About Jackson County
Jackson County is the economic and cultural center of the Kansas City metropolitan area – a 616-square-mile county on Missouri’s western border with Kansas, containing Kansas City (both the county’s largest city and the county seat), Independence (the second-largest city and the birthplace of Harry S. Truman), Lee’s Summit, Blue Springs, Raytown, Grandview, and other communities in the southern and eastern portions of the metro. Kansas City is Missouri’s largest city and the anchor of a bi-state metro of about 2.2 million people straddling the Missouri-Kansas border. The city is famous for its jazz heritage (the 18th and Street Vine district, American Jazz Museum), its world-class barbecue culture, and more recently its status as home of the Kansas City Chiefs (four-time recent Super Bowl champions) and Sporting Kansas City.
Jackson County’s property tax history has been among the most contentious in Missouri. Missouri assesses real property every two years in odd-numbered years (2023, 2025, etc.). The Jackson County Assessor determines market value as of January 1 of the assessment year. The assessed value used for residential property is 19% of market value for residential property (in Missouri, the assessment percentage varies by class – residential is 19%). Tax bills are mailed in the fall and due by December 31.
2025 assessment context: Following the controversial 2023 reappraisal, the Missouri State Tax Commission issued an order in 2025 capping most Jackson County residential properties at a maximum 15% increase from 2023 values. Commercial property owners were not subject to this cap and raised concerns about disproportionate increases. The 2025 assessment generated another round of significant BOE appeals.
Board of Equalization (BOE) appeal process:
The Jackson County BOE is an independent citizen board separate from the Assessor’s Office. The 2026 BOE appeal window opens May 1, 2026 and runs through July 13, 2026 (the second Monday in July). Supporting documentation – comparable sales, appraisals by certified appraisers (not real estate agent opinions), sales contracts and settlement statements, or written cost estimates for needed improvements – must be submitted with the appeal.
Critical: The BOE has authority to increase, decrease, or maintain the current market value. File only if you have solid evidence supporting a lower value. The BOE decides value, not the amount of taxes – tax amounts are set by individual taxing authorities.
Step 2: If unsatisfied with the BOE decision, appeal to the Missouri State Tax Commission (STC) within 30 days of receiving the BOE decision, or by September 30 of the assessment year, whichever is later. File the Complaint for Review of Assessment form at stc.mo.gov. The STC issues a final decision appealable to Circuit Court.
Missouri senior exemptions: Missouri offers a Senior Citizens Real Estate Tax Credit (Circuit Breaker) for homeowners and renters 65 or older (or 100% disabled) with income below the state threshold. The credit reduces Missouri state income tax – up to $1,100 for homeowners and $750 for renters. Apply on the Missouri income tax return.

The Jackson County Circuit Court (16th Judicial Circuit) operates at two locations: the Jackson County Courthouse at 415 E. 12th Street, Kansas City (816-881-3600) and the Eastern Division at 308 W. Kansas Avenue, Independence (816-881-3650). The Circuit Court handles felony criminal, civil, family, and probate matters. The Jackson County Recorder of Deeds at 415 E. 12th Street, Kansas City maintains all land records – deeds, mortgages, and recorded documents.
Missouri probate is governed by the Missouri Revised Statutes, Chapter 473-475. Missouri has no state estate tax and no state inheritance tax – only federal estate tax applies. Jackson County is Missouri’s most populous county, part of the Kansas City metro area, with dual county seats – Kansas City and Independence. It is the 16th Judicial Circuit, serving only Jackson County.
Step 1: figure out which path applies
Missouri probate is governed by Title XXXI of the Missouri Revised Statutes (Chapters 470-475), the Probate Code.
Small Estate Affidavit (RSMo § 473.097) – available when the entire estate, less liens and encumbrances, does not exceed $40,000. A 30-day waiting period after death applies, and only if no application for letters is pending. If the property listed is worth more than $15,000, the clerk must publish a notice to creditors in a newspaper of general circulation in the county. A bond may be required. Once the court issues a certified small estate certificate, the affiant presents it directly to whoever holds the property to collect and distribute assets – avoiding full probate. Typical timeline: about two months to close, versus six months to a year or more for full probate.
Formal Administration – required for larger or more complex estates. A petition for Letters Testamentary (with a will) or Letters of Administration (without one) is filed with the probate division. After review, the court appoints the personal representative and issues the letters. Missouri offers both supervised and independent administration. Missouri requires an attorney to represent the personal representative in both types of administration.
Step 2: filing for formal probate
File a petition with the Probate Division of the Circuit Court – at either the Kansas City or Independence courthouse – since the decedent was domiciled in Jackson County.
The court appoints the personal representative and issues Letters Testamentary or Letters of Administration.
The personal representative publishes a notice to creditors in a newspaper of general circulation in the county, and gives direct notice to known creditors. Creditors have 6 months from the date of first publication to file claims.
Within 30 days of appointment (unless the court extends the deadline), the personal representative files an inventory and appraisement of all estate assets.
After debts are paid and the creditor claim period expires, the personal representative distributes the remaining assets and files a final settlement with the court to close the estate.
What it costs
Missouri sets statutory minimum fees for attorneys and personal representatives based on a percentage of the estate’s value, though additional fees may be allowed for extraordinary services. Jackson County publishes its own Probate Filing Fees schedule.
