Key Assets: White River National Forest (extensive in the eastern county – excellent hunting, fishing, camping); Flat Tops Wilderness (Rio Blanco County portion – the Flat Tops are a vast flat-topped mesa wilderness at 11,000-12,000 ft; one of Colorado’s finest elk hunting areas; excellent fishing in numerous lakes; outstanding scenery but rarely visited outside hunting season; accessed from Meeker via the scenic Flat Tops Trail Scenic Byway); Trappers Lake (White River NF – called “the Cradle of Wilderness” because it inspired Aldo Leopold to propose the wilderness concept that became the Wilderness Act of 1964; beautiful remote lake surrounded by the Flat Tops; excellent trout fishing; limited motorized access; significant ecological and historical importance); Canyon Pintado National Historic District (Rangely area – outstanding Fremont Culture and Ute rock art; one of the finest accessible rock art areas in Colorado; approximately 20 rock art panels along SR-139 through the canyon); White River Museum (Meeker – excellent local history museum documenting the Meeker Massacre and frontier era); Dinosaur National Monument (shared with Moffat County – accessible from Rangely)
Notes: Trappers Lake is one of the most historically significant natural areas in Colorado – the visit by landscape architect Arthur Carhart in 1919 inspired the concept of wilderness preservation that became the Wilderness Act; Aldo Leopold further developed the concept while on the White River National Forest; this makes Trappers Lake a profoundly important site in American conservation history; the Flat Tops Wilderness’s vast plateau (one of the flattest and most expansive high-altitude landscapes in the Rockies) is extraordinary; Canyon Pintado’s Fremont Culture rock art is outstanding and remarkably accessible along the highway corridor

Environmental: Colorado DPHE; White River Conservancy District; USFS (White River NF); BLM (extensive oil and gas production lands); COGCC (regulation of thousands of natural gas wells); Trappers Lake; White River watershed
Notes: Rio Blanco County’s natural gas industry (the Piceance Basin has some of the largest natural gas reserves in the US) creates enormous environmental management responsibilities; thousands of wells produce gas from the Piceance Basin; methane emissions (a potent greenhouse gas) from the wells and associated infrastructure are regulated by COGCC and CDPHE; the oil shale (kerogen) in the Piceance Basin is even more vast in resource potential but has never been economically developed at scale; Trappers Lake’s watershed is protected by wilderness designation; the White River’s water quality is important for downstream users and for the outstanding trout fishery; Canyon Pintado rock art site protection requires BLM management of visitor access and vandalism prevention; the Flat Tops Wilderness elk population is one of Colorado’s most significant – managing the hunt to maintain population sustainability while providing excellent hunting is a Colorado Parks and Wildlife priority
About Rio Blanco County County
Rio Blanco County is northwest Colorado’s White River heritage and Flat Tops wilderness county – the tragic Meeker Massacre that precipitated the Ute removal from Colorado and the vast Flat Tops Wilderness elk country above the White River define a remote and historically consequential county where Meeker serves the surrounding ranching and energy communities.
Meeker (the county seat, population ~2,500) is Rio Blanco County’s governmental hub on the White River, a northwest Colorado ranching town whose Massacre site history, Flat Tops hunting access, and oil and gas production anchor its community identity.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Rio Blanco County has two courthouse locations – file in whichever is more convenient.
Rio Blanco Combined Court – 455 Main Street, P.O. Box 1150, Meeker, CO 81641. (970) 878-5622. Rio Blanco County Associate Court – 209 E. Main Street, Rangely, CO 81648. (970) 675-2342. Hours (both): Monday–Friday, 8:00 a.m.–4:30 p.m.
Step 1: figure out which path applies
Colorado follows the Uniform Probate Code, one of the more streamlined, less court-intensive systems in the country.
Small Estate Affidavit (personal property) – for estates where personal property totals less than roughly $86,000 (twice the “exempt property” amount under C.R.S. § 15-11-403, which adjusts annually for inflation – always confirm the current year’s figure with the court). Available starting 10 days after the death. No court filing required; present the affidavit (Form JDF 999) directly to whoever holds the property.
Summary Administration for small real property – a separate, roughly parallel threshold applies to real property equity. This route does require a court filing.
Informal Probate – the standard path for most estates with a will or clear heirs and no disputes. Handled largely by the court Registrar with minimal hearings.
Formal Probate – required for contested wills, disputed appointments, or complicated estates.
If using the small estate affidavit (personal property)
Wait at least 10 days after the death.
Confirm the fair market value of the decedent’s property (less liens) doesn’t exceed the current statutory threshold, and that no probate has already been opened.
Complete Form JDF 999, Collection of Personal Property by Affidavit.
Present it, along with a certified death certificate, to the bank or institution holding the property – no court filing needed.
If filing for informal or formal probate
File the appropriate application with the Rio Blanco County District Court, at either location: Form JDF 910 (with a will) or JDF 908 (without one). For formal probate, file JDF 920 or the intestate equivalent. Filing fee is $199.
The court (or Registrar, for informal cases) appoints a personal representative and issues Letters Testamentary or Letters of Administration.
In informal probate, the personal representative then manages the estate largely independently.
Creditors have 4 months from first publication of notice to file claims.
The estate closes once debts are paid and assets are distributed.
What it costs
Small estate affidavit: no court filing fee.
Informal or formal probate filing fee: $199.
Personal representative compensation: “reasonable compensation” – no fixed statutory percentage.
No Colorado state estate tax or inheritance tax.
