Office: San Juan County Department of Emergency Management – 96 2nd Street, Friday Harbor, WA 98250 | Director (Friday Harbor), (360) 370-7612; Assistant Director (Orcas Island), (360) 370-0587
Notes: San Juan County Fire Marshal’s Office, 135 Rhone Street, Friday Harbor, (360) 378-3473. Given the island geography, the county maintains separate fire/rescue districts per island: Lopez Island Fire & Rescue (District #4), Orcas Island Fire & Rescue (District #2), San Juan Island Fire & Rescue (District #3), plus San Juan Island EMS.
Roads & Utilities
ROADS & TRANSPORTATION
Roads: County roads connect towns within each island; no bridges connect the islands to each other or the mainland
Transit: Washington State Ferries provide the primary inter-island and mainland transportation link, departing from Anacortes; San Juan Transit provides local bus service on San Juan Island
Business & Permits
BUILDING & PERMITS
Office: San Juan County Community Development & Planning – 135 Rhone Street, P.O. Box 947, Friday Harbor, WA 98250 | (360) 378-2354 or (360) 378-2116 | Fax: (360) 378-3922 | Hours: Monday–Friday 8 AM–4:30 PM
Services: All building permit applications must be submitted via the SJC Permit Center – paper plans/applications are NOT accepted; permit holders are responsible for renewing their permit each year on its issue date or risk revocation
Notes: Washington State law (RCW 19.27.095) requires all building permit applications to include the name/address/phone of the lender administering construction financing, if any, or the bonding firm’s information. Sewage disposal system and water availability applications must be submitted separately, directly to Health & Community Services, PO Box 607, Friday Harbor, WA 98250. Confirm whether your property falls under county or Town of Friday Harbor jurisdiction, as Friday Harbor maintains its own separate building division (which does NOT issue electrical permits – those route through WA State Department of Labor & Industries), [email protected] or (360) 378-2810 ext. 248.
Veterans Services
VETERANS SERVICES
State VSO: Washington State Department of Veterans Affairs – dva.wa.gov (statewide office locator for the nearest County Veterans Service Officer)
Notes: Confirm current local point of contact directly with dva.wa.gov.
Libraries
LIBRARIES
System: Each island maintains its own independent library – San Juan Island Library in Friday Harbor (offers programs for children, teens, and adults, supported by Friends of the Library); separate libraries likely serve Orcas Island and Lopez Island as well
Notes: Confirm current hours and specific branch details directly per island, as San Juan County libraries are NOT part of one unified regional system the way many mainland Washington counties are.
Parks & Recreation
PARKS & RECREATION
Key Assets: San Juan County is genuinely one of the best places in the entire United States to see wild orcas – the islands sit within the Southern Resident Killer Whales’ federally designated critical habitat and summer feeding/socializing grounds, with the Southern Resident population listed as endangered since 2005; over 500,000 people go whale watching annually in the waters around the San Juan Islands; as of January 1, 2025, Washington law (RCW 77.15.740) requires all vessels – commercial, recreational, ferries, kayaks, paddleboards – to stay 1,000 yards from Southern Resident Killer Whales; The Whale Museum in Friday Harbor houses the skeleton of orca Sooke (L-112) and offers extensive marine mammal education; Lime Kiln State Park on San Juan Island is historically nicknamed “Whale Watch Park” for its prime shore-based orca viewing; the San Juan Islands National Wildlife Refuge, established 1976, comprises 83 small uninhabited islands totaling roughly 454 acres scattered across the archipelago; Moran State Park on Orcas Island spans 5,252 acres with 5 freshwater lakes and 38 miles of trails around Mt. Constitution; the Orcas Island Historical Museum is the island’s only object-based interpretive heritage facility, with roughly 6,000 items in its collection; drones are prohibited on all public lands and waters in San Juan County, including state parks, San Juan Island National Historical Park, Land Bank preserves, and the National Monument
Notes: The county’s status as prime Southern Resident orca habitat, and the associated federal/state protections, are genuinely significant, current, and legally binding facts – not tourism marketing.

Animal Services
ANIMAL SERVICES
Facility: Animal Protection Society – Friday Harbor (APS-FH) – founded 1982, PO Box 2478, Friday Harbor, WA 98250 | (360) 378-2158
Services: A private 501(c)(3) nonprofit serving San Juan Island specifically, following Association of Shelter Veterinarians standards of care; adopts roughly 200-400 dogs and cats annually; partners directly with the local Sheriff’s Department to provide animal control, return-to-owner, and dog licensing services on San Juan Island; funds itself through the Treasure Hounds thrift shop at 365-C Spring Street plus community donations – receives NO county, state, or federal support except a small portion of county dog license fee revenue
Notes: IMPORTANT – animal welfare services are organized SEPARATELY per island: Eastsound Animal Control serves the Orcas Island area, (360) 376-6777; Lopez Animal Protection Society serves Lopez Island, (360) 468-2591. Confirm which island-specific organization applies before directing a resident, as APS-FH’s coverage is limited to San Juan Island itself, not the county as a whole.
Environmental & Waste
ENVIRONMENTAL / WASTE MANAGEMENT
Environmental Complaints: Washington State Department of Ecology – ecology.wa.gov
Notes: Contact San Juan County Public Works directly for current refuse collection and recycling program details, which may vary by island given the archipelago’s logistics.
NOTES
San Juan County holds genuine ecological and conservation significance as one of the premier places in the United States to observe wild Southern Resident orcas, subject to real, current legal protections (a 1,000-yard vessel approach limit effective January 2025). Given the county’s island geography, nearly every service – from libraries to animal control to fire districts – is organized separately per island rather than as one unified countywide system, making it essential to confirm which specific island (San Juan, Orcas, or Lopez) applies before directing anyone to a resource. All contact information above was sourced from official county, town, and shelter pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About San Juan County
San Juan County is Washington’s orca whale and Pig War island county – the only whale watch park in the world where orcas are seen reliably from land and the bloodless 1859 boundary dispute that ended with joint British-American occupation define a ferry-access archipelago of extraordinary natural beauty and historical character.
Friday Harbor (the county seat, population ~2,500) is San Juan County’s governmental hub on San Juan Island, the ferry hub and commercial center of the Washington archipelago whose orca watching, Pig War history, and island community character attract visitors from around the world.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
San Juan County Superior Court 350 Court Street, Suite 7, Friday Harbor, WA 98250 (360) 378-2399
San Juan County is made up entirely of the San Juan Islands in the northern Puget Sound, Washington’s only county with no mainland territory, county seat Friday Harbor. Washington has NO separate probate court and has NOT adopted the Uniform Probate Code – probate is handled through the Superior Court in each county, under Title 11 RCW.
Step 1: figure out which path applies
Washington probate is entirely discretionary – the law does not require a probate proceeding to be filed after a death, regardless of whether there was a will. Probate is typically pursued only when the decedent owned real property titled solely in their name, or personal property exceeding the small estate threshold.
Small Estate Affidavit (RCW 11.62.010) – available when the decedent’s entire probate estate does not exceed $100,000 (personal property only, not counting the surviving spouse’s community property interest), and at least 40 days have passed since death. No court filing is required – the successor presents the sworn affidavit directly to whoever holds the asset. All debts must be paid or provided for first.
Nonintervention Powers (RCW 11.68) – Washington’s signature alternative to full court-supervised probate. If the estate is solvent, the Superior Court MUST grant the personal representative nonintervention powers upon request (unless the will specifically forbids it). Once granted, the representative can sell, mortgage, and distribute estate property, and ultimately close the estate by filing a Declaration of Completion – all without further court orders, notice to beneficiaries, or hearings.
Full/Supervised Administration – required only when nonintervention powers are denied or not sought, typically in contested or insolvent estates.
TEDRA (Trust and Estate Dispute Resolution Act, RCW 11.96A) – Washington’s framework for resolving probate, trust, and estate disputes.
Step 2: filing for administration
The person seeking to serve as personal representative files a petition with the San Juan County Superior Court Clerk’s Office, along with the original will (if any) and a certified death certificate.
The court appoints the personal representative and issues Letters Testamentary (with a will) or Letters of Administration (without one).
The personal representative petitions for nonintervention powers, which the court must grant if the estate is solvent (unless the will forbids it).
Once granted, the representative pays debts, manages and distributes property, and notifies creditors, without further court supervision.
The estate is closed by filing a Declaration of Completion.
What it costs
Filing fees and probate costs vary by estate complexity; confirm current San Juan County Superior Court fees directly.
Washington HAS a state estate tax, separate from any small estate affidavit or nonintervention process. For deaths on or after July 1, 2026, the applicable exclusion amount is $3,000,000 (RCW 83.100.020), with rates from 10% to 20%. There is NO portability between spouses.
The federal estate tax exemption is far higher, at $15,000,000 for a 2026 death.
