: filing for administration
The person seeking to serve as personal representative files a petition with the Franklin County Superior Court Clerk’s Office, along with the original will (if any) and a certified death certificate.
The court appoints the personal representative and issues Letters Testamentary (with a will) or Letters of Administration (without one).
The personal representative petitions for nonintervention powers, which the court must grant if the estate is solvent (unless the will forbids it).
Once granted, the representative pays debts, manages and distributes property, and notifies creditors, without further court supervision.
The estate is closed by filing a Declaration of Completion.
What it costs
Filing fees and probate costs vary by estate complexity; confirm current Franklin County Superior Court fees directly.
Washington HAS a state estate tax, separate from any small estate affidavit or nonintervention process. For deaths on or after July 1, 2026, the applicable exclusion amount is $3,000,000 (RCW 83.100.020), with rates from 10% to 20%. There is NO portability between spouses.
The federal estate tax exemption is far higher, at $15,000,000 for a 2026 death.
