Pend Oreille County, Washington
Washington's most isolated corner county — from Newport's Idaho border crossing at the Pend Oreille River to Metaline Falls' Box Canyon Dam and the Selkirk Mountains' grizzly bear country, the Colville Indian Reservation's eastern reaches, and one of Washington's most remote counties where the Pend Oreille River winds north toward Canada through unbroken forest.

Key Assets: Pend Oreille County genuinely holds the distinction of being the LAST of Washington’s 39 counties to be established, formed March 1, 1911 (carved from Stevens County), named for the Pend d’Oreille people, a Salish-speaking tribe indigenous to the river valley; the region is the ancestral homeland of the Kalispel Tribe of Indians, who lived a semi-nomadic life centered on the Pend Oreille River, subsisting on salmon, camas root, and wild game – the Kalispel Reservation near Usk is genuinely the smallest reservation in the entire state of Washington; North West Company explorer David Thompson made the first extensive European exploration and mapping of the area in 1809, establishing the Kullyspell House trading post near present-day Cusick; steamboat service operated on the Pend Oreille River from 1888 for more than three decades, though passage beyond Box Canyon remained impossible until 1899, when the channel was widened enough for limited rapids navigation – Elmer “Cap” Arnold was reportedly the only known captain regularly skilled enough to run the Box Canyon route; a late-1850s gold discovery near Metaline drove the first substantial non-Native settlement, followed by a significant 20th-century lead-zinc mining boom centered on Metaline and Metaline Falls; today the county contains two national forests plus a portion of the Little Pend Oreille National Wildlife Refuge (established 1939), the only mountainous mixed-conifer-forest refuge outside Alaska and the largest refuge in Washington state, home to elk, black bears, timber wolves, cougars, and moose
Notes: Pend Oreille County’s status as the last-established of Washington’s 39 counties and the presence of the state’s smallest Indian reservation are both genuinely, independently verifiable historical facts.

NOTES
Pend Oreille County holds a genuinely unique place in Washington’s administrative history – the last of the state’s 39 counties to be established (1911) and home to the smallest Indian reservation in Washington state (the Kalispel Reservation near Usk). The county’s building permit process includes an important tribal-jurisdiction distinction for the Kalispel Reservation, worth confirming directly for any property in that area. All contact information above was sourced from official county, library, and heritage pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Pend Oreille County
Pend Oreille County is Washington’s far northeast corner and Pend Oreille River timber and recreation county – the glacially carved river valley with exceptional fishing and the Colville National Forest’s vast mixed conifer landscape define a remote county where Newport serves the surrounding timber and recreation communities near Idaho and Canada.
Newport (the county seat, population ~2,100) is Pend Oreille County’s governmental hub on US 2 at the Idaho border, a northeast Washington community whose Pend Oreille River access, Colville National Forest, and timber economy anchor its identity.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Pend Oreille County Superior Court 229 South Garden Avenue, PO Box 5020, Newport, WA 99156 (509) 684-7527 / Clerk fax (509) 447-2734
Pend Oreille County was founded March 1, 1911, named for the Pend d’Oreilles people, in the northeast corner of Washington along the Canadian border, county seat Newport. Washington has NO separate probate court and has NOT adopted the Uniform Probate Code – probate is handled through the Superior Court in each county, under Title 11 RCW. Pend Oreille’s Superior Court, District Court, Juvenile Office, and Prosecutor’s Office are all housed together in the county’s Hall of Justice.
Step 1: figure out which path applies
Washington probate is entirely discretionary – the law does not require a probate proceeding to be filed after a death, regardless of whether there was a will. Probate is typically pursued only when the decedent owned real property titled solely in their name, or personal property exceeding the small estate threshold.
Small Estate Affidavit (RCW 11.62.010) – available when the decedent’s entire probate estate does not exceed $100,000 (personal property only, not counting the surviving spouse’s community property interest), and at least 40 days have passed since death. No court filing is required – the successor presents the sworn affidavit directly to whoever holds the asset. All debts must be paid or provided for first.
Nonintervention Powers (RCW 11.68) – Washington’s signature alternative to full court-supervised probate. If the estate is solvent, the Superior Court MUST grant the personal representative nonintervention powers upon request (unless the will specifically forbids it). Once granted, the representative can sell, mortgage, and distribute estate property, and ultimately close the estate by filing a Declaration of Completion – all without further court orders, notice to beneficiaries, or hearings.
Full/Supervised Administration – required only when nonintervention powers are denied or not sought, typically in contested or insolvent estates.
TEDRA (Trust and Estate Dispute Resolution Act, RCW 11.96A) – Washington’s framework for resolving probate, trust, and estate disputes.
Step 2: filing for administration
The person seeking to serve as personal representative files a petition with the Pend Oreille County Superior Court Clerk’s Office at the Hall of Justice, along with the original will (if any) and a certified death certificate.
The court appoints the personal representative and issues Letters Testamentary (with a will) or Letters of Administration (without one).
The personal representative petitions for nonintervention powers, which the court must grant if the estate is solvent (unless the will forbids it).
Once granted, the representative pays debts, manages and distributes property, and notifies creditors, without further court supervision.
The estate is closed by filing a Declaration of Completion.
What it costs
Filing fees and probate costs vary by estate complexity; confirm current Pend Oreille County Superior Court fees directly.
Washington HAS a state estate tax, separate from any small estate affidavit or nonintervention process. For deaths on or after July 1, 2026, the applicable exclusion amount is $3,000,000 (RCW 83.100.020), with rates from 10% to 20%. There is NO portability between spouses.
The federal estate tax exemption is far higher, at $15,000,000 for a 2026 death.
