Regional: Indian River Lagoon (one of the most biodiverse estuaries in North America; see Brevard County for the crisis; the southern Indian River Lagoon in Indian River County is somewhat healthier than the northern portions but still stressed); Vero Beach (a charming barrier island and mainland beach city; Humiston Park; South Beach Park; Jaycee Park; the Vero Beach oceanfront is well-maintained and attractive; Vero Beach has a sophisticated downtown and arts scene for a city its size); Indian River Citrus (the Indian River Citrus belt – the groves west of Vero Beach produce some of America’s finest grapefruit and oranges; the Indian River designation is a geographically-protected brand (similar to champagne) for citrus grown in a specific area adjacent to the lagoon; Indian River grapefruit is widely considered the finest in the world; “gift fruit” from Indian River groves has been a Florida tradition for over a century)
Notes: Pelican Island NWR is a genuinely significant historical and conservation landmark – it was the first unit of the National Wildlife Refuge system (established March 14, 1903 by President Theodore Roosevelt to protect nesting brown pelicans that were being slaughtered for their feathers for the hat trade); the entire National Wildlife Refuge system (560+ refuges today) began with this small mangrove island in the Indian River Lagoon; Sebastian Inlet’s surfing culture (consistent wave breaks make it the destination for serious East Coast surfers who travel from throughout Florida and the Southeast for decent surf) is distinctive; Indian River citrus’s worldwide reputation for quality (particularly grapefruit) is well-established

Environmental & Waste
ENVIRONMENTAL / WASTE MANAGEMENT

Environmental: Florida DEP; St. Johns River Water Management District; Indian River Lagoon Program; Pelican Island NWR (USFWS); Florida Oceanographic Society (Stuart – research on IRL)
Key Issues: Indian River Lagoon (the southern IRL, while somewhat healthier than the Brevard County portion, has been stressed by algal blooms, seagrass loss, and fish kills; the Martin County and St. Lucie County discharges from Lake Okeechobee (via the St. Lucie Canal) bring extremely nutrient-rich water into the southern IRL during high lake conditions; these discharges have caused massive algal blooms; Indian River County has invested in water quality improvements and strongly supports the Everglades restoration projects that would reduce the need for harmful lake discharges); Indian River citrus and the lagoon (the citrus groves adjacent to the lagoon can contribute agricultural runoff; best management practices for citrus irrigation and fertilization help reduce nutrient inputs); sea turtle nesting and lighting (Indian River County’s beach lighting regulations protect sea turtle nesting from artificial light disorientation; the county enforces lighting ordinances and monitors nesting beaches)
Notes: Pelican Island NWR’s significance as the origin of the National Wildlife Refuge System cannot be overstated – Theodore Roosevelt’s 1903 executive order creating the refuge was a revolutionary act at the time; wildlife protection had previously been left to states and there was no federal mechanism; the NWR System that grew from this small act now protects over 150 million acres nationwide; Indian River citrus’s quality (the combination of the subtropical climate, the sand soils, and the proximity to the lagoon – which moderates temperature – creates exceptional growing conditions) has made “Indian River” a globally recognized brand; the citrus greening disease has devastated Indian River County’s groves (as it has throughout Florida) but the geographic designation and the remaining high-quality production sustain the brand
About Indian River County
Indian River County’s citrus industry is one of the few places in American agriculture where a geographic designation carries genuine premium pricing backed by real quality differences. Indian River grapefruit and navel oranges – grown in the narrow strip between the Atlantic and the St. Johns River drainage – benefit from the Indian River Lagoon’s moderating influence on temperature and humidity in ways that produce fruit with higher sugar content and thinner rinds than interior Florida citrus. The Indian River designation is federally protected, and gift fruit shipped from Indian River County groves commands prices that reflect genuine agricultural provenance.
The Indian River Lagoon itself is 156 miles long and the most biodiverse estuary on the North American Atlantic coast – supporting manatees, sea turtles, dolphins, and hundreds of bird species in a sheltered water body between the barrier island and the mainland. Piper Aircraft, which manufactures light aircraft in Vero Beach, provides manufacturing employment. Cleveland Clinic Indian River Hospital provides regional healthcare.
