Parks & Recreation
PARKS & RECREATION
Key Assets: Polk County is home to INTERSTATE STATE PARK near St. Croix Falls, WISCONSIN’S OLDEST STATE PARK, with a documented history dating back to 1900 (some sources cite 1895 for the founding commission); it holds the additional distinction of being the FIRST STATE PARK IN THE UNITED STATES TO SPAN TWO STATES, sharing the dramatic Dalles of the St. Croix River gorge with a sister park in Taylors Falls, Minnesota, with the two parks operated separately by their respective state DNRs; the gorge itself preserves genuinely ancient geology – basaltic lava that flowed over a billion years ago forms the black rock along the river, with later marine deposits creating visible fossils; the park’s Ice Age Interpretive Center explores Wisconsin’s glacial history, and Depression-era Civilian Conservation Corps-built stone structures (bathhouses, shelters) in the “National Park Service Rustic” style remain in active use today; separately, the village of Luck, WI, within Polk County, was once genuinely known as the “YO-YO CAPITAL OF THE WORLD,” a history preserved at the Luck Library and Museum; Balsam Lake, the county seat, sits beside the county’s largest lake of the same name (2,054 acres, 65 miles of shoreline), whose original Ojibwe name, “Innenehinduc,” meant “place of the evergreen”
Notes: Interstate State Park’s genuine, well-documented status as both Wisconsin’s oldest state park and America’s first two-state park is an extraordinary and verifiable piece of state park history.

Animal Services
ANIMAL SERVICES
Facility: Arnell Memorial Humane Society (AMHS) – Amery, WI (southern Polk County, near Hwy 8/64 and I-94)
Services: A genuinely touching origin story – founded in 1995 by concerned citizens after Roy Arnell, a Balsam Lake farmer known locally for walking through town with a chicken on his shoulder, and his wife Hazel left their estate to fund animal care and protection; the permanent shelter building was completed in 2000, and AMHS today serves as the official HOLDING FACILITY FOR POLK COUNTY under contract, funded through donations, fundraising, adoption fees, and county compensation
Notes: To surrender a pet, contact the shelter 2-4 weeks in advance to arrange it. Pet licensing in Polk County is handled through individual town/village clerks rather than the shelter directly – confirm your local municipal clerk for licensing.
Notes: Contact Polk County directly for current refuse collection and recycling program details.
NOTES
Polk County’s Interstate State Park holds a genuinely remarkable double distinction as both Wisconsin’s oldest state park and the first state park in America to span two states. The Arnell Memorial Humane Society’s founding story – built on the generosity of a beloved local farmer and his wife – reflects the kind of small-town heart that runs through much of the county’s history. All contact information above was sourced from official county, city, library, and shelter pages as of this writing; phone numbers and hours should be reconfirmed directly with the relevant office before a visit.
About Polk County
Polk County’s position on the Minnesota border – with the St. Croix National Scenic Riverway as its western edge and more than 120 lakes in its interior – has made it a classic Wisconsin vacation and retirement destination for Twin Cities residents. The seasonal population swells significantly in summer; the year-round population sustains itself on agriculture (dairy, grain), some manufacturing, and the service economy supporting the cabin and tourism trade.
Osceola, on the St. Croix River bluffs, is a particularly scenic small city with a waterfall (Cascade Falls) and historic downtown that attracts visitors from both Wisconsin and Minnesota. The Apple River corridor, with its popular inner-tube float, draws thousands of visitors each summer in one of the more distinctive Wisconsin outdoor recreation traditions. St. Croix Falls provides access to the Interstate State Park – the oldest state park in Wisconsin, shared with Minnesota across the river – where the St. Croix River’s basalt potholes and gorge are genuinely spectacular.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Polk County Register in Probate 1005 West Main Street, Suite 500, Balsam Lake, WI 54810 (715) 485-9238
Polk County is in Northwest Wisconsin along the Minnesota border, county seat Balsam Lake. Wisconsin has NOT adopted the Uniform Probate Code and has NO separate probate court – probate is handled by the CIRCUIT COURT (Probate Division) for the county where the decedent lived, administered day-to-day by that county’s REGISTER IN PROBATE. Wisconsin runs two main tracks: FORMAL administration, supervised directly by a circuit court judge, and INFORMAL administration, supervised by the Register in Probate without continuous judicial oversight. Informal administration is the default path for most straightforward estates.
Step 1: figure out which path applies
Wisconsin Statutes Chapters 851 through 882 govern probate. Wisconsin is also a MARITAL PROPERTY state (similar to community property) – under the Wisconsin Marital Property Act, most assets acquired during marriage are co-owned by both spouses, so a surviving spouse may already own half of all marital property outright; only the decedent’s half passes through the estate.
Transfer by Affidavit (Wis. Stat. §867.03) – available when the decedent’s ENTIRE probate estate (personal property only; real estate is not covered by this shortcut) has a gross value of $50,000 or less. Available 30 days after death to an heir, a trustee of a revocable trust, a beneficiary named in the will, or a guardian of the decedent.
Summary Settlement (Wis. Stat. §867.01) – geared toward estates of $50,000 or less where there is a surviving spouse, domestic partner, or minor children, or where the estate would otherwise be absorbed by allowances and expenses.
Summary Assignment – another shortcut for estates too small to pay debts in full.
Formal or Informal Administration – required for larger or more complex estates. Begins with a Petition for Administration (Form PR-1801) filed with the county Register in Probate to admit the will (if any) and appoint a personal representative.
Step 2: filing for administration
File a Petition for Administration (Form PR-1801) with the Polk County Register in Probate.
Mail notice of the hearing to all heirs, beneficiaries, and interested parties at least 20 days before the hearing; publish notice in a newspaper of general circulation in the county for three successive weeks.
Once appointed, the personal representative inventories assets, and the court (for formal administration) or Register in Probate (for informal) sets a creditor claims deadline – generally 3 to 4 months from the date of the court’s order, with first publication of that notice required within 15 days of the order.
The personal representative pays valid debts and expenses, then distributes remaining assets to heirs/beneficiaries.
File a final accounting with the Circuit Court (Probate) showing all assets received, debts paid, and distributions made; once approved, the estate is closed.
Wisconsin’s probate filing fee statewide is generally 0.2% of inventory value, minimum $20.
What it costs
Filing fee: approximately 0.2% of the estate’s inventory value, minimum $20.
Personal representative compensation: presumptive statutory rate of 2% of inventory value (Wis. Stat. §857.05), though the will or the parties can agree to a different amount.
Publication costs, and (for real estate transfers under the small-estate process) an Affidavit of Heirship and Affidavit of Service, notarized and filed with the court.
Typical timeline: simple estates 6-12 months; complex or contested estates 18 months or longer.
Wisconsin does NOT impose a state estate tax or inheritance tax. Only the federal estate tax may apply, with a $15,000,000 per-person exemption for 2026 – meaning the vast majority of Wisconsin estates owe nothing.
