PARKS & RECREATION
Key Assets: Central City Historic District (National Historic Landmark – one of Colorado’s finest preserved Victorian-era mining towns; brick commercial buildings from the 1870s-1890s; Teller House (the famous “Face on the Barroom Floor” painting – a visiting artist painted a woman’s face on the floor of the Teller House saloon in 1936 and it became a Colorado icon); Central City Opera (one of the West’s finest opera companies; performs in the beautifully restored 1878 opera house in summer – a Colorado cultural treasure); Black Hawk’s gaming district (casino hotels); Golden Gate Canyon State Park (Jefferson/Gilpin County border – excellent hiking, camping, wildflowers, wildlife; one of the finest Front Range state parks; exceptional mountain scenery accessible from Denver)
Notes: Central City Opera is one of Colorado’s finest cultural institutions – a world-class opera company performing in an 1878 Victorian opera house in a former gold rush town; summer performances bring opera to a remarkably authentic historical setting; the contrast between Central City’s carefully preserved Victoriana and Black Hawk’s Las Vegas-style casino hotels is dramatic; the Teller House’s “Face on the Barroom Floor” has become a beloved Colorado legend; Golden Gate Canyon State Park is exceptional – rarely crowded relative to its quality; excellent hiking to Panorama Point with views of Continental Divide peaks

Services: Basic animal control; wildlife (black bears, mountain lions, mule deer – all present in the surrounding forests)
Notes: Black bears and mountain lions are present throughout the surrounding mountain forests; casino guests occasionally encounter wildlife; mule deer management; mountain pine beetle killed forest creates deadfall and dense shrub regrowth attracting more deer and bears to forest communities
Environmental & Waste
ENVIRONMENTAL / WASTE MANAGEMENT
Solid Waste: Gilpin County – (303) 582-5214; casino waste management is enormous
Environmental: Colorado DPHE; Clear Creek watershed; historical mining contamination (Gilpin County’s extensive 19th century mining has left significant legacy contamination – mine tailings, stamp mill waste, acid mine drainage are present throughout the county; mercury from gold processing); casino environmental compliance (enormous water use, electricity consumption, waste generation)
Notes: Gilpin County’s historical gold mining heritage left significant environmental contamination – mine tailings and acid mine drainage from 19th century hard rock mining operations affect creek water quality; the legacy contamination in tributaries of Clear Creek is part of the broader Clear Creek mining legacy (see Clear Creek County); casino development has dramatically increased water use, electricity demand, and waste generation in a small mountain county with limited infrastructure; the massive hotel-casinos require significant utility infrastructure; the contrast between Black Hawk’s enormous casino developments and the fragile mountain ecosystem is stark; Colorado gaming regulators (Colorado Limited Gaming Control Commission) enforce strict operational standards; problem gambling and associated social issues are monitored by the Colorado Office of Problem Gambling which receives funding from casino revenues
About Gilpin County County
Gilpin County is where Colorado’s gold rush began – the Gregory Gulch strike of 1859 that triggered the Colorado Gold Rush, the Victorian opera house that once hosted the finest performers in America, and the casino gambling revival that transformed both Central City and Black Hawk give this tiny mountain county one of the richest and most complicated histories in the state.
Central City (the county seat, population ~750) is Gilpin County’s governmental and historical hub, a Victorian gold rush city whose opera house, casino gambling, and Gregory Gulch mining heritage define its identity in the mountains just west of Denver.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Gilpin Combined Court – District Court (Probate Division) 2960 Dory Hill Road, Suite 200, Black Hawk, CO 80422 (303) 582-5522 Hours: Monday–Friday, 8:00 a.m.–4:30 p.m.
Step 1: figure out which path applies
Colorado follows the Uniform Probate Code, one of the more streamlined, less court-intensive systems in the country.
Small Estate Affidavit (personal property) – for estates where personal property totals less than roughly $86,000 (twice the “exempt property” amount under C.R.S. § 15-11-403, which adjusts annually for inflation – always confirm the current year’s figure with the court). Available starting 10 days after the death. No court filing required; present the affidavit (Form JDF 999) directly to whoever holds the property.
Summary Administration for small real property – a separate, roughly parallel threshold applies to real property equity. This route does require a court filing.
Informal Probate – the standard path for most estates with a will or clear heirs and no disputes. Handled largely by the court Registrar with minimal hearings.
Formal Probate – required for contested wills, disputed appointments, or complicated estates.
If using the small estate affidavit (personal property)
Wait at least 10 days after the death.
Confirm the fair market value of the decedent’s property (less liens) doesn’t exceed the current statutory threshold, and that no probate has already been opened.
Complete Form JDF 999, Collection of Personal Property by Affidavit.
Present it, along with a certified death certificate, to the bank or institution holding the property – no court filing needed.
If filing for informal or formal probate
File the appropriate application with the Gilpin County District Court: Form JDF 910 (with a will) or JDF 908 (without one). For formal probate, file JDF 920 or the intestate equivalent. Filing fee is $199.
The court (or Registrar, for informal cases) appoints a personal representative and issues Letters Testamentary or Letters of Administration.
In informal probate, the personal representative then manages the estate largely independently.
Creditors have 4 months from first publication of notice to file claims.
The estate closes once debts are paid and assets are distributed.
What it costs
Small estate affidavit: no court filing fee.
Informal or formal probate filing fee: $199.
Personal representative compensation: “reasonable compensation” – no fixed statutory percentage.
No Colorado state estate tax or inheritance tax.
