About Jefferson County
Jefferson County – known locally as “Jeffco” – is Denver’s western collar, stretching from the urban flatlands of Lakewood and Arvada at Denver’s western edge up into the Rocky Mountain foothills and the Front Range communities of Golden, Evergreen, Conifer, Morrison, and Genesee. The county seat, Golden, is a small historic city at the mouth of Clear Creek Canyon – home to the Colorado School of Mines (one of the world’s leading engineering and applied science universities), Coors Brewing Company (the largest single-site brewery in the world), and the Buffalo Bill Museum and Grave atop Lookout Mountain. Red Rocks Amphitheatre, carved into the geological formations above Morrison, is one of the most celebrated outdoor music venues in the world.
Jefferson County was one of Colorado’s 17 original territorial counties created in 1861. The county’s western terrain includes portions of the Pike National Forest, Arapaho National Forest, the Mount Evans corridor (Mount Blue Sky, recently renamed, reaching 14,265 feet), and numerous Front Range open space parks – reflecting Jefferson County’s historic investment in open space preservation (the county has been purchasing open space since 1972 and now holds over 53,000 acres).
The county’s economy reflects its dual character: suburban Denver services, retail, and healthcare (Exempla Lutheran Medical Center, Children’s Hospital Colorado West) in the flatlands; outdoor recreation, tourism, and mountain-based living in the foothills. County government is a five-member Board of County Commissioners with an elected Assessor, Clerk and Recorder, Sheriff, Treasurer, Coroner, and District Attorney.

Colorado assesses all real property at 100% of actual (market) value and applies a 6.25% residential assessment rate to determine the assessed value for millage rate calculation. Jefferson County’s biennial reappraisal occurs in odd-numbered years – the 2025 reappraisal is based on sales from July 1, 2022 through June 30, 2024. The 2025 values govern both tax years 2025 and 2026. Tax year 2026 is an “intervening year” – only properties with changes (new construction, demolition, change of use) receive a new NOV; all others retain their 2025 value.
The Jefferson County Assessor at 100 Jefferson County Parkway, Golden (303-271-8600) mails Notices of Valuation (NOVs) on or before May 1 of reappraisal years. Jefferson County uses the standard Colorado protest period for its size category – the appeal window is May 1 through June 9. File early; the final days are busy and delays occur.
The appeal process:
File your appeal by June 9 – online, by mail (must be postmarked by June 9), in person, or by phone appointment with an Assessor appraiser. Explain why you believe the value is incorrect and provide comparable sales from within the July 1, 2022–June 30, 2024 study period. The Assessor uses a comparable sales search tool on the Jeffco website – review the sales data used for your property before filing.
The Assessor issues a Notice of Determination (NOD) by August 15. If unsatisfied, appeal to the Jefferson County Board of Equalization (CBOE) by September 15. After the CBOE, choose within 30 days: Colorado Board of Assessment Appeals (BAA), District Court, or arbitration.
Intervening year (2026) appeals: Even in 2026 – when most properties don’t receive a new NOV – property owners may still appeal the 2025 value if they believe it is incorrect. Contact the Assessor’s office for the intervening year appeal procedure.
Senior exemptions:
– Standard Colorado Senior Exemption: Age 65 or older, primary residence, 10+ consecutive years of ownership and occupancy – exempts 50% of first $200,000 of actual value. State reimburses the county. Apply through the Assessor. No income limit.
– Qualified Senior Primary Residence Classification (2025–2026): New Colorado program allowing seniors who moved and lost their prior senior exemption to have it temporarily reinstated. Apply by March 15 (applications accepted through July 15 but without appeal rights after March 15).
– 100% Disabled Veteran Exemption: Also available through the Assessor.
Colorado has no state estate tax and no state inheritance tax. Tax bills mailed January; pay in full by April 30 or in two installments (February 28 and June 16).

The Jefferson County District Court at 100 Jefferson County Parkway, Golden (303-271-6145) handles all civil, criminal, family, and probate matters. Probate Court is part of the District Court – contact 720-772-2500. The Jefferson County Clerk and Recorder at the same address (303-271-8168) maintains all land records – deeds, mortgages, and recorded documents – and vital records. Records are searchable at jeffco.us.
Colorado probate is governed by the Colorado Uniform Probate Code (CRS Title 15). Colorado has no state estate tax and no state inheritance tax. Colorado recognizes Transfer on Death deeds for real property. For joint tenancy, recording a certified death certificate removes the deceased owner from title; for tenants in common, probate or legal process is required.
Mountain property considerations: Jefferson County’s foothills and mountain communities have unique property considerations including wildfire risk (Jefferson County is in one of Colorado’s highest wildfire-risk areas), well and septic systems rather than municipal utilities, private road maintenance agreements, and access easements. These factors can affect both assessed value and insurability – document any access, utility, or condition issues when preparing an appeal.
Senior Services: The Jefferson County Department of Human Services – Aging and Adult Services (303-275-2200) and the Denver Regional Council of Governments (DRCOG) Area Agency on Aging (303-480-6700) coordinate senior programming, home-delivered meals, transportation, SHIP Medicare counseling, caregiver support, and connections to Colorado Medicaid long-term care programs. Step 1: figure out which path applies
Colorado follows the Uniform Probate Code, one of the more streamlined, less court-intensive systems in the country.
Small Estate Affidavit (personal property) – for estates where personal property totals less than roughly $86,000 (twice the “exempt property” amount under C.R.S. § 15-11-403, which adjusts annually for inflation – always confirm the current year’s figure with the court). Available starting 10 days after the death. No court filing required; present the affidavit (Form JDF 999) directly to whoever holds the property.
Summary Administration for small real property – a separate, roughly parallel threshold applies to real property equity. This route does require a court filing.
Informal Probate – the standard path for most estates with a will or clear heirs and no disputes. Handled largely by the court Registrar with minimal hearings.
Formal Probate – required for contested wills, disputed appointments, or complicated estates.
If using the small estate affidavit (personal property)
Wait at least 10 days after the death.
Confirm the fair market value of the decedent’s property (less liens) doesn’t exceed the current statutory threshold, and that no probate has already been opened.
Complete Form JDF 999, Collection of Personal Property by Affidavit.
Present it, along with a certified death certificate, to the bank or institution holding the property – no court filing needed.
If filing for informal or formal probate
File the appropriate application with the Jefferson County District Court: Form JDF 910 (with a will) or JDF 908 (without one). For formal probate, file JDF 920 or the intestate equivalent. Filing fee is $199.
The court (or Registrar, for informal cases) appoints a personal representative and issues Letters Testamentary or Letters of Administration.
In informal probate, the personal representative then manages the estate largely independently.
Creditors have 4 months from first publication of notice to file claims.
The estate closes once debts are paid and assets are distributed.
