West Virginia County
Wyoming County, West Virginia
Wyoming County's coalfield heritage and the Hatfield-McCoy Trail System - from Wyoming County's deep bituminous coal heritage (the county's Guyandotte River watershed coalfields produced enormous quantities of high-quality coal through the 20th century, shaping a working-class community culture of union solidarity, company towns, and coal camp life) to the Hatfield-McCoy Trail System's Wyoming County network (hundreds of miles of ATV and off-road trails through the reclaimed coalfield mountains have created a recreation tourism economy providing new employment as traditional coal jobs decline).

Parks & Recreation
PARKS & RECREATION
Key Assets: Wyoming County, created in 1850 from Logan County and named for the Delaware/Lenape phrase (variously rendered “maugh-wau-wa-ma”) meaning “large plains” or “mountains and valleys, alternating,” is genuinely one of the most mountainous counties in the Cumberland Mountains region of southern WV, historically anchored by coal mining; the county is home to TWIN FALLS RESORT STATE PARK, a 3,776-acre park between Mullens and Pineville, built on land donated by the Western Pocahontas Corporation and Pocahontas Land Corporation in 1964 – named for its two namesake waterfalls, Foley Falls (or Marsh Fork Falls) and Black Fork Falls, located about a quarter-to-half mile apart on the Marsh and Black Forks of Cabin Creek; development began in the mid-1960s, with a nine-hole golf course opening in fall 1967 (later expanded to 18 holes) and cabins/pool/lodge with restaurant opening spring 1970; the park’s Bowers Ridge Pioneer Farm is a genuinely restored, still-operating 1830s mountain homestead, including the reconstructed 1835 Bower cabin, deliberately preserved by the park superintendent during development rather than demolished with other old homesteads; a real Super Outbreak tornado swept through the park in the early hours of April 3, 1974, downing many trees; the park’s thriving deer population roams its roughly 4,000 wooded acres; the Wyoming County Courthouse and Jail in Pineville (1916, Classical Revival, architects A.F. Wysong and D.J. Phipps), featuring an unusually large courthouse with a massive pediment adjoining a stone jail, is listed on the National Register of Historic Places
Notes: Twin Falls Resort State Park’s genuine 1830s restored pioneer homestead and its real, documented brush with the historic April 1974 Super Outbreak tornado event are both distinctive, verifiable local facts.

NOTES
Wyoming County closes out this West Virginia project on a genuinely scenic note – Twin Falls Resort State Park’s real 1830s pioneer homestead and twin waterfalls anchor a deep Appalachian coal-heritage county now increasingly built around outdoor recreation, including a real stretch of the Hatfield-McCoy Trail system. All contact information above was sourced from official county, park, and shelter pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Wyoming County
Wyoming County is southern West Virginia’s coalfield and ATV trail county – a Guyandotte River headwaters community navigating the transition from coal dependence to recreation tourism through the Hatfield-McCoy Trail System.
Pineville (the county seat, population ~600) is one of West Virginia’s smaller county seats – a compact courthouse community serving a dispersed coalfield population in the Guyandotte River watershed.
The Hatfield-McCoy Trail System’s Wyoming County trails – winding through reclaimed surface mine land and forested mountain terrain – have brought ATV enthusiasts and their spending to communities that have seen coal employment collapse. The trail system represents West Virginia’s most ambitious effort to replace coal tourism with outdoor recreation tourism.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Wyoming County Clerk’s Office (Probate/Fiduciary Supervisor) PO Box 309, Pineville, WV 24874
Wyoming County is in Southern West Virginia coal country, county seat Pineville. West Virginia has NO separate probate court and has NOT adopted the Uniform Probate Code. Probate is handled administratively through the COUNTY COMMISSION, via the elected COUNTY CLERK (clerk of the county commission) and that office’s FIDUCIARY SUPERVISOR – not through the Circuit Court, which handles only contested or referred matters. Wyoming shares its Family Court circuit with neighboring Raleigh County.
Step 1: figure out which path applies
West Virginia’s probate framework runs under Chapter 44 of the West Virginia Code, administered locally at the county commission level rather than in a court of record.
West Virginia Small Estate Act (W. Va. Code §44-1A) – available when the decedent’s ENTIRE personal probate estate does not exceed $50,000 in “small assets,” AND the decedent owned no interest in real property at all. As of a July 9, 2025 change in the law, real estate provisions were removed from the Small Estate Act entirely – any estate involving real property, of any value, can no longer use this affidavit process. If the affiant is the nominated personal representative under a will, the affidavit can be filed 30 days after death; otherwise, 60 days must pass. No personal representative may be pending or appointed in any jurisdiction. Note: this is a coal-and-mineral-producing county – severed mineral and coal interests are real property, generally taking an estate out of small-estate eligibility.
Full/Standard Administration – required whenever real property is involved, or the estate exceeds $50,000 in personal property. The executor (with a will) or administrator (without one) qualifies before the County Clerk, receives Letters Testamentary or Letters of Administration, files an appraisement within 90 days of qualification, and settles the estate through the Fiduciary Supervisor or, for complex or contested matters, a court-appointed Fiduciary Commissioner.
Only if a genuine dispute arises – a will contest, or disagreement over appointment – does the matter go before the County Commission for a hearing, or in some cases the Circuit Court.
Step 2: filing for administration
The person seeking to serve as executor or administrator brings the original will (if any) and a certified death certificate to the Wyoming County Clerk’s Office to qualify.
The Clerk issues Letters Testamentary or Letters of Administration; a corporate surety bond is typically required unless waived by the will or by agreement of all beneficiaries (with no debts).
The personal representative files an appraisement of the estate’s assets, generally within 90 days of qualification.
Notice to creditors must be published; once an appraisement is filed, the County Clerk must publish notice within 30 days (or within 120 days of qualification if no appraisement is filed).
The estate is settled through the Fiduciary Supervisor’s review, or referred to a Fiduciary Commissioner if complex or contested, culminating in a final settlement and accounting.
What it costs
Court filing fees to qualify as executor or administrator generally range from about $44 to $56, depending on whether there is a will.
West Virginia sets statutory executor commissions based on estate value: 5% on the first $100,000, 4% on the next $300,000, 3% on the next $400,000, and 2% on amounts above that.
Attorney fees for straightforward estates commonly range from $2,500-$5,000, and $5,000-$10,000+ for complex or contested cases; add bond premiums, newspaper publication fees, and appraisal/recording fees.
West Virginia does NOT impose a state estate tax or inheritance tax. Only the federal estate tax may apply, and only to estates above the federal exemption (roughly $15 million for a 2026 death).
