WY's 23 County Clerks each administer their own marriage license process. Laramie County (Cheyenne - largest; state capital), Natrona County (Casper), Teton County (Jackson/Jackson Hole - very high demand; popular destination wedding location), Fremont County (Lander/Riverton), Park County (Cody), Sweetwater County (Rock Springs/Green River), Sheridan County, and Albany County (Laramie) are the main counties. Teton County (Jackson Hole) sees extremely high demand for marriage licenses due to destination weddings - call ahead or visit their website. Some counties list local judges and commissioners available for civil ceremonies.
