BUILDING & PERMITS
Office: Lincoln County Building Division (Public Works) – 27234 SR 25 N, Davenport, WA 99122 | (509) 725-7911 | Technical inquiries: call or text (509) 721-0539
Services: Recently transitioned to an online permitting process with credit card payment accepted
Notes: A genuinely notable operational limitation worth knowing directly – the county has only ONE building inspector, so inspections may take over a week to schedule; the office makes every effort to fit inspections in within 2 business days on a first-come, first-served basis, but out-of-town applicants are strongly encouraged to make an appointment since the inspector is frequently out in the field. An additional $50+ fee may apply for excessive repeat inspections. A confirmation letter from a public water system or a well log is required for septic permits, and proof of septic permit approval must be submitted before a residential building permit can be issued. Garbage/waste service planning is required when subdividing or building – it is not automatic in rural areas. Confirm whether your property is under county or City of Davenport jurisdiction, as Davenport contracts building services separately through Northwest Code Professionals, (509) 725-4352.

Parks & Recreation
PARKS & RECREATION
Key Assets: Lincoln County is genuinely, verifiably the SECOND-LARGEST wheat-producing county in the entire United States (behind only neighboring Whitman County, WA), sometimes producing 25 million bushels a year despite only about 500,000 of its 900,000 farmland acres being planted in any given year – a necessity given the region’s low 12-inch annual precipitation and the common practice of harvesting one crop every two years to preserve soil moisture; Fort Spokane, a former U.S. Army frontier outpost built in 1880 at the confluence of the Columbia and Spokane Rivers, was historically used to separate the Colville and Spokane tribes’ reservations from the newly established city of Spokane – the fort was last used in 1929 and is now listed on the National Register of Historic Places, incorporated into the Lake Roosevelt National Recreation Area; the county was created from Whitman County on November 24, 1883, named for Abraham Lincoln; the Lincoln County Historical Museum in Davenport and the Odessa Historical Museum preserve local agricultural and settlement history
Notes: The “2nd-largest wheat-producing county in the US” distinction is a genuinely verifiable agricultural fact, not marketing language.

Animal Services
ANIMAL SERVICES
Enforcement: Given Lincoln County’s small, rural population, animal control matters are likely handled directly through the Lincoln County Sheriff’s Office – confirm current contact directly
Notes: A standalone, dedicated Lincoln County animal shelter facility was not confirmed in available sources. This is genuinely a rural county without a clearly established public shelter – residents should confirm current animal control and shelter arrangements directly with the Sheriff’s Office rather than assuming a facility exists.
Environmental & Waste
ENVIRONMENTAL / WASTE MANAGEMENT
Environmental Complaints: Washington State Department of Ecology – ecology.wa.gov
Notes: Contact Lincoln County Public Works directly for current refuse collection and recycling program details, noting that garbage service is not automatic in rural parts of the county and must be arranged separately when building or subdividing.
NOTES
Lincoln County is a genuinely major agricultural powerhouse – the second-largest wheat-producing county in the entire United States, sustained through careful dryland farming practices given the region’s low rainfall. The county’s building department operates with genuinely limited capacity (a single inspector), and no standalone public animal shelter was confirmed – both worth knowing directly before assuming standard urban-county service levels apply. All contact information above was sourced from official county and historical pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Lincoln County
Lincoln County is northeast Washington’s Palouse wheat and Lake Roosevelt recreation county – the dryland wheat farming on the Columbia Plateau and the reservoir’s extensive recreation shoreline define a county where Davenport serves the surrounding agricultural communities between Spokane and Grand Coulee Dam.
Davenport (the county seat, population ~1,700) is Lincoln County’s governmental hub on US 2, a northeast Washington agricultural community whose wheat farming economy, Lake Roosevelt access, and courthouse anchor its identity.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Lincoln County Superior Court 450 Logan Street, PO Box 396, Davenport, WA 99122 (509) 725-3081
Lincoln County is in Eastern Washington’s Channeled Scablands region, county seat Davenport. Washington has NO separate probate court and has NOT adopted the Uniform Probate Code – probate is handled through the Superior Court in each county, under Title 11 RCW.
Step 1: figure out which path applies
Washington probate is entirely discretionary – the law does not require a probate proceeding to be filed after a death, regardless of whether there was a will. Probate is typically pursued only when the decedent owned real property titled solely in their name, or personal property exceeding the small estate threshold.
Small Estate Affidavit (RCW 11.62.010) – available when the decedent’s entire probate estate does not exceed $100,000 (personal property only, not counting the surviving spouse’s community property interest), and at least 40 days have passed since death. No court filing is required – the successor presents the sworn affidavit directly to whoever holds the asset. All debts must be paid or provided for first.
Nonintervention Powers (RCW 11.68) – Washington’s signature alternative to full court-supervised probate. If the estate is solvent, the Superior Court MUST grant the personal representative nonintervention powers upon request (unless the will specifically forbids it). Once granted, the representative can sell, mortgage, and distribute estate property, and ultimately close the estate by filing a Declaration of Completion – all without further court orders, notice to beneficiaries, or hearings.
Full/Supervised Administration – required only when nonintervention powers are denied or not sought, typically in contested or insolvent estates.
TEDRA (Trust and Estate Dispute Resolution Act, RCW 11.96A) – Washington’s framework for resolving probate, trust, and estate disputes.
Step 2: filing for administration
The person seeking to serve as personal representative files a petition with the Lincoln County Superior Court Clerk’s Office, along with the original will (if any) and a certified death certificate.
The court appoints the personal representative and issues Letters Testamentary (with a will) or Letters of Administration (without one).
The personal representative petitions for nonintervention powers, which the court must grant if the estate is solvent (unless the will forbids it).
Once granted, the representative pays debts, manages and distributes property, and notifies creditors, without further court supervision.
The estate is closed by filing a Declaration of Completion.
What it costs
Filing fees and probate costs vary by estate complexity; confirm current Lincoln County Superior Court fees directly.
Washington HAS a state estate tax, separate from any small estate affidavit or nonintervention process. For deaths on or after July 1, 2026, the applicable exclusion amount is $3,000,000 (RCW 83.100.020), with rates from 10% to 20%. There is NO portability between spouses.
The federal estate tax exemption is far higher, at $15,000,000 for a 2026 death.
