About Brevard County
Brevard County occupies a long, narrow strip of Florida’s Atlantic coast – a 1,557-square-mile county stretching nearly 72 miles from north to south, bounded by the Atlantic Ocean on the east and the Indian River Lagoon on the west. Its geographic character is defined by barrier islands, barrier island cities (Cocoa Beach, Melbourne Beach, Indialantic, Satellite Beach), and the mainland communities facing the lagoon (Melbourne, Titusville, Cocoa, Palm Bay, Rockledge, Viera). The county seat is Titusville in the north; Melbourne is the largest city; Palm Bay (on the south mainland) is the second-largest.
The defining feature of Brevard County is the Space Coast – the concentration of space industry infrastructure along the northern end of the county. Kennedy Space Center occupies Merritt Island National Wildlife Refuge, from which every NASA human spaceflight since Apollo has launched. Cape Canaveral Space Force Station is adjacent. SpaceX now operates multiple launch complexes at Cape Canaveral and launches so frequently that sonic booms are a regular feature of Brevard County life. The aerospace ecosystem supports thousands of jobs at companies including Boeing, Lockheed Martin, Northrop Grumman, L3Harris, and a growing constellation of commercial space startups. The Brevard County Property Appraiser (BCPAO) at P.O. Box 429, Titusville (321-264-6700) determines all property values annually as of January 1. Florida’s standard homestead provisions apply: the Save Our Homes 3% annual assessment cap, Homestead Exemption up to $50,000, and Portability for transferring accumulated SOH savings to a new Florida homestead.
TRIM notice: Each August or September, the BCPAO mails the Truth in Millage (TRIM) notice showing proposed assessed value and projected tax bill. This starts the appeal clock. The VAB petition deadline is printed on each TRIM notice – for the 2025 tax year, the deadline was September 12, 2025 at 5:00 PM.
The VAB appeal process:
File a petition with the Brevard County Value Adjustment Board (VAB) through the Clerk of Court by the deadline on your TRIM notice. File online through the Brevard County Clerk of Court portal or deliver a printed copy. Filing fee: $15 per parcel (one fee covers multiple appeals – homestead and low-income senior – for the same parcel, but separate petitions are required).
The VAB appoints Special Magistrates (required by Florida law for counties with populations over 75,000) to conduct hearings and issue written recommendations. The VAB reviews those recommendations and issues final decisions. Hearings are held at the North Brevard Government Complex, 400 South St., Suite 1A, Titusville – hearings are public. Attend in person or by telephone (notify the VAB Clerk at 321-637-6523 or [email protected] in advance).
Critical payment requirement: Florida law requires petitioners to pay a required portion of their tax bill before it becomes delinquent (§194.014, F.S.). If partial payment is not made, the VAB must deny the petition even if the Special Magistrate recommended granting it. Pay at least the non-contested portion by the delinquency date.
If unsatisfied with the VAB’s decision, file a civil lawsuit in Circuit Court (§194.171, F.S.).
Space Coast valuation note: If your assessed value spiked unusually following a major SpaceX or NASA launch announcement, review the comparable sales the BCPAO used. Aerospace-driven premiums are real but not always applied uniformly across similar properties – this is a documented and valid appeal argument in Brevard County.
Exemptions (file by March 1):
– Homestead Exemption: up to $50,000 (first $25,000 applies to all taxes; second $25,000 for non-school taxes only)
– Senior Exemption: additional exemption for qualifying seniors 65+ with limited income – check with BCPAO

Florida probate is governed by the Florida Probate Code (F.S. Chapters 731-735). Florida has no state estate tax and no state inheritance tax. Florida recognizes Lady Bird (enhanced life estate) deeds and TOD designations as non-probate transfer mechanisms.
