PARKS & RECREATION
Key Assets: Monte Vista National Wildlife Refuge (Monte Vista – one of the finest sandhill crane stopover sites in North America; 20,000-30,000 greater sandhill cranes gather in the Monte Vista area during spring (late February-March) and fall migrations; the Monte Vista Crane Festival celebrates this spectacular gathering with guided tours, talks, and field trips; one of Colorado’s finest wildlife experiences); Wolf Creek Ski Area (east of South Fork via US-160 and Wolf Creek Pass – consistently Colorado’s snowiest ski area; 465 inches average annual snowfall; the first Colorado ski area to open each year; small family resort with outstanding powder skiing; beloved by Coloradans who prize snow quality over amenities); Rio Grande National Forest (extensive mountain forest and wilderness); South Fork (US-160 recreational community; fly fishing on the South Fork of the Rio Grande; access to Wolf Creek)
Notes: The Monte Vista sandhill crane migration is one of the most spectacular wildlife events in Colorado – tens of thousands of cranes gather in the fields and wetlands around Monte Vista, creating an extraordinary sound and visual spectacle; the Monte Vista Crane Festival (March) celebrates this migration with guided tours; Wolf Creek’s snowfall statistics are genuinely extraordinary – the ski area consistently receives 20-30% more snow than other Colorado resorts and is the snowiest in the state; its small, unpretentious character appeals to powder skiers who find the major resorts too commercialized

Environmental: Colorado DPHE; Rio Grande Water Conservation District; USFS (Rio Grande NF); USFWS (Monte Vista NWR); Rio Grande Compact (Colorado-New Mexico-Texas water sharing); San Luis Valley groundwater management (SGMA-equivalent)
Notes: The Rio Grande’s headwaters in Rio Grande County are the source of the river that flows through New Mexico, Texas, and forms the US-Mexico border; Colorado’s Rio Grande Compact obligations require releasing specific water quantities downstream; the San Luis Valley’s groundwater overdraft (from agricultural irrigation drawing down the aquifer faster than recharge) threatens long-term agricultural viability; the Spring Creek Fire (2018 – largest fire in Rio Grande NF history) burned 108,000 acres; post-fire erosion delivered significant sediment to the Rio Grande watershed; watershed restoration (reforestation, erosion control) is ongoing; Monte Vista NWR’s habitat management (maintaining wet meadows and irrigated fields for crane habitat) depends on the San Luis Valley’s water supply
About Rio Grande County County
Rio Grande County is the San Luis Valley’s Rio Grande river county – the namesake river that begins its long journey to the Gulf of Mexico in the San Juan Mountains above Del Norte and the valley’s remarkable potato farming economy define a high-altitude agricultural community anchored by the scenic river corridor and the Weminuche Wilderness access that draws outdoor enthusiasts to the county’s mountain edges.
Del Norte (the county seat, population ~1,600) is Rio Grande County’s governmental hub at the mouth of the Rio Grande canyon, a San Luis Valley agricultural town whose river access, potato farming, and Weminuche Wilderness gateway role anchor its community identity.

Probate & Estate
Losing someone and having to deal with courts and paperwork at the same time is hard. This section won’t make that easier, but it should tell you what to expect, what it costs, and where to go – so at least you’re not walking in blind.
Where to go
Rio Grande Combined Court – District Court (Probate Division) 925 6th Street, Room 204, Del Norte, CO 81132 (719) 657-3394 Hours: Monday–Friday, 8:00 a.m.–4:30 p.m.
Step 1: figure out which path applies
Colorado follows the Uniform Probate Code, one of the more streamlined, less court-intensive systems in the country.
Small Estate Affidavit (personal property) – for estates where personal property totals less than roughly $86,000 (twice the “exempt property” amount under C.R.S. § 15-11-403, which adjusts annually for inflation – always confirm the current year’s figure with the court). Available starting 10 days after the death. No court filing required; present the affidavit (Form JDF 999) directly to whoever holds the property.
Summary Administration for small real property – a separate, roughly parallel threshold applies to real property equity. This route does require a court filing.
Informal Probate – the standard path for most estates with a will or clear heirs and no disputes. Handled largely by the court Registrar with minimal hearings.
Formal Probate – required for contested wills, disputed appointments, or complicated estates.
If using the small estate affidavit (personal property)
Wait at least 10 days after the death.
Confirm the fair market value of the decedent’s property (less liens) doesn’t exceed the current statutory threshold, and that no probate has already been opened.
Complete Form JDF 999, Collection of Personal Property by Affidavit.
Present it, along with a certified death certificate, to the bank or institution holding the property – no court filing needed.
If filing for informal or formal probate
File the appropriate application with the Rio Grande County District Court: Form JDF 910 (with a will) or JDF 908 (without one). For formal probate, file JDF 920 or the intestate equivalent. Filing fee is $199.
The court (or Registrar, for informal cases) appoints a personal representative and issues Letters Testamentary or Letters of Administration.
In informal probate, the personal representative then manages the estate largely independently.
Creditors have 4 months from first publication of notice to file claims.
The estate closes once debts are paid and assets are distributed.
What it costs
Small estate affidavit: no court filing fee.
Informal or formal probate filing fee: $199.
Personal representative compensation: “reasonable compensation” – no fixed statutory percentage.
No Colorado state estate tax or inheritance tax.
